The most recent high-profile advocate for Americans with disabilities, actor Christopher Reeve, has highlighted for the public the economic and social costs of disability and the importance of rehabilitation. Enabling America is a major analysis of the field of rehabilitation science and engineering. The book explains how to achieve recognition for this evolving field of study, how to set priorities, and how to improve the organization and administration of the numerous federal research programs in this area. The committee introduces the "enabling-disability process" model, which enhances the concepts of disability and rehabilitation, and reviews what is known and what research priorities are emerging in the areas of: Pathology and impairment, including differences between children and adults. Functional limitationsâ€"in a person's ability to eat or walk, for example. Disability as the interaction between a person's pathologies, impairments, and functional limitations and the surrounding physical and social environments. This landmark volume will be of special interest to anyone involved in rehabilitation science and engineering: federal policymakers, rehabilitation practitioners and administrators, researchers, and advocates for persons with disabilities.
The U.S. government supports a large, diverse suite of activities that can be broadly characterized as "global change research." Such research offers a wide array of benefits to the nation, in terms of protecting public health and safety, enhancing economic strength and competitiveness, and protecting the natural systems upon which life depends. The U.S. Global Change Research Program (USGCRP), which coordinates the efforts of numerous agencies and departments across the federal government, was officially established in 1990 through the U.S. Global Change Research Act (GCRA). In the subsequent years, the scope, structure, and priorities of the Program have evolved, (for example, it was referred to as the Climate Change Science Program [CCSP] for the years 2002-2008), but throughout, the Program has played an important role in shaping and coordinating our nation's global change research enterprise. This research enterprise, in turn, has played a crucial role in advancing understanding of our changing global environment and the countless ways in which human society affects and is affected by such changes. In mid-2011, a new NRC Committee to Advise the USGCRP was formed and charged to provide a centralized source of ongoing whole-program advice to the USGCRP. The first major task of this committee was to provide a review of the USGCRP draft Strategic Plan 2012-2021 (referred to herein as "the Plan"), which was made available for public comment on September 30, 2011. A Review of the U.S. Global Change Research Program's Strategic Plan addresses an array of suggestions for improving the Plan, ranging from relatively small edits to large questions about the Program's scope, goals, and capacity to meet those goals. The draft Plan proposes a significant broadening of the Program's scope from the form it took as the CCSP. Outlined in this report, issues of key importance are the need to identify initial steps the Program will take to actually achieve the proposed broadening of its scope, to develop critical science capacity that is now lacking, and to link the production of knowledge to its use; and the need to establish an overall governance structure that will allow the Program to move in the planned new directions.
The U.S. Global Change Research Program (USGCRP) is an interagency program, established by the Global Change Research Act (GCRA) of 1990, mandated by Congress to "assist the Nation and the world to understand, assess, predict, and respond to human-induced and natural processes of global change". Since the USGCRP began, scientific understanding of global change has increased and the information needs of the nation have changed dramatically. A better understanding of what is changing and why can help decision makers in the public and private sectors cope with ongoing change. Accomplishments of the U.S. Global Change Research Program highlights the growth of global change science in the quarter century that the USGCRP has been in existence, and documents some of its contributions to that growth through its primary functions of interagency planning and coordination, and of synthesis of research and practice to inform decision making.
Artificial intelligence (AI) is a transformative technology that holds promise for tremendous societal and economic benefit. AI has the potential to revolutionize how we live, work, learn, discover, and communicate. AI research can further our national priorities, including increased economic prosperity, improved educational opportunities and quality of life, and enhanced national and homeland security. Because of these potential benefits, the U.S. government has invested in AI research for many years. Yet, as with any significant technology in which the Federal government has interest, there are not only tremendous opportunities but also a number of considerations that must be taken into account in guiding the overall direction of Federally-funded R&D in AI. On May 3, 2016, the Administration announced the formation of a new NSTC Subcommittee on Machine Learning and Artificial intelligence, to help coordinate Federal activity in AI.1 This Subcommittee, on June 15, 2016, directed the Subcommittee on Networking and Information Technology Research and Development (NITRD) to create a National Artificial Intelligence Research and Development Strategic Plan. A NITRD Task Force on Artificial Intelligence was then formed to define the Federal strategic priorities for AI R&D, with particular attention on areas that industry is unlikely to address. This National Artificial Intelligence R&D Strategic Plan establishes a set of objectives for Federally-funded AI research, both research occurring within the government as well as Federally-funded research occurring outside of government, such as in academia. The ultimate goal of this research is to produce new AI knowledge and technologies that provide a range of positive benefits to society, while minimizing the negative impacts.
A rising median age at which PhD's receive their first research grant from the National Institutes of Health (NIH) is among the factors forcing academic biomedical researchers to spend longer periods of time before they can set their own research directions and establish there independence. The fear that promising prospective scientists will choose other career paths has raised concerns about the future of biomedical research in the United States. At the request of NIH, the National Academies conducted a study on ways to address these issues. The report recommends that NIH make fostering independence of biomedical researchers an agencywide goal, and that it take steps to provide postdocs and early-career investigators with more financial support for their own research, improve postdoc mentoring and establish programs for new investigators and staff scientists among other mechanisms.
This book, written at the request of the National Institutes of Health (NIH) to assist its AIDS program office in planning future directions, contains a series of recommendations for ensuring that AIDS research is a well-organized, well-planned, and comprehensive long-range program leading to the control and eventual eradication of the disease. The recommendations are intended to strengthen the planning, evaluation, and coordination of AIDS research activities; ensure their quality and cost-effectiveness; stimulate further development of promising research areas; increase the level of support for AIDS research so that researchers can carry out a comprehensive program; and provide the personnel and facilities at NIH needed to conduct and manage an effective, efficient AIDS research program. The book also identifies barriers in the delivery and financing of health care that are outside NIH's responsibility, but that adversely affect its AIDS clinical research efforts, and urges federal action to eliminate them.
The medical research landscape in the United States is supported by a variety of organizations that spend billions of dollars in government and private funds each year to seek answers to complex medical and public health problems. The largest government funder is the National Institutes of Health (NIH), followed by the Department of Defense (DoD). Almost half of DoD's medical research funding is administered by the Congressionally Directed Medical Research Programs (CDMRP). The mission of CDMRP is to foster innovative approaches to medical research in response to the needs of its stakeholdersâ€"the U.S. military, their families, the American public, and Congress. CDMRP funds medical research to be performed by other government and nongovernmental organizations, but it does not conduct research itself. The major focus of CDMRP funded research is the improved prevention, diagnosis, and treatment of diseases, injuries, or conditions that affect service members and their families, and the general public. The hallmarks of CDMRP include reviewing applications for research funding using a two-tiered review process, and involving consumers throughout the process. Evaluation of the Congressionally Directed Medical Research Programs Review Process evaluates the CDMRP two-tiered peer review process, its coordination of research priorities with NIH and the Department of Veterans Affairs, and provides recommendations on how the process for reviewing and selecting studies can be improved.
