Roskill conceived the work as a peacetime equivalent of the official naval histories, filling the gap between the First World War volumes and his own study of the Navy in the Second. Like the industrial revolution before it, the information technology revolution appears to be creating a new ruling class, a new economy and a new society. Information technology is also transforming military operations and warfare. A vast literature on the revolution in military affairs (or "RMA") cites the important (indeed, dominant) role of information technology in enabling a new military revolution. This volume challenges conventional wisdom not by claiming that information's impact on military operations is not "positive" or "transformative" but by claiming its impact is not "new". Previous periods of military revolution can also be characterized as information revolutions. Through the close examination of six case studies of military transformation during the industrial age, the contributors to this volume demonstrate how the employment of emerging information systems was critical to realizing a major boost in military effectiveness. The most successful adaptations to the new environment were made by the most skillful users of information. This volume draws upon the expertise of leading military historians, political scientists and defense practitioners to craft a set of original essays that provide the first retrospective examination of how information affects the process of military revolution. Deterrence, Coercion, and Appeasement presents a compelling and original survey of British grand strategy in the inter-war period. Whereas most existing accounts privilege either diplomacy and foreign affairs, intelligence, or military affairs more narrowly, this study underlines the inexorable relationships between foreign policy, grand strategy, military force, intelligence, finance and not least, domestic politics and public opinion. Britain was the world's only global power in the inter-war period, and it confronted problems on a global scale. Policy-makers sought two goals: peace with security. They did so successfully in the 1920s, partly due to favourable circumstances that made their task relatively easy, and partly because they understood the strengths and limitations of British power and knew how to wield them. The situation deteriorated rapidly in the 1930s, however, as the international system became increasingly unfavourable to Britain. Policy-makers proved less adept than their predecessors at meeting these new challenges, partly because those challenges were more formidable, but also because they lacked the self-confidence of their predecessors, who had held high office during the most difficult years of the First World War and who lacked their understanding of how to wield the lever of international power. The study ends by providing a new and more sophisticated account of how and why Neville Chamberlain appeased the fascist powers in the late 1930s, and why Winston Churchill opposed him and eventually supplanted him in May 1940.

This major new work fundamentally reassesses the operations by the Western allies to deliver war supplies to Russia via the Arctic sea route between 1941 and 1945. It explores the motives underpinning Western aid, its real impact on the Soviet war effort, and its influence on wider Allied and German strategy as the war developed. It brings to life key participants, political and military, describes the interaction of intelligence with high policy and tactics, and brings a fresh perspective to key events, including the notorious convoy PQ 17. The book disputes the long-standing view that aid to Russia was essentially discretionary, lacking military rationale and undertaken primarily to meet political objectives, with only a minor impact on Soviet war potential. It shows that aid was always grounded in strategic necessity, with the Arctic supply route a constant preoccupation of British and American leaders, absorbing perhaps twenty per cent of Royal Navy resources after 1941 and a significant share of Allied merchant shipping badly needed in other theaters. The Soviet claim, determinedly promoted through the Cold War, that aid was marginal, still influences attitudes in Vladimir Putin’s Russia and contemporary Western opinion. It even resonates through the present war in Ukraine. Andrew Boyd demonstrates that in reality, Western aid through the Arctic was a critical multiplier of Soviet military power throughout the war and perhaps even enabled Russia’s very survival in 1942; and he makes plain that the British contribution to the aid effort was greater than generally acknowledged. The book also emphasises that the Arctic conflict was not framed solely by the supply convoys, important though they were. British, German and Russian operations in a theater – defined by Adolph Hitler in early 1942 as the ‘zone of destiny’ – were shaped by other perceived opportunities and threats. For instance, Germany concentrated its fleet in Norway to forestall a potential British attack while attempting land offensives to cut Russia’s links with its northern ports. It also had vital raw materials to protect. Britain explored potential operations with Russia to dislodge Germany from the Arctic coast and sever her access to important resources. From the first recorded mention of British ships protecting of fishing vessels in the late fourteenth century through to recent controversies over the change in emphasis to border patrols and overseas deployments, the story of the Royal Navy’s ‘Cinderella Fleet’ involves many dramatic incidents; until now, however, there has never been a book dedicated to the subject. Naval historian Jon Wise’s new work will rectify this omission. Historically there have been two main reasons why protecting fishing vessels was so important: first, fish have always constituted an essential part of the nation’s diet while, secondly, fishermen have been an important source of skilled personnel for the Royal Navy itself. It is claimed that the Fishery Protection Squadron (FPS) is the oldest in the fleet, pre-dating the formal creation of the Navy itself in the early part of the sixteenth century, yet it still remains comparatively little-known. The Squadron’s most famous operations were the ‘Cod Wars’ of 1958–76, but for six centuries it has been engaged in the many important tasks of protection and policing of fishing fleets, though more recently it has turned its attention to patrolling oil and gas fields, overseeing quotas and sustainability, and policing the ongoing disagreements over who can fish where and when. The author covers subjects as diverse as the battles with the Dutch for dominance in the North Sea, the protection of fishing on the eastern seaboard of America, and the role of the Squadron in the two World Wars. Containing many first-hand accounts, this thought-provoking narrative will be of particular interest to all those RN personnel who have served in the Squadron, and is set to become the definitive account of this vital but often unsung component of Britain’s naval forces, and its impact on national life.
This edited volume explores stability, security, transition and reconstruction operations (SSTR), highlighting the challenges and opportunities they create for the US Navy. The book argues that SSTR operations are challenging because they create new missions and basing modes, and signal a return to traditional naval methods of operation. Mission accomplishment requires collaboration with a wide range of actors representing governmental, non-governmental and commercial organizations, which often creates politically and bureaucratically charged issues for those involved. However, although from a traditional warfighting perspective, stability operations might be viewed as having little to do with preparing for high-intensity conventional combat, these kinds of operations in fact correspond to traditional missions related to diplomacy, engagement, maritime domain awareness, piracy and smuggling, and intervention to quell civil disturbances. SSTR operations can be therefore depicted as a return to traditional naval operations, albeit operations that might not be universally welcomed in all quarters.
