The paper first extends and reconciles recent estimates of the strikingly large effect of national borders on trade patterns. Estimates comparing trade among Canadian provinces with that between Canadian provinces and U.S. states show interprovincial trade in 1988-90 to have been more than twenty times as dense as that between provinces and states, with some evidence of a downward trend since, due to the post-FTA growth in trade between Canada and the United States. Using approximate data for the volumes and distances of internal trade in OECD countries, the 1988-92 border effect for unrelated OECD countries is estimated to exceed 12. Both types of data confirm substantial border effects, even after accounting for common borders and language, with the directly-measured data for interprovincial and province-state trade producing higher estimates." Initial estimates from a census-based gravity model of interprovincial and international migration show a much higher border effect for migration, with interprovincial migration among the Anglophone provinces almost 100 times as dense as that from U.S. states to Canadian provinces. Effects of migration on subsequent trade patterns are found for international but not for interprovincial trade, suggesting the existence of nationally-shared networks the large national border effects for trade flows
It is widely believed that globalization has proceeded to the point where international economic linkages are as strong as those within nations. Struck by research suggesting that this perception is dramatically mistaken, John Helliwell spent three years assessing the evidence. The results are reported in this book, the latest in Brookings' Integrating National Economies series. It provides the most systematic measurements yet available of the relative importance of global and national economic ties. The original finding, based on a gravity model of trade flows, was that 1988 trade linkages between Canadian provinces were twenty times as dense as those between Canadian provinces and U.S. states of similar size and distance. A much longer and more detailed body of data is used to expand and explain these findings. Data for trade within and among OECD and some developing countries are used to show that the Canadian-U.S. results are applicable to other countries. Helliwell then surveys and extends the evidence relating to price linkages, capital mobility, migration, and knowledge spillovers, finding in all cases very large border effects. The evidence offers a challenge to economists, policymakers, and citizens to explain why national economies have so much staying power, and to consider whether this is a good or bad thing. Helliwell argues that since large and small industrial economies have similar levels of income, there are likely to be diminishing returns from increases in globalization beyond levels sufficient to permit the ready exploitation of comparative advantages in trade, and relatively easy access to knowledge developed elsewhere.
Despite a shared interest in using borders to explore the paradoxes of state-making and national histories, historians of the U.S.-Canada border region and those focused on the U.S.-Mexico borderlands have generally worked in isolation from one another. A timely and important addition to borderlands history, Bridging National Borders in North America initiates a conversation between scholars of the continent’s northern and southern borderlands. The historians in this collection examine borderlands events and phenomena from the mid-nineteenth century through the mid-twentieth. Some consider the U.S.-Canada border, others concentrate on the U.S.-Mexico border, and still others take both regions into account. The contributors engage topics such as how mixed-race groups living on the peripheries of national societies dealt with the creation of borders in the nineteenth century, how medical inspections and public-health knowledge came to be used to differentiate among bodies, and how practices designed to channel livestock and prevent cattle smuggling became the model for regulating the movement of narcotics and undocumented people. They explore the ways that U.S. immigration authorities mediated between the desires for unimpeded boundary-crossings for day laborers, tourists, casual visitors, and businessmen, and the restrictions imposed by measures such as the Chinese Exclusion Act of 1882 and the 1924 Immigration Act. Turning to the realm of culture, they analyze the history of tourist travel to Mexico from the United States and depictions of the borderlands in early-twentieth-century Hollywood movies. The concluding essay suggests that historians have obscured non-national forms of territoriality and community that preceded the creation of national borders and sometimes persisted afterwards. This collection signals new directions for continental dialogue about issues such as state-building, national expansion, territoriality, and migration. The crossing of national state borders is one of the most-discussed issues of contemporary times and it poses many challenges for individual and collective identities. This concerns both short-distance mobility as well as long-distance migration. Choosing to move - or not - across international borders is a complex decision, involving both cognitive and emotional processes. This book tests the approach that three crucial thresholds need to be crossed before mobility occurs; the individual’s mindset about migrating, the choice of destination and perception of crossing borders to that location and the specific routes and spatial trajectories available to get there. Thus both borders and trajectories can act as thresholds to spatial moves. The threshold approach, with its focus on processes affecting whether, when and where to move, aims to understand the decision-making process in all its dimensions, in the hope that this will lead to a better understanding of the ways migrants conceive, perceive and undertake their transnational journeys. This book examines the three constitutive parts discerned in the cross-border mobility decision-making process: people, borders and trajectories and their interrelationships. Illustrated by a global range of case studies, it demonstrates that the relation between the three is not fixed but flexible and that decision-making contains aspects of belonging, instability, security and volatility affecting their mobility or immobility.
Published in 1998. Migration patterns at the global level have become more complex, affecting more countries, more people and for a greater variety of reasons. Consequently, international migration is receiving increasing attention throughout the world. Migration is an inherently spatial phenomenon. But while the spatial patterns themselves have been described in recent surveys of global contemporary international migration, the causes and consequences of the spatial patterns have received surprisingly little systematic attention. Often migration is seen just from a host country perspective, or from a sending country perspective, without explicit consideration of the sub-national origin and destinations of the flows or linkages between countries. It is well known that migration flows follow certain gravity-like properties, that there is chain migration, that certain regions attract more migrants than others, that migrants are highly urbanised, and that within urban areas there are also concentrations of migrants leading to a reshaping of the urban landscape. However, such observations are often the result of purely descriptive research or case study research. Consequently, there is still a need for an integrated multi-disciplinary study of the spatial impact and the resulting socio-economic and political issues concerning migration. This book aims to fill this gap by bringing together a collection of papers which are primarily concerned with the spatial impact of contemporary international migration patterns, or with related issues. The topics of the papers are wide ranging and the focus varies from broad international perspectives to specific urban areas. Two general themes run through the papers. The first of these is that migration is an inherently dynamic process which may have either equilibrating or self-reinforcing (cumulative) effects. The importance of considering international migration in a dynamic context has come to the fore in several theoretical frameworks which are available in the literature to study this phenomenon. The second major theme of the book is the emphasis on the importance of personal networks in shaping international migration patterns, leading to pronounced clusters of (urban) areas from which migrants are drawn and of migrant settlement.
Migration presents a stark policy dilemma. Research repeatedly confirms that migrants, their families back home, and the countries that welcome them experience large economic and social gains. Easing immigration restrictions is one of the most effective tools for ending poverty and sharing prosperity across the globe. Yet, we see widespread opposition in destination countries, where migrants are depicted as the primary cause of many of their economic problems, from high unemployment to declining social services. Moving for Prosperity: Global Migration and Labor Markets addresses this dilemma. In addition to providing comprehensive data and empirical analysis of migration patterns and their impact, the report argues for a series of policies that work with, rather than against, labor market forces. Policy makers should aim to ease short-run dislocations and adjustment costs so that the substantial long-term benefits are shared more evenly. Only then can we avoid draconian migration restrictions that will hurt everybody. Moving for Prosperity aims to inform and stimulate policy debate, facilitate further research, and identify prominent knowledge gaps. It demonstrates why existing income gaps, demographic differences, and rapidly declining transportation costs mean that global mobility will continue to be a key feature of our lives for generations to come.
