Since the demise of its military dictatorship in the late 1990s, Nigeria has made remarkable democratic progress. Still, widespread corruption bedevils the country—which in many respects presents its biggest policy challenge and its biggest threat to stability and development. Drawing on a workshop held in Abuja as well as on in-depth interviews with civil society leaders and others, this report analyzes the undercelebrated but unique contributions of an emerging movement for transparency and accountability, the scope of international funding and training, and how this support affects the effectiveness of civil society efforts.
While current efforts to increase transparency and accountability in the management of natural resources emphasize the roles and responsibilities of a broad range of actors, relatively little attention has been paid to the potential contribution of elected legislators. Yet, the three core functions of legislative bodies - representing constituent interests, making or shaping public policy, and overseeing policy implementation by executive branch agencies - are central to any effort in this area. This report is an effort to help elected political officials - particularly those in the legislative branch of government - serve as constructive leaders in improving the oversight and management of their countries' natural resources.
Transparency in government operations is widely regarded as an important precondition for macroeconomic fiscal sustainability, good governance, and overall fiscal rectitude. Notably, the Interim Committee, at its April and September 1996 meetings, stressed the need for greater fiscal transparency. Prompted by these concerns, this paper represents a first attempt to address many of the aspects of transparency in government operations. It provides an overview of major issues in fiscal transparency and examines the IMF's role in promoting transparency in government operations.

The Right to Know distills the lessons of many nations' often bitter experience and provides careful analysis of transparency's impact on governance, business regulation, environmental protection, and national security. Nigeria's Stumbling Democracy and its Implications for Africa's Democratic Movement is the first book to recount and analyze Nigeria's controversial general elections of April 2007. Because Nigeria's immense and diverse population of 140 million people and its wealth of natural resources make it a microcosm of Africa, Nigerian politics are an ideal case study and bellwether by which to view and understand African politics and the ongoing democratic experiments on the continent. Ten leading scholars of Nigerian and African politics, variously based in Nigeria, the US, and Europe, contribute original chapters commissioned by Professor Okafor to provide an account at once deep and comprehensive of what went wrong with these disputed presidential, federal, and state elections; together with their implications for the future of the democratic movement, both in Nigeria and in Africa as a whole. Although the 2007 general elections resulted in the first-ever handover of political power from one civilian government to another in the history of Nigeria, by which the two-term Christian president Olusegun Obasanjon was succeeded by a Muslim, Alhaji Musa Yar'Adua, they were condemned by internal and international watchdogs for pervasive vote-rigging, violence, intimidation, and fraud which were, as this book documents, perpetrated by and with the connivance of the nation's security forces. The disappointment of continental hopes that these elections might finally break with Nigeria's history of tainted elections has grave repercussions for the democracy movement not only in Nigeria but throughout Africa-as seen in the knock-on effect upon the disastrous general elections in Kenya later the same year.
The political economy problems of Nigeria, the root cause for ethnic, religious, political and economic strife, can be in part addressed indirectly through focused contributions by the U.S. military, especially if regionally aligned units are more thoroughly employed.
Nigeria¿s future as a unified state is in jeopardy. Those who make or execute U.S. policy will find it difficult to advance U.S. interests in Africa without an understanding of the pressures that tear and bind Nigeria. Despite this, the centrifugal forces that tear at the country and the centripetal forces that have kept it whole are not well understood and rarely examined. After establishing Nigeria¿s importance to the United State as a cohesive and functioning state, this monograph examines the historic, religious, cultural, political, physical, demographic, and economic factors that will determine Nigeria¿s fate. It identifies the specific fault lines along which Nigeria may divide. It concludes with practical policy recommendations for the United States to support Nigerians in their efforts to maintain a functioning and integrated state, and, by so doing, advance U.S. interests.
