The member states of international organisations increasingly delegate the planning and conduct of multinational military operations to international secretariats. In carrying out their functions, these officials not only facilitate the work of the member states, but can also pursue their own distinct agendas. This book analyses how states seek to control secretariats when it comes to military missions by international organisations, and introduces an innovative theoretical framework that identifies different types of control mechanisms. It presents six empirical chapters on the UN, NATO and EU secretariats and provides new data from a unique dataset and 45 in-depth interviews.
The North Atlantic Treaty Organization (NATO) is the world’s largest, most powerful military alliance. The Alliance has navigated and survived the Cold War, the collapse of the Soviet Union, and the post-9/11 era. Since the release of the 2010 Strategic Concept, NATO’s strategic environment has again undergone significant change. The need to adapt is clear. An opportunity to assess the Alliance’s achievements and future goals has now emerged with the Secretary General’s drive to create a new Strategic Concept for the next decade—an initiative dubbed NATO 2030. A necessary step for formulating a new strategic outlook will thus be understanding the future that faces NATO. To remain relevant and adjust to new circumstances, the Alliance must identify its main challenges and opportunities in the next ten years and beyond. Immunity rules are part and parcel of the law of international organizations. It has long been accepted that international organizations and their staff need to enjoy immunity from the jurisdiction of national courts. However, it is the application of these rules in practice that increasingly causes controversy. Claims against international organizations are brought before national courts by those who allegedly suffer from their activities. These can be both natural and legal persons such as companies. National courts, in particular lower courts, have often been less willing to recognize the immunity of the organization concerned than the organization’s founding fathers. Likewise, public opinion and legal writings frequently criticize international organizations for invoking their immunity and for the lack of adequate means of redress for claimants. It is against this background that an international conference was organized at Leiden University in June 2013. A number of highly qualified academics and practitioners gave presentations and prepared written contributions that are collected in this book. This book is published to celebrate the 10th anniversary of the International Organizations Law Review, in which these contributions have also been published (Vol. 10, issue 2, 2014).
Despite momentous change, NATO remains a crucial safeguard of security and peace. In 1999, the Alliance mistakenly bombed the Chinese embassy in Belgrade. Around the same period, allegations were made regarding its involvement in human trafficking and forced prostitution in Bosnia-Herzegovina. A decade later, NATO airplanes hit a fuel truck causing significant civilian casualties in Kunduz, Afghanistan. After more than 60 years of existence and a track-record of more than 30 missions performed worldwide, it is surprising that there is still uncertainty on the scope and content of NATO’s responsibility for wrongful conduct during its military operations. This book examines the development of cooperation between the EU and NATO, two key non-state actors in the European security architecture. The work examines the relationship between the EU and NATO by focusing on the perspective of member states. Highlighting the relevance of member states’ role in shaping EU-NATO relations, it conceptualises interorganisational cooperation and develops a typology of member states based on four types: advocates, blockers, balancers and neutrals. To apply this typology and analyse member states’ specific roles, the analysis considers their foreign and security policy orientations, bilateral relationships with other member states, and contributions to both military operations, and division of labour between the two organisations. The book also examines states’ use of political strategies -- such as forum-shopping, hostage-taking and brokering -- that influence the design, evolution and practicalities of cooperation between the EU and NATO. This book will be of much interest to students of European Security and Defence Policy, international organisations, and security studies in general.
In crisis management operations, strategic errors can cost lives. Some international organizations (IOs) learn from these failures whereas others tend to repeat them. Given that they have high rates of turnover, how is it possible that any IO retains knowledge about the past? This book introduces an argument for how and why IOs develop institutional memory from their efforts to manage crises. Findings indicate that the design of an IO's learning infrastructure (e.g. lessons learned offices and databases) can inadvertently disincentivize IO elites from using it to share knowledge about strategic errors. Elites - high-level officials in IOs - perceive reporting to be a risky endeavour. In response, they develop institutional memory by creating and using informal processes, including transnational interpersonal networks, private documentation and conversations during crisis management exercises. The result is an institutional memory that is highly dependent on only a handful of individuals. The book draws on the author's interviews and a survey experiment with 120 NATO elites across four countries. Cases of NATO crisis management in Afghanistan, Libya and Ukraine further illustrate the development of institutional memory. Findings challenge existing research on organizational learning by suggesting that formal learning processes alone are insufficient for ensuring that learning happens. The book also offers recommendations to policymakers for strengthening the learning capacity of IOs.
Modern warfare is almost always multilateral to one degree or another, requiring countries to cooperate as allies or coalition partners. Yet as the war in Afghanistan has made abundantly clear, multilateral cooperation is neither straightforward nor guaranteed. Countries differ significantly in what they are willing to do and how and where they are willing to do it. Some refuse to participate in dangerous or offensive missions. Others change tactical objectives with each new commander. Some countries defer to their commanders while others hold them to strict account. NATO in Afghanistan explores how government structures and party politics in NATO countries shape how battles are waged in the field. Drawing on more than 250 interviews with senior officials from around the world, David Auerswald and Stephen Saideman find that domestic constraints in presidential and single-party parliamentary systems--in countries such as the United States and Britain respectively--differ from those in countries with coalition governments, such as Germany and the Netherlands. As a result, different countries craft different guidelines for their forces overseas, most notably in the form of military caveats, the often-controversial limits placed on deployed troops. Providing critical insights into the realities of alliance and coalition warfare, NATO in Afghanistan also looks at non-NATO partners such as Australia, and assesses NATO's performance in the 2011 Libyan campaign to show how these domestic political dynamics are by no means unique to Afghanistan.
