This book is dualistic in its nature: it seeks to combine two approaches to the analysis and assessment of societal development prospects and to strengthen the capacity of each. The book describes the strategic development of regional economies as well as worldwide trends. The theory and methodology of strategy should extend much further and deeper than what is obvious to everyone. Strategy is aimed at the effective movement of the object of strategizing to the reality that does not exist and will only begin to form within a certain period of time, which is determined by long-term prospects. One approach has at its core managing the information and technological development of society—its social and economic transformation—through developing and implementing a particular strategy with a concept or doctrine of the planned guidelines as its first stage. Strategizing the information-technological transformation of society is proved to be most effective when it covers long-term development periods, which will lead to significant and even fundamental changes in the values and priorities of socio-economic development. Another approach described in this volume, which is implemented in conjunction with strategizing, is connected to the conceptual understanding of long-term development. The concept of noonomy represents a complex theory of transformation based on technological change and the resulting shifts in social organization. It demonstrates not only trends but also qualitative social shifts to which these transformations lead. In this way, the approach put forward in the theory of noonomy makes it possible to anticipate and evaluate distant horizons of social development and to grasp the transitions from one stage to the next. Employing the concept of noonomy in the processes of strategy is a prognostic phase, immediately preceding the processes of strategy and creating a reference point for them. This book represents the unique strategy concepts (V. L. Kvint) and noonomy (S. D. Bodrunov) have been brought together. The idea of uniting the authors’ views on the problems of civilizational development has a common scientific platform: the definition of long-term goals and the choice of economic and strategic tools to achieve them. This book develops a socio-economic paradigm of the future in the context of digital transformation. The challenge of economic openness is considered through the globalization of the world economic system by the example of modern Russia. The tendency of archaization of socio-economic relations is explored which is connected with the gradual disappearance of ineffective institutes and their replacement by new institutes. Attention is paid to the regional aspect of the digital economy – perspectives of development of the ethno-economy in the context of integration of regional economic systems are determined. The problem of preserving social identity and supporting the uniqueness of competitive advantages of the region’s economy in the conditions of digitization is actualized, and its perspective solutions based on a region’s globalization management are offered. Also, the problem of national and regional food security is considered. Increased social significance of the agro-industrial complex and the necessity for its de-economization on the platform of the digital economy are substantiated. A new concept of the market economy in the conditions of digitization and the Fourth industrial revolution is developed; economic power of technological progress and possibilities of managing and re-directing this power are determined. "The Integrated Scientific Assessment for Ecosystem Management for the Interior Columbia Basin links landscape, aquatic, terrestrial, social, and economic characterizations to describe biophysical and social systems. Integration was achieved through a framework built around six goals for ecosystem management and three different views of the future. These goals are: maintain evolutionary and ecological processes; manage for multiple ecological domains and evolutionary timeframes; maintain viable populations of native and desired non-native species; encourage social and economic resiliency; manage for places with definable values; and, manage to maintain a variety of ecosystem goods, services, and conditions that society wants. Ratings of relative ecological integrity and socioeconomic resiliency were used to make broad statements about ecosystem conditions in the Basin. Currently in the Basin high integrity and resiliency are found on 16 and 20 percent of the area, respectively. Low integrity and resiliency are found on 60 and 68 percent of the area. Different approaches to management can alter the risks to the assets of people living in the Basin and to the ecosystem itself. Continuation of current management leads to increasing risks while management approaches focusing on reserves or restoration result in trends that mostly stabilize or reduce risks. Even where ecological integrity is projected to improve with the application of active management, population increases and the pressures of expanding demands on resources may cause increasing trends in risk"--page ii.
