On August 24-25, 2010, the National Defense University held a conference titled “Economic Security: Neglected Dimension of National Security?” to explore the economic element of national power. This special collection of selected papers from the conference represents the view of several keynote speakers and participants in six panel discussions. It explores the complexity surrounding this subject and examines the major elements that, interacting as a system, define the economic component of national security.

In the past two decades, many have posited a correlation between the spread of globalization and the decline of the nation-state. In the realm of national security, advocates of the globalization thesis have argued that states' power has diminished relative to transnational governmental institutions, NGOs, and transnational capitalism. Initially, they pointed to declines in both global military spending (which has risen dramatically in recent years) and interstate war. But are these trends really indicative of the decline of nation-state's role as a guarantor of national security? In Globalization and the National Security State, T.V. Paul and Norrin M. Ripsman test the proposition against the available evidence and find that the globalization school has largely gotten it wrong. The decline in interstate warfare can largely be attributed to the end of the Cold War, not globalization. Moreover, great powers (the US, China, and Russia) continue to pursue traditional nation-state strategies. Regional security arrangements like the EU and ASEAN have not achieved much, and weak states--the ones most impacted by the turmoil generated by globalization--are far more traditional in their approaches to national security, preferring to rely on their own resources rather than those of regional and transnational institutions. This is a bold argument, and Paul and Ripsman amass a considerable amount of evidence for their claims. It cuts against a major movement in international relations scholarship, and is sure to generate controversy.
This edited collection examines changes in national security culture in the wake of international events that have threatened regional or global order, and analyses the effects of these divergent responses on international security. Tracing the links between national security cultures and preferred forms of security governance the work provides a systematic account of perceived security threats and the preferred methods of response with individual chapters on Canada, China, France, Germany, Italy, Japan, Mexico, Russia, UK and USA. Each chapter is written to a common template exploring the role of national security cultures in shaping national responses to the four domains of security governance: prevention, assurance, protection and compellence. The volume provides an analytically coherent framework evaluating whether cooperation in security governance is likely to increase among major states, and if so, the extent to which this will follow either regional or global arrangements. By combining a theoretical framework with strong comparative case studies this volume contributes to the ongoing reconceptualization of security and definition of threat and provides a basis for reaching tentative conclusions about the prospects for global and regional security governance in the early 21st century. Defense establishments and the armed forces they organize, train, equip, and deploy depend upon the security of capital and capital flows, mechanisms that have become increasingly globalized. Military capabilities are thus closely tied not only to the size of the economic base from which they are drawn, but also to the viability of global convertibility and exchange arrangements. Although the general public has a stake in these economic matters, the interests and interpretive understandings held by policy elites matter most—in particular those among the owners or managers of capital who focus on international finance and the international monetary regimes that sustain global commerce and their capital positions. In The Dollar and National Security, Paul Viotti explores the links between global capital flows, these policy elites, and national security. After establishing the historical link between currency, gold, and security, he continues the monetary-security story by examining the instrumental role the dollar has played in American economic and national security over the past seven decades. He reveals how perceived individual and collective interests are the key drivers toward building the kind of durable consensus necessary to sustain the external financing of American foreign and national security policy, and addresses the future implications for national security as decision-makers in the BRICs and other countries position themselves to assume an even larger policy presence in global commercial, monetary, and security matters.
