Nuclear weapons remain an essential part of the security policies of leading states. This volume assesses contemporary efforts to stem nuclear proliferation with a view to recommending better non-proliferation tools and strategies. Scholars and practitioners usually regard the nuclear non-proliferation regime as composed of two categories of countries – those with and those without nuclear weapons. The latter are regarded as the core designers of that regime, while the former have their prominence in shaping non-proliferation institutions eclipsed or ignored. This book proposes to go beyond that duality by focusing on a usually neglected group of states: latent nuclear countries. Those are the countries that possess advanced nuclear capabilities but no weapons. This book shows that latent nuclear countries not only participate actively in non-proliferation institutions but also promote the creation of new frameworks highlighting concerns and perspectives different from their nuclear-weapon and nuclear-free counterparts. The author makes this argument through an intricate combination of quantitative and qualitative methods, with an in-depth analysis of Brazil and Germany as sources for case studies. He makes the case to understand the nuclear non-proliferation regime as an inclusive and refined approach that takes into consideration countries’ nuclear capabilities, identities, role conceptions, and domestic structures.

Nuclear disarmament is firmly back on the international agenda. But almost all current thinking on the subject is focused on the process of reducing the number of weapons from thousands to hundreds. This rigorous analysis examines the challenges that exist to abolishing nuclear weapons completely, and suggests what can be done now to start overcoming them. The paper argues that the difficulties of 'getting to zero' must not preclude many steps being taken in that direction. It thus begins by examining steps that nuclear-armed states could take in cooperation with others to move towards a world in which the task of prohibiting nuclear weapons could be realistically envisaged. The remainder of the paper focuses on the more distant prospect of prohibiting nuclear weapons, beginning with the challenge of verifying the transition from low numbers to zero. It moves on to examine how the civilian nuclear industry could be managed in a nuclear-weapons-free world so as to prevent rearmament. The paper then considers what political-security conditions would be required to make a nuclear-weapons ban enforceable and explores how enforcement might work in practice. Finally, it addresses the latent capability to produce nuclear weapons that would inevitably exist after abolition, and asks whether this is a barrier to disarmament, or whether it can be managed to meet the security needs of a world newly free of the bomb.
This book provides an international legal analysis of the most important questions regarding Iran's nuclear program since 2002. Setting these legal questions in their historical and diplomatic context, this book aims to clarify how the relevant sources of international law - including primarily the 1968 Nuclear Non-proliferation Treaty and IAEA treaty law - should be properly applied in the context of the Iran case. Little more than a year ago, the Nonproliferation Policy Education Center (NPEC) completed its initial analysis of Iran's nuclear program, Checking Iran's Nuclear Ambitions. Since then, Tehran's nuclear activities and public diplomacy have only affirmed what this analysis first suggested: Iran is not about to give up its effort to make nuclear fuel and, thereby, come within days of acquiring a nuclear bomb. Iran's continued pursuit of uranium enrichment and plutonium recycling puts a premium on asking what a more confident nuclear-ready Iran might confront us with and what we might do now to hedge against these threats. These questions are the focus of this volume. The book is divided into four parts. The first presents the endings of the NPEC's working group on Iran. It reflects interviews with government officials and outside specialists and the work of some 20 regional security experts whom NPEC convened in Washington to discuss the commissioned research that is contained in this book. Some of this report's endings to keep Iran and others from overtly deploying nuclear weapons or leaving the Nuclear Nonproliferation Treaty (NPT) are beginning to gain official support. The U.S. Government, the International Atomic Energy Agency (IAEA), and an increasing number of allies now support the idea that states that violate the NPT be held accountable for their transgressions, even if they should withdraw from the treaty. There also has been increased internal governmental discussion about the need to clarify what should be permitted under the rubric of "peaceful" nuclear energy as delineated under the NPT. The remaining report recommendations, which were presented in testimony before Congress in March of 2005, remain to be acted upon.
