Andean Waterways explores the politics of natural resource use in the Peruvian Andes in the context of climate change and neoliberal expansion. It does so through careful ethnographic analysis of the constitution of waterways, illustrating how water becomes entangled in a variety of political, social, and cultural concerns. Set in the highland town of Recuay in Ancash, the book traces the ways in which water affects political and ecological relations as glaciers recede. By looking at the shared waterways of four villages located in the foothills of Cordillera Blanca, it addresses pertinent questions concerning water governance and rural lives. This book addresses two major issues in natural resource management and political ecology: the complex conflicting relationship between communities managing water on the ground and national/global policy-making institutions and elites; and how grassroots defend against encroachment, question the self-evidence of State-/market-based water governance, and confront coercive and participatory boundary policing (‘normal’ vs. ‘abnormal’). The book examines grassroots building of multi-layered water-rights territories, and State, market and expert networks’ vigorous efforts to reshape these water societies in their own image – seizing resources and/or aligning users, identities and rights systems within dominant frameworks. Distributive and cultural politics entwine. It is shown that attempts to modernize and normalize users through universalized water culture, ‘rational water use’ and de-politicized interventions deepen water security problems rather than alleviating them. However, social struggles negotiate and enforce water rights. User collectives challenge imposed water rights and identities, constructing new ones to strategically acquire water control autonomy and re-moralize their waterscapes. The author shows that battles for material control include the right to culturally define and politically organize water rights and territories. Andean illustrations from Peru, Ecuador, Bolivia and Chile, from peasant-indigenous life stories to international policy-making, highlight open and subsurface hydro-social networks. They reveal how water justice struggles are political projects against indifference, and that engaging in re-distributive policies and defying ‘truth politics,’ extends context-particular water rights definitions and governance forms.

Water management plays an increasingly critical role in national and international policy agendas. Growing scarcity, overuse, and pollution, combined with burgeoning demand, have made socio-political and economic conflicts almost unavoidable. Proposals to address water shortages are usually based on two key assumptions: (1) water is a commodity that can be bought and sold and (2) “states,” or other centralized entities, should control access to water. Liquid Relations criticizes these assumptions from a socio-legal perspective. Eleven case studies examine laws, distribution, and irrigation in regions around the world, including the United States, Nepal, Indonesia, Chile, Ecuador, India, and South Africa. In each case, problems are shown to be both ecological and human-made. The essays also consider the ways that gender, ethnicity, and class differences influence water rights and control. In the concluding chapter, the editors draw on the essays’ findings to offer an alternative approach to water rights and water governance issues. By showing how issues like water scarcity and competition are embedded in specific resource use and management histories, this volume highlights the need for analyses and solutions that are context-specific rather than universal.

Cumbia is a musical form that originated in northern Colombia and then spread throughout Latin America and wherever Latin Americans travel and settle. It has become one of the most popular musical genre in the Americas. Its popularity is largely due to its stylistic flexibility. Cumbia absorbs and mixes with the local musical styles it encounters. Known for its appeal to workers, the music takes on different styles and meanings from place to place, and even, as the contributors to this collection show, from person to person. Cumbia is a different music among the working classes of northern Mexico, Latin American immigrants in New York City, Andean migrants to Lima, and upper-class Colombians, who now see the music that they once disdained as a source of national prestige. The contributors to this collection look at particular manifestations of cumbia through their disciplinary lenses of musicology, sociology, history, anthropology, linguistics, and literary criticism. In 1952, Professor Allan Holmberg arranged for Cornell University to lease the Hacienda Vicos, an agricultural estate in the central Peruvian highlands on which some 1800 Quechua-speaking highland peasants resided. Between 1952 and 1957 Holmberg, with colleagues and students, initiated a set of social, economic, and agrarian changes, and nurtured mechanisms for community-based management of the estate by the resident peasants. By the end of a second lease in 1962, sufficient political pressure had been brought to bear on a reluctant national government to force the sale of Vicos to its people. Holmberg's twin goals for the Vicos Project were to bring about community possession of their land base and to study the process as it unfolded, advancing anthropological understanding of cultural change. To describe the process of doing both, he invented the term 'participant intervention.' Despite the large corpus of existing Vicos publications, this book contains much information that here reaches print for the first time. The chapter authors do not entirely agree on various key points regarding the nature of the Vicos Project, the intentions of project personnel and community actors, and what interpretive framework is most valid; in part, these disagreements reflect the relevance and importance of the Vicos Project to contemporary applied anthropologists and the contrasting ways in which any historical event can be explained. Some chapters contrast Vicos with other projects in the southern Andean highlands; others examine new developments at Vicos itself. The conclusion suggests how those changes should be understood, within Andean anthropology and within anthropology more generally.
This volume analyzes the function of informal institutions in Latin America and how they support or weaken democratic governance. Drawing from a wide range of examples—including the Mexican dedazo, clientelism in Brazil, legislative "ghost coalitions" in Ecuador, and elite power-sharing in Chile—the contributors examine how informal rules shape the performance of state and democratic institutions, offering fresh and timely insights into contemporary problems of governability, "unrule of law," and the absence of effective representation, participation, and accountability in Latin America. The editors present this analysis within a fourfold conceptual framework: complementary institutions, which fill gaps in formal rules or enhance their efficacy; accommodative informal institutions, which blunt the effects of dysfunctional formal institutions; competing informal institutions, which directly subvert the formal rules; and substitutive informal institutions, which replace ineffective formal institutions.
