This Technical Support Document (TSD) provides background information to support the U.S. Environmental Protection Agency's proposal of national emission standards for hazardous air pollutants (NESHAP) for the miscellaneous metal parts and products (MMPP) surface coating source category. It consists of a series of technical memoranda that were prepared during the development of the proposed NESHAP. The memoranda that are presented here provide information on the approach utilized to develop the MACT floors, the model plants, the projected impacts of the proposed NESHAP, and a preliminary attempt to characterize the affected industries. The memoranda contained in this TSD are intended to present the primary technical findings and analyses that the Agency used in developing the rationale and decisions presented in the preamble to the proposed standards. Additional supporting information, including the economic impact analysis for these standards, is also provided in the project docket (Docket Number A-97-34).
