Why, despite an emphasis on 'getting institutions right', do development initiatives so infrequently deliver as planned? Why do many institutions designed for natural resource management (e.g. Water User Associations, Irrigation Committees, Forest Management Councils) not work as planners intended? This book disputes the model of development by design and argues that institutions are formed through the uneven patching together of old practices and accepted norms with new arrangements. The managing of natural resources and delivery of development through such processes of 'bricolage' is likened to 'institutional 'DIY' rather than engineering or design. The author explores the processes involved in institutional bricolage; the constant renegotiation of norms, the reinvention of tradition, the importance of legitimate authority and the role of people themselves in shaping such arrangements. Bricolage is seen as an inevitable, but not always benign process; the extent to which it reproduces social inequalities or creates space for challenging them is also considered. The book draws on a number of contemporary strands of development thinking about collective action, participation, governance, natural resource management, political ecology and wellbeing. It synthesises these to develop new understandings of why and how people act to manage resources and how access is secured or denied. A variety of case studies ranging from the management of water (Zimbabwe, India, Pakistan), conflict and cooperation over land, grazing and water (Tanzania), and the emergence of community management of forests (Sweden, Nepal), illustrate the context specific and generalised nature of bricolage and the resultant challenges for development policy and practice.
The William and Flora Hewlett Foundation, understanding the need for policy makers at the national level to entrain the behavioral and social sciences in addressing the challenges of global climate change, called on the National Research Council to organize two workshops to showcase some of the decision-relevant contributions that these sciences have already made and can advance with future efforts. The workshops focused on two broad areas: (1) mitigation (behavioral elements of a strategy to reduce the net future human influence on climate) and (2) adaptation (behavioral and social determinants of societal capacity to minimize the damage from climate changes that are not avoided). Facilitating Climate Change Responses documents the information presented in the workshop presentations and discussions. This material illustrates some of the ways the behavioral and social sciences can contribute to the new era of climate research.
In recent years, knowledge systems have become key areas of concern for researchers, policy-makers and developmental activists. Case studies drawn from Japan, Korea, Thailand, India, and Bhutan examine fisheries, forests, and other environmental resources held in common. There is a tendency to imagine that traditional communities had socially equitable and environmentally friendly systems for managing the commons, but natural resources in Asia were often under free-access regimes. Resource management developed in response to social and economic pressures, and the state has been at various times both a beneficial and a negative influence on the development of community-level systems of managing the commons. The chapters in this volume show that a simple modernist framework cannot adequately capture this process, and the institutional changes it involved.

From the first vague idea to use Konrad Hagedorn’s 60th birthday as an inspi- tion for taking stock of his vibrant academic contributions, this joint book project has been a great pleasure for us in many ways. Pursuing Hagedorn’s intellectual development, we have tried to reflect on the core questions of humanity according to Ernst Bloch “Who are we?”, “Where do we come from?” and “Where are we heading?” In this way, and without knowing it, Konrad Hagedorn initiated a c- lective action process he would have very much enjoyed ... if he had been allowed to take part in it. But it was our aim and constant motivation to surprise him with this collection of essays in his honour. Konrad Hagedorn was reared as the youngest child of a peasant family on a small farm in the remote moorland of East Frisia, Germany. During his childhood in the poverty-ridden years after the Second World War, he faced a life where humans were heavily dependent on using nature around them for their livelihoods; meanwhile, he learned about the fragility of the environment. As a boy, he - tended a one-room schoolhouse, where his great intellectual talents were first r- ognised and used for co-teaching his schoolmates. These early teaching expe- ences might have laid the foundations for his later becoming a dedicated lecturer and mentor.
This book develops the Sustainable Governance Approach and the principles of Community-Based Natural Resource Management (CBNRM). It provides practical examples of successes and failures in implementation, and lessons about the economics and governance of wild resources with global application. CBNRM emerged in the 1980s, encouraging greater local participation to conserve and manage natural and wild resources in the face of increasing encroachment by agricultural and other forms of land use development. This book describes the institutional history of wildlife and the empirical transformation of the wildlife sector on private and communal land, particularly in southern Africa, to develop an alternative paradigm for governing wild resources. With the twin goals of addressing poverty and resource degradation in the world’s extensive agriculturally marginal areas, the author conceptualises this paradigm as the Sustainable Governance Approach, which integrates theories of proprietorship and rights, prices and economics, governance and scale, and adaptive learning. The author then discusses and defines CBNRM, a major subset of this approach. Interweaving theory and practice, he shows that the primary challenges facing CBNRM are the devolution of rights from the centre to marginal communities and the governance of these rights by communities, a challenge which is seldom recognised or addressed. He focuses on this shortcoming, extending and operationalising institutional theory, including Ostrom’s principles of collective action, within the context of cross-scale governance. Based on the author’s extensive experience this book will be key reading for students of natural resource management, sustainable land use, community forestry, conservation, and development. Providing practical but theoretically robust tools for implementing CBNRM it will also appeal to professionals and practitioners working in communities and in conservation and development.
African Floodplains in semi-arid areas are important for local livelihoods as they harbor many common-pool resources such as fisheries, pasture, wildlife, veldt products, water and land for irrigation. However, in many of these areas resources are under pressure. This book is presenting seven case studies from Mali, Cameroon, Tanzania, Zambia and Botswana based on anthropological fieldwork (2002-08) and explores how these common-pool resources have been managed in pre-colonial, colonial and postcolonial times. The major focus of the study is how institutional change has contributed to resource management problems and offers a comparative analysis based on the New Institutionalist approach (Jean Ensminger, Elinor Ostrom), which is combined with a special focus on ideology, discourse and narratives while focusing on conflict and power issues.
