This paper presents the Higher Education, Lifelong Learning, and Competitiveness Subcommittee's fifth hearing in preparation for the reauthorization of the Workforce Investment Act. The last time the Workforce Investment Act reauthorized was in 1998. The Workforce Investment Act was designed to streamline and coordinate job training programs. It was supposed to provide a one stop system of workforce development that would serve workers and employers alike. After 11 years, the system is long overdue for an upgrade, and time is of the essence. Members testifying before the Committee were the Honorable Ruben Hinojosa, Chairman, Subcommittee on Higher Education, Lifelong Learning, and Competitiveness; and the Honorable Dina Titus, a Representative in Congress from the State of Nevada.
