On January 27, 2017, President Donald Trump directed Secretary of Defense James Mattis to initiate a new Nuclear Posture Review (NPR). The President made clear that his first priority is to protect the United States, allies, and partners. He also emphasized both the long-term goal of eliminating nuclear weapons and the requirement that the United States have modern, flexible, and resilient nuclear capabilities that are safe and secure until such a time as nuclear weapons can prudently be eliminated from the world.The United States remains committed to its efforts in support of the ultimate global elimination of nuclear, biological, and chemical weapons. It has reduced the nuclear stockpile by over 85 percent since the height of the Cold War and deployed no new nuclear capabilities for over two decades. Nevertheless, global threat conditions have worsened markedly since the most recent 2010 NPR, including increasingly explicit nuclear threats from potential adversaries. The United States now faces a more diverse and advanced nuclear-threat environment than ever before, with considerable dynamism in potential adversaries' development and deployment programs for nuclear weapons and delivery systems.
2019 Missile Defense Review - January 2019 According to a senior administration official, a number of new technologies are highlighted in the report. The review looks at "the comprehensive environment the United States faces, and our allies and partners face. It does posture forces to be prepared for capabilities that currently exist and that we anticipate in the future." The report calls for major investments from both new technologies and existing systems. This is a very important and insightful report because many of the cost assessments for these technologies in the past, which concluded they were too expensive, are no longer applicable. For decades, the reigning scholarly wisdom about nuclear weapons policy has been that the United States only needs the ability to absorb an enemy nuclear attack and still be able to respond with a devastating counterattack. So long as the US, or any other nation, retains such an assured retaliation capability, no sane leader would intentionally launch a nuclear attack against it, and nuclear deterrence will hold. According to this theory, possessing more weapons than necessary for a second-strike capability is illogical. This argument is reasonable, but, when compared to the empirical record, it raises an important puzzle. Empirically, we see that the United States has always maintained a nuclear posture that is much more robust than a mere second-strike capability. In The Logic of American Nuclear Strategy, Matthew Kroenig challenges the conventional wisdom and explains why a robust nuclear posture, above and beyond a mere second-strike capability, contributes to a state's national security goals. In fact, when a state has a robust nuclear weapons force, such a capability reduces its expected costs in a war, provides it with bargaining leverage, and ultimately enhances nuclear deterrence.
