Examination of the history of legislation, policy and practice respecting labour relations in general in New Brunswick and with specific reference to municipalities. Identifies and describes municipal services performed by employees under the Industrial Relations Act which are essential to the health, safety and security of the public, and to consider the work and recommendations of the New Brunswick Industrial Relations Council. Examines terms and conditions of employment, and issues dealing with police and fire personnel. Also reviews the organization of parties for the purposes of collective bargaining through the processes of certification, supervisory/non-supervisory units, and composite bargaining units. Defines essential services and reviews designation and its alternatives (including implementation and operation), dispute resolution, administration of the collective agreement and issues surrounding arbitrators. Makes recommendations.
