It is not yet 60 years since the first artificial satellite was placed into Earth orbit. In just over a half century, mankind has gone from no presence in outer space to a condition of high dependence on orbiting satellites. These sensors, receivers, transmitters, and other such devices, as well as the satellites that carry them, are components of complex space systems that include terrestrial elements, electronic links between and among components, organizations to provide the management, care and feeding, and launch systems that put satellites into orbit. In many instances, these space systems connect with and otherwise interact with terrestrial systems; for example, a very long list of Earth-based systems cannot function properly without information from the Global Positioning System (GPS). Space systems are fundamental to the information business, and the modern world is an information-driven one. In addition to navigation (and associated timing), space systems provide communications and imagery and other Earth-sensing functions. Among these systems are many that support military, intelligence, and other national security functions of the United States and many other nations. Some of these are unique government, national security systems; however, functions to support national security are also provided by commercial and civil-government space systems. 
The importance of space systems to the United States and its allies and potential adversaries raises major policy issues. National Security Space Defense and Protection reviews the range of options available to address threats to space systems, in terms of deterring hostile actions, defeating hostile actions, and surviving hostile actions, and assesses potential strategies and plans to counter such threats. This report recommends architectures, capabilities, and courses of action to address such threats and actions to address affordability, technology risk, and other potential barriers or limiting factors in implementing such courses of action.

The increasing involvement of private enterprise in the conduct of space activities raises key issues with respect to international space law which has left it to national law to implement relevant rules vis-à-vis private enterprise. Almost unavoidably, such national implementation regimes differ largely across individual states. This is also true in Europe, where the issue is further compounded by the fundamental – but fundamentally different – roles of ESA and the European Union. Focusing on Europe, the present book thus represents the first comprehensive effort to discuss national authorisation schemes not country by country but theme by theme, so as to allow for a real comparison of the lack of harmonisation or even coordination, and the possible problems which may result.
In responding to the political and military challenges of the Cold War, and the urge to explore and exploit outer space, the United States developed a capable fleet of space transportation systems for carrying cargo and people into space, and for ensuring a credible strategic nuclear deterrent. These systems are owned and managed by the National Aeronautics and Space Administration, the Department of Defense, and private industry. In recent years, increasing federal budget constraints, commercial competition from foreign launch firms, and a desire to continue an ambitious space program have created pressures within the United States to reduce the costs of access to space. Significantly lower space transportation costs would make the U.S. space industry more commercially competitive, foster the expansion and creation of new space markets, and ensure access to space for government payloads and manned missions. This report, prepared for the House Committee on Science, is the first in a broad assessment of the health and future prospects of the U.S. space transportation technology and industrial base. The report focuses on the Clinton Administration's National Space Transportation Policy, which was released last fall. It examines administration policy in light of the implementation plans prepared by NASA, DOD, and the Transportation and Commerce Departments. As the report notes, the new policy brings a welcome measure of order to the sometimes chaotic structure of U.S. space transportation activities. The policy also emphasizes the important contribution private industry can make to the direction and development of U.S. space transportation capabilities. However, an analysis of the policy and implementation plans also raises some issues that might be of interest to Congress as it debates space transportation legislation, oversight, and funding.

This book provides a unique in-depth comparative and evaluative analysis based upon primary sources. Therefore, it does not only provide a more complete understanding of the subject compared to other publications but, because it provides a full perspective, can also serve as a basis for further research. The interest in national space legislation, and the importance thereof to regulating space activities conducted by private entities, gives a clear incentive to conduct a comparative analysis of the national space legislation of various states. The purpose of this report is to provide such a comparative analysis that will detail the similarities and differences between the national space laws of selected states with a focus on European comprehensive national space legislation. The states discussed are: Sweden, the United Kingdom, Australia, China, Belgium, the Netherlands, France, Austria, Indonesia, Denmark, New Zealand and Luxembourg. This report is intended to assist the efforts of states that are seeking to enact or revise national space legislation not only by presenting the approaches taken by other states, but also by presenting, as far as possible, the rationale behind their approaches. The readership of this book consists of academics and professionals in space law and can further assist policymakers wishing to revise or enact national space legislation.
The Other Space Race is a unique look at the early U.S. space program and how it both shaped and was shaped by politics during the Cold War. Eisenhower’s “New Look” expanded the role of the Air Force in national security, and ultimately allowed ambitious aerospace projects, namely the “Dyna-Soar,” a bomber equipped with nuclear weapons that would operate in space. Eisenhower’s space policy was purely practical, creating a strong deterrent against the use of nuclear arms against the United States. With the Soviet launch of Sputnik in 1957, the political climate changed, and space travel became part of the United States’ national discourse. Sambaluk explores what followed, including the scuttling of the “Dyna-Soar” program and the transition from Eisenhower’s space policy to John Kennedy’s. Risk Management in Outer Space Activities assesses selected risks associated with space activities, from an Australian and New Zealand perspective. The book explores the rise of commercial space activities and considers the development of Australia and New Zealand’s regulatory frameworks, and how they are equipped to address new and emerging risks in the space sector. The book examines the juxtaposition of international space law against the domestic legal regimes of Australia and New Zealand, and how these regulatory frameworks are designed to create governance mechanisms to control space risk. Both national jurisdictions approach space risk from the perspective of liability and international legal obligations, but as a result of their different historical space trajectories, their risk approaches differ. This is illustrated by research that suggests that from an Australian point of view, much of its space industry development has been influenced by Cold War era military and national security concerns. On the other hand, the New Zealand perspective is grounded on the rapid market-led commercial development that is currently underway in the country. The book examines a variety of risks that can and do emerge in the course of undertaking space activities. It does this by presenting a series of space risk case studies. There are chapters devoted to examining commercial space risks, space insurance, the risks posed by space debris, cybersecurity and space assets, light pollution as a risk for astronomy and the risks inherent in landing objects on the Moon. The work contained in this book is intended to provide a clear, practical and informed approach to understanding risk management in outer space activities. This book examines the recent shift in US space policy and the forces that continually draw the US back into a space-technology security dilemma. The dual-use nature of the vast majority of space technology, meaning of value to both civilian and military communities and being unable to differentiate offensive from defensive intent of military hardware, makes space an area particularly ripe for a security dilemma. In contrast to previous administrations, the Obama Administration has pursued a less militaristic space policy, instead employing a strategic restraint approach that stressed multilateral diplomacy to space challenges. The latter required international solutions and the United States, subsequently, even voiced support for an International Code of Conduct for Space. That policy held until the Chinese anti-satellite (ASAT) test in 2013, which demonstrated expanded Chinese capabilities. This volume explores the issues arising from evolving space capabilities across the world and the security challenges this poses. It subsequently discusses the complexity of the space environment and argues that all tools of national power must be used, with some degree of balance, toward addressing space challenges and achieving space goals. This book will be of much interest to students of space policy, defence studies, foreign policy, security studies and IR.
