There is a sprawling scholarship on violence, crime, and corrupt state rule; yet few have interpreted these challenges as transformative at the global scale and as a potential source of alternative, non-state, legitimacy. This volume challenges "Westphalian conservativism" in a provocative yet plausible manner, shedding light at the ubiquity and diversity of unfolding non-state agendas and at their effect on the imagined state community. Focusing on civil war parties, warlords, commercial providers of security, multinational companies and criminal organizations, the book directs attention to theoretical questions and policy challenges arising from non-state armed expansion. To accomplish this, the contributors present a range of case studies and comparisons within three thematic sections: the first takes stock of how, when, and in what measure state and state-system legitimacy are challenged by non-state violent or criminal activity; the second addresses the nature, effectiveness, and side-effects of different state-mandated reaction to non-state activities; and third focuses on the recombination of state and non-state actors contributing to processes of socio-political transformation. This volume provides a current analysis of different armed and violent actors encroaching on the state's monopoly of violence. It seeks to spark debate about global political change and will be of interest to students and scholars of global governance, global security, and international relations.

Today, the world system is in a transition and experiencing a deep international crisis. The U.S. has begun to oppose the basic international institutions such as the United Nations and its subsidiary organs and specialized agencies, even though most of these were established with American motivation. The hegemon state, the U.S., has been alienating most of its partners and even allies. The U.S. governments have begun to focus on the national setting and to underestimate the international one; to favor unilateral policies over multilateral ones. The presidency of Donald Trump has expedited this process. American rejection of providing global public goods such as international security and free trade has led to a systemic crisis. The relative decline of American power coincides with the persistent rise of China. Those who claim that the days of Pax-Americana are numbered assert that the rise of China will determine the future of the world system. China has begun to expand its influence worldwide. For this purpose it has established alternative political and economic international institutions such as the Shanghai Cooperation Organization (SCO) and the Asian Infrastructure Investment Bank (AIIB). Furthermore, China leads the establishment of some other international organizations as well. BRICS is only one of these formations challenging the political hegemony of the West, led by the U.S. One of the most promising Chinese projects is the One Belt, One Road (OBOR) Project, aspiring to connect the East (China) to the West (the world markets). It is expected that, on its completion, the OBOR Project will take China to the center of the world economy and politics. China has been the fastest growing economy in the world for the last thirty years. Its share of the world trade has increased dramatically, recording the highest share in world exports for several years. China has been enjoying economic transactions with all major international actors with more than 200 partners in exports and imports. However, in terms of per capita income China still lags behind the advanced Western countries. Furthermore, according to the calculations made by the World Bank and IMF, Chinese per capita income is still lower than the world average. China recently began to invest in the political and military sphere in the non-Western world. It has military bases in its near abroad and in the African continent. That is, Chinese economic influence and technological leadership is supported by its political and military power. In spite of the increase in Chinese military and political might, it is careful not to challenge the U.S. and the West. There are several reasons for this policy. First of all, China is aware of its vulnerabilities. It suffers some economic and political inconsistencies and weaknesses. For instance, it has to fortify its regional dominance first in the South China Sea and achieve its longtime one-China policy as a precondition for a possible global hegemony. Second, China wants to win the global rivalry without resorting to war with the current hegemon. Therefore, Chinese leaders refrain from opposing the American hegemony politically. Even though it has introduced some international institutions, the Chinese leadership does not propose a political and diplomatic alternative to the West. It will take time for China to offer a full-scale global leadership alternative to the world, since the global hegemony requires not only economic and military power but also values and norms for cultural hegemony. Lastly, China is not ready to take the global responsibility, since it brings high costs. As long as the current American hegemony works in favor of China, there is no need for China to change the course of its development. In the light of these developments, this issue of Insight Turkey focuses on some of the most important topics related to China’s persistent rise in the international system. More specifically, this issue postulates on how to read and understand China’s policies towards global powers, i.e. the U.S. and Russia, and regional powers, i.e. India and Turkey. Africa has once again returned to the attention of the global powers after being left for many years in the shadow of western politics. In recent years, Africa has become the center of China’s public, economic and military diplomacy. As it may be expected, China’s investments in Africa are not totally ‘welcomed’ by the U.S. Earl Conteh-Morgan in his commentary focuses on the strategic rivalry between China and the U.S. in Africa. Conteh-Morgan argues that their rivalry has progressed from mild to intense, with both powers increasing their activities on the continent and decreasing Africa’s erstwhile marginalization. Another rivalry that shapes China’s foreign policies in the region is that with India. Especially, since the Doklam Plateau incident in mid-2017, the expectation of a possible tension between the two regional powers is ever present. Taking this into consideration Bruno Maçães, in his commentary, ponders the economic and strategic rivalry between China and India along with a number of dimensions: infrastructure, border disputes, sea power, and trade.
This edited volume addresses the role of non-state actors (NSAs) in international relations. From their emergence in the early 20th century, entities of non-state status have played a role of increasing prominence in international politics. Scholarly work has been slow to catch up, approaching NSAs mainly through the scope of legitimacy and international law or limiting focus to NGOs, international organizations, and economic corporations. This volume remedies that, creating a typology of NSAs based on systematic and coherent analysis. This book examines how the US is dealing with the challenge of reconciling its global interests with regional dynamics and how it is able to produce and sustain order at the system level and within regional subsystems. The book comprises four parts, the first of which addresses global issues such as nonproliferation, trade, and freedom of the seas. US policies in these areas are carefully analyzed, considering whether and how they have been differently implemented at the regional level. The remaining parts of the book focus on the US posture toward specific regions: Europe, the Middle East, and East Asia. The policies adopted by the US to confront the most relevant challenges in each region are identified, and the ways in which policies in a specific region influence or are influenced by challenges in another region are explored. Living the Global City (1996) was a landmark text in the field of Global Studies, offering an analysis of globalization and global/local processes by focussing on specific issues and themes which include community, culture, milieu, socioscapes and sociospheres, microglobalization, poverty, ethnic identity and carnival. Italy from Crisis to Crisis seeks to understand Italy’s approach to crises by studying the country in regional, international, and comparative context. Without assuming that the country is abnormal or unusually crisis-prone, the authors treat Italy as an example from which other countries might learn. The book integrates the analysis of domestic politics and foreign policy, including Italy’s approach to military interventions, energy security, economic relations with the European Union (EU), and to the NATO alliance, and covers a number of issues that normally receive little attention in studies of "high politics," such as information policy, national identity, immigration, youth unemployment, and family relations. Finally, it puts Italy in a comparative perspective – with other European states, naturally – but also with Latin America, and even the United States, all countries that have experienced similar crises to Italy’s and similar – often populist – responses. Focusing on four East European polities-Bosnia, Serbia, Bulgaria, and Romania--this book examines the dynamics and implications of processes of commercialization of security that have occurred following the collapse of communist regimes. These processes have been central to post-communist liberalization, and have profoundly shaped those states and their integration into European institutional structures and global economic and political circuits. They have also affected -- and been shaped by-- the behaviour and power of regional and global actors (e.g. European institutions, regional, and global corporations) in Eastern Europe. By virtue of the fact that they combine in complex ways local, national, regional, and global dynamics and actors, processes of security commercialization in the former Eastern bloc can be seen as instances of 'glocalization'. Several aspects of security commercialization are particularly important. To begin with, private actors --specifically private security companies (PSCs)-- have been reconstituted as partial agents of public power. As such, they have come to be systematically involved in performing security practices traditionally associated with the state. In addition, a potent commercial logic has come to permeate public security institutions. This has led to redefinition of the relationship between the state and its population in ways that defy conventional wisdom about the role of the state, and pose difficult normative challenges. More broadly, processes of security commercialization in Eastern Europe, which involve important performative dimensions, have led to the emergence of complex, hybrid networks of security providers that transcend domestic/international, public/private boundaries and behave, in many ways, as entrepreneurs.
The post-Cold War era was characterised by both the recurrence of state wars and the spread of forms of organised violence other than wars. Asymmetric warfare between alliances led by the USA and groups of insurgents, such as those witnessed in Afghanistan and Iraq, coexist alongside domestic conflicts, such as that of former Yugoslavia and, more recently, Libya and Syria; and still other conflicts involving gangs, mafias or narco-traffickers. The massive military-industrial complexes conceived in the context of the threat of nuclear Armageddon are still there of course, but they now coexist with irregular armies of insurgents carrying out massacres through the use of light weapons and improvised explosives devices. This book oppose the idea that this situation prefigures the return to an anarchical, pre-political condition, by assuming that new wars are rather the product of the blurring of the public-private divide, induced by the end of the Cold War, together with globalisation. As a consequence, also the internal and external factors are blurred; and ever more permeable and elusive is becoming even the border between war and crime. Inside War goes beyond a state-centered analysis and adopts an interdisciplinary and multilayered approach, and is intended to foster the dialogue among researchers from different fields. It places war at the core of analysis, assuming that the reality of war is what we make of it; and that the only insurmountable limit to our comprehension of war is our way of knowing and representing it. Fabio Armao teaches courses in Politics and Globalisation Processes, and Criminal Systems. He has been Visiting Professor at Cornell University, and co-convenor of the Standing Group on Organized Crime, European Consortium for Political Research.
