This book examines the nature and character of naval expeditionary warfare, in particular in peripheral campaigns, and the contribution of such campaigns to the achievement of strategic victory. Naval powers, which can lack the massive ground forces to win in the main theatre, often choose a secondary theatre accessible to them by sea and difficult for their enemies to reach by land, giving the sea power and its expeditionary forces the advantage. In Maritime Power and the Law of the Sea: Expeditionary Operations in World Politics, Commander James Kraska analyzes the evolving rules governing freedom of the seas and their impact on expeditionary operations in the littoral, near-shore coastal zone. Coastal state practice and international law are developing in ways that restrict naval access to the littorals and associated coastal communities and inshore regions that have become the fulcrum of world geopolitics. Consequently, the ability of naval forces to project expeditionary power throughout semi-enclosed seas, exclusive economic zones (EEZs) and along the important sea-shore interface is diminishing and, as a result, limiting strategic access and freedom of action where it is most needed. In his farewell speech, President Dwight Eisenhower famously warned us of the dangers of a military-industrial complex (MIC). In Paul Koistinen's sobering new book, that warning appears to have been both prophetic and largely ignored. As the final volume in his magisterial study of the political economy of American warfare, State of War describes the bipolar world that developed from the rivalry between the U.S. and USSR, showing how seventy years of defense spending have bred a monster that has sunk its claws into the very fabric of American life. Koistinen underscores how during the second half of the twentieth century and well into the twenty-first, the United States for the first time in its history began to maintain large military structures during peacetime. Many factors led to that result: the American economy stood practically alone in a war-ravaged world; the federal government, especially executive authority, was at the pinnacle of its powers; the military accumulated unprecedented influence over national security; and weaponry became much more sophisticated following World War II. Koistinen describes how the rise of the MIC was preceded by a gradual process of institutional adaptation and then supported and reinforced by the willing participation of Big Science and its industrial partners, the broader academic world, and a proliferation of think tanks. He also evaluates the effects of ongoing defense budgets within the context of the nation's economy since the 1950s. Over time, the MIC effectively blocked efforts to reduce expenditures, control the arms race, improve relations with adversaries, or adopt more enlightened policies toward the developing world-all the while manipulating the public on behalf of national security to sustain the warfare state. Now twenty years after the Soviet Union's demise, defense budgets are higher than at any time during the Cold War. As Koistinen observes, more than six decades of militaristic mobilization for stabilizing a turbulent world have firmly entrenched the state of war as a state of mind for our nation. Collectively, his five-volume opus provides an unparalleled analysis of the economics of America's wars from the colonial period to the present, illuminating its impact upon the nation's military campaigns, foreign policy, and domestic life.

Environmental information is important for successful planning and execution of naval operations. A thorough understanding of environmental variability greatly increases the likelihood of mission success. To ensure that naval forces have the most up-to-date capabilities, the Office of Naval Research (ONR) has an extensive environmental research program. This research, to be of greatest use to the warfighter, needs to be directed towards assisting and solving battlefield problems. To increase research community understanding of the operational demands placed on naval operators and to facilitate discussion between these two groups, the National Research Council's (NRC) Ocean Studies Board (OSB), working with ONR and the Office of the Oceanographer of the Navy, convened five previous symposia on tactical oceanography. Oceanography and Mine Warfare examines the following issues: (1) how environmental data are used in current mine warfare doctrine, (2) current procedures for in situ collection of data, (3) the present capabilities of the Navy's oceanographic community to provide supporting information for mine warfare operations, and (4) the ability of oceanographic research and technology developments to enhance current mine warfare capabilities. This report primarily concentrates on the importance of oceanographic data for mine countermeasures.
