This book challenges thinking about the nature and causes of poverty in both the Global North and Global South. Together with a companion volume providing more detailed interdisciplinary and theoretical insights into the phenomenon of shame in relation to poverty, the book shows how the pain of poverty is emotional as well as material.
The shame experienced by people living in poverty has long been recognised. Nobel laureate and economist, Amartya Sen, has described shame as the irreducible core of poverty. However, little attention has been paid to the implications of this connection in the making and implementation of anti-poverty policies. This important volume rectifies this critical omission and demonstrates the need to take account of the psychological consequences of poverty for policy to be effective. Drawing on pioneering empirical research in countries as diverse as Britain, Uganda, Norway, Pakistan, India, South Korea and China, it outlines core principles that can aid policy makers in policy development. In so doing, it provides the foundation for a shift in policy learning on a global scale and bridges the traditional distinctions between North and South, and high-, middle- and low-income countries. This will help students, academics and policy makers better understand the reasons for the varying effectiveness of anti-poverty policies.
Development interventions often generate contradictions around questions of who benefits from development and which communities are targeted for intervention. This book examines how the Baka, who live in Eastern Cameroon, assert forms of belonging in order to participate in development interventions, and how community life is shaped and reshaped through these interventions. Often referred to as ‘forest people’, the Baka have witnessed many recent development interventions that include competing and contradictory policies such as ‘civilize’, assimilate and integrate the Baka into ‘full citizenship’, conserve the forest and wildlife resources, and preserve indigenous cultures at the verge of extinction.
For millions of Africans, the social situation is dire. Over half of the population of Sub-Sahara Africa do not have access to improved sanitation facilities, and about a quarter are undernourished. If factors such as armed conflicts in the region, the impact of climate change, or the widespread presence of a broad range of infectious agents are considered, it shows a large number of Africans living in very fragile circumstances, highly vulnerable to any kind of shock or rapid change. Small, informal community groups deliver the majority of social protection services in Africa, but most of these are disqualified from official recognition, support or integration with state systems because they do not "fit" the modern management model of accountability. It is divided into nine studies exploring the governance of non-state actors in Ethiopia, Ghana, Kenya, Senegal, Tanzania and Uganda. It examines the numerous self-help groups and their effectiveness, and argues that if the modern management model is right – why do so many Africans avoid interacting with it? The book provides a warning against undermining what is possibly the single greatest social protection resource throughout Africa in the name of "reform", and suggests that the modern welfare establishment needs to adapt to (and learn from) self-help groups - not the other way around. This publication offers a framework for the empowerment of people living in poverty throughout the world that concentrates on increasing people's freedom of choice and action to shape their own lives. Based on analysis of practical experiences, the book identifies four key elements to support empowerment: information, inclusion and participation, improved accountability and local organisational capacity. This framework is then applied to five areas of action to improve development effectiveness: provision of basic services, improved local governance, improved national governance, pro-poor market development, and access to justice and legal aid. It also offers twenty 'tools and practices' which concentrate on a wide-range of topics to support the empowerment of the poor.

The need for social safety nets has become a key component of poverty reduction strategies. Over the past three decades several developing countries have launched a variety of programs, including cash transfers, subsidies in-kind, public works, and income-generation programs. However, there is little guidance on appropriate program design, and few studies have synthesized the lessons from widely differing country experiences. This report fills that gap. It reviews the conceptual issues in the choice of programs, synthesizes cross-country experience, and analyzes how country- and region-specific constraints can explain why different approaches are successful in different countries.
Poverty reduction in South Asia is a precondition for sustaining any form of reforms in governance. The new public management reforms which started in South Asia from Sri Lanka taking the initiative in 1977–78 have been a decisive break from the previously practised State driven protectionist system. Investment in the region has been rising and even per capita income has shown some increase, yet the state has not been able to lead these reforms appropriately and efficiently. Thus poverty has not been reduced, ordinary people continue to languish under government programmes and the socially excluded remain outside the mainstream decision making bodies. Governance in South Asia faces the single most important challenge of poverty reduction which continues to blunt and disfigure capacity, self esteem and service delivery system to the poor. This book attempts to bring out microlevel studies from many regions in South Asia to address issues of entrepreneurship, knowledge and professionalism. As an initiator of the idea on developing a critique to the straightjacketed ‘best practice’ research, this book questions the standard practice in evaluating administrative reforms as not being the true base for knowledge. Administrators need to balance capacity and control in every implementation programme. Confining to the knowledge of ‘best practices’ may conceal enormous amount of information from the ‘less than best’ practices which may be necessary to sustain good initiatives of public managers. This book highlights areas of active networking, partnerships and collaborations amongst state and non-state bodies, NGOs and specialist Science and Technical Organizations. The true nature of governance is explained and demonstrated through the processes which otherwise pass off undetected in macro-understanding of governance.
