France is a Pacific power, with three territories, a military presence, and extensive investments. Once seen by many as a colonial interloper in the South Pacific, by the early 2000s, after it ended nuclear testing in French Polynesia and negotiated transitional Accords responding to independence demands in New Caledonia, France seems to have become generally accepted as a regional partner, even if its efforts concentrate on its own territories rather than the independent island states. But Frances future in the region has yet to be secured. By 2014 it is to have handed over a set of agreed autonomies to the New Caledonian government, before an independence referendum process begins. Past experience suggests that a final resolution of the status of New Caledonia will be divisive and could lead once again to violent confrontations. Between 1946 and 1958, the U.S. conducted some 66 nuclear bomb tests in the Marshall Islands. Arms control, for decades at the core of the foreign policy consensus, today is among the more contentious issues in American politics. It is pilloried and considered out of mode in many conservative quarters, while being viewed as nearly sacrosanct in many liberal circles. In this new book, Michael Levi and Michael O'Hanlon argue that neither the left nor the right has a correct view of the proper utility of arms control in the age of terror. Arms control in the traditional sense--lengthy treaties to limit nuclear and other military competitions among the great powers--is no longer particularly useful. Nor should arms control be pursued as a means to the end of constraining the power of nations or of promoting global government. It is still a critical tool, though, for controlling dangerous technologies, particularly those that, in the hands of hostile states or terrorist organizations, could cause massive death and destruction. Arms control and coercive action, including military force, must be integrated into an overall strategy for preventing proliferation, now more than ever before. For close to sixty years, the United States has maintained alliances with Japan and South Korea that have included a nuclear umbrella, guaranteeing their security as part of a strategy of extended deterrence. Yet questions about the credibility of deterrence commitments have always been an issue, especially when nuclear weapons are concerned. This book explores the conditions under which Nuclear Weapons Free Zones (NWFZs) can be established. It analyzes four hypotheses that explain the factors contributing to the formation of NWFZs, building upon realist, constructivist and liberal theories from international relations. Through structured focused comparison, the book presents and compares the emergence of NWFZs in Latin America, the South Pacific, Southeast Asia, Africa, Central Asia, and the Middle East, which is a prospect for a NWFZ. The book argues that NWFZ projects depend on the following conditions: the security interest of regional states in avoiding nuclear threats, preexisting regional institutions and regional economic cooperation, leadership by a core of regional powers and shared interest in spreading non-proliferation norms. Democracy is not a necessary condition, but democratization can help overcome barriers presented by hesitant or opposed regional governments. As too many of the mentioned necessary conditions are lacking in the Middle East, a NWFZ project, thus, will be possible only after major political changes. This book will be of much interest to students of nuclear proliferation, arms control, security studies and International Relations.
