"NOAA conducts world class research and development (R & D) that is critical to the Nation's security, economic growth, and environmental health. The importance of NOAA R & D will expand in the future as coastal and ocean resources and weather and climate information become even more strategically important to the economy and as American lives, property, and critical infrastructure are increasingly exposed to the impacts of extreme weather and changing climate and coastal conditions. Given today's fiscal realities, NOAA now requires an R & D portfolio that is more sharply focused on key areas essential to supporting its services to the Nation. NOAA can continue to meet its service and stewardship mandates only if it significantly changes the management of its R & D portfolio and is given the flexibility to allocate its R & D budget to its highest priorities, as specified in the Next Generation Strategic Plan. As the nation's economic activities, security concerns, and stewardship of natural resources become increasingly complex and globally interrelated, they become ever more sensitive to adverse impacts from weather, climate, and other natural phenomena. For several decades, forecasts with lead times of a few days for weather and other environmental phenomena have yielded valuable information to improve decision-making across all sectors of society. Developing the capability to forecast environmental conditions and disruptive events several weeks and months in advance could dramatically increase the value and benefit of environmental predictions, saving lives, protecting property, increasing economic vitality, protecting the environment, and informing policy choices. Over the past decade, the ability to forecast weather and climate conditions on subseasonal to seasonal (S2S) timescales, i.e., two to fifty-two weeks in advance, has improved substantially. Although significant progress has been made, much work remains to make S2S predictions skillful enough, as well as optimally tailored and communicated, to enable widespread use. Next Generation Earth System Predictions presents a ten-year U.S. research agenda that increases the nation's S2S research and modeling capability, advances S2S forecasting, and aids in decision making at medium and extended lead times.
The Pacific Marine Environmental Laboratory's (PMEL's) core values of integrity, excellence, and leadership have helped us to combine scientific independence with strategic integration and societal relevance. The laboratory is more than a collection of individual scientists; it provides an infrastructure that promotes interaction between researchers with related interests to achieve the NOAA, OAR, and PMEL missions. This document outlines PMEL's 20 year vision and mission statements, as well as a set of 5 year strategic goals to achieve that long-term vision. Much of the laboratory's success is based on its ability to establish and maintain critical partnerships that allow PMEL scientists to leverage its base resources for the benefit of NOAA and the larger scientific community. Although the Laboratory faces many challenges in both the short and long term, PMEL is dedicated to the NOAA mission and optimistic about its ability to continue its preeminent research in the future.
There is a national need to educate the public about the ocean, coastal resources, atmosphere and climate. The National Oceanic and Atmospheric Administration (NOAA), the agency responsible for understanding and predicting changes in the Earth's environment and conserving and managing coastal and marine resources to meet the nation's economic, social and environmental needs, has a broad mandate to engage and coordinate education initiatives on these topics. Since its creation in 1970, the NOAA has supported a variety of education projects that cover a range of topics related to the agency's scientific and stewardship mission. NOAA uses formal and informal learning environments to enhance understanding of science, technology, engineering and mathematics (STEM) and to advance environmental education. The work of this agency overlaps and compliments the missions of other federal agencies, institutions of higher education, private and nonprofit organizations. Coordination among these agencies and organizations has been challenging. Limited education resources and the inherently global nature of NOAA's mission make strategic partnerships critical in order for the agency to accomplish its goals. Additionally, clear education goals, planning, and strategic use of resources are critical aspects for effective partnerships. NOAA's Education Program: Review and Critique provides a summary of the national education context for NOAA's role in education which is twofold: first is to advance the environmental literacy of the nation, and second is to promote a diverse workforce in ocean, coastal, Great Lakes, atmospheric and climate sciences. The book also describes the strengths and weaknesses of the education strategic plan, the education evaluation approach of the agency and strategies for improving the evaluation process.
