What is nation-building and is it ever going to succeed? A critical view from 'old Europe'.
This open access book on the state of peacebuilding in Africa brings together the work of distinguished scholars, practitioners, and decision makers to reflect on key experiences and lessons learned in peacebuilding in Africa over the past half century. The core themes addressed by the contributors include conflict prevention, mediation, and management; post-conflict reconstruction, justice and Disarmament Demobilization and Reintegration; the role of women, religion, humanitarianism, grassroots organizations, and early warning systems; and the impact of global, regional, and continental bodies. The book's thematic chapters are complemented by six country/region case studies: The Democratic Republic of Congo, Rwanda, Sierra Leone, Sudan/South Sudan, Mozambique and the Sahel/Mali. Each chapter concludes with a set of key lessons learned that could be used to inform the building of a more sustainable peace in Africa. The State of Peacebuilding in Africa was born out of the activities of the Southern Voices Network for Peacebuilding (SVNP), a Carnegie-funded, continent-wide network of African organizations that works with the Wilson Center to bring African knowledge and perspectives to U.S., African, and international policy on peacebuilding in Africa. The research for this book was made possible by a grant from Carnegie Corporation of New York.
Now, 25 years after the end of the Cold War, the global peace order is going through renewed geopolitical changes that are less dramatic than those in 1989 but probably equally important. The post-Cold War Western dominance of global affairs and the singular US superpower status are eroding, making room for a more diffuse multi-polar world with many different global and regional players. Post-Cold War hopes that the winning political system of liberal democracy would spread around the world and bring global peace have turned out an illusion. To the contrary, Western efforts and military interventions to promote liberal democracy have increasingly resulted in the destabilization of countries and whole regions. At the same time, intra-state armed conflicts have, probably for the first time in human history, replaced inter-state wars as the main threats to global peace and security. This has created a completely new global threat scenario. Now, weak and corrupt governments are challenged by powerful belligerent non-state actors, be they Islamic extremist groups, other ideologically-motivated groups, separatist movements, or even transnational crime syndicates. Globalization has turned these local intra-state armed conflicts into international security concerns.
One of the most significant challenges facing the international community today is how to stabilize and rebuild societies emerging from civil wars, and this book, which includes both theoretical discussions and empirical applications, considers the various factors of peacebuilding. As it addresses several pertinent academic debates—relating to international interventions and local ownership, international and local conceptions of gender equality, and the legal aspects of peace implementation—this account demonstrates how some postwar countries have made significant strides towards peace and democracy while others have experienced a return to war. A policy-relevant topic, Building Peace, Creating Conflict? will appeal to students and scholars of international relations and peace studies, as well as to practitioners involved in peacebuilding efforts in war-affected countries.
This book aims to understand the processes and outcomes that arise from frictional encounters in peacebuilding, when global and local forces meet. Building a sustainable peace after violent conflict is a process that entails competing ideas, political contestation and transformation of power relations. This volume develops the concept of ‘friction’ to better analyse the interplay between global ideas, actors, and practices, and their local counterparts. The chapters examine efforts undertaken to promote sustainable peace in a variety of locations, such as Cambodia, Sri Lanka, Afghanistan, and Sierra Leone. These case analyses provide a nuanced understanding not simply of local processes, or of the hybrid or mixed agencies, ideas, and processes that are generated, but of the complex interactions that unfold between all of these elements in the context of peacebuilding intervention. The analyses demonstrate how the ambivalent relationship between global and local actors leads to unintended and sometimes counterproductive results of peacebuilding interventions. The approach of this book, with its focus on friction as a conceptual tool, advances the peacebuilding research agenda and adds to two ongoing debates in the peacebuilding field; the debate on hybridity, and the debate on local agency and local ownership. In analysing frictional encounters this volume prepares the ground for a better understanding of the mixed impact peace initiatives have on post-conflict societies. This book will be of much interest to students of peacebuilding, conflict resolution, security studies, and international relations in general.
"This volume analyzes the impediments that local conditions pose to successful outcomes of nation-building interventions in conflict-affected areas. Previous RAND studies of nation-building focused on external interveners' activities. This volume shifts the focus to internal circumstances, first identifying the conditions that gave rise to conflicts or threatened to perpetuate them, and then determining how external and local actors were able to modify or work around them to promote enduring peace. It examines in depth six varied societies: Cambodia, El Salvador, Bosnia and Herzegovina, East Timor, Sierra Leone, and the Democratic Republic of the Congo. It then analyzes a larger set of 20 major post-Cold War nation-building interventions. The authors assess the risk of renewed conflict at the onset of the interventions and subsequent progress along five dimensions: security, democratization, government effectiveness, economic growth, and human development. They find that transformation of many of the specific conditions that gave rise to or fueled conflict often is not feasible in the time frame of nation-building operations but that such transformation has not proven essential to achieving the primary goal of nation-building -- establishing peace. Most interventions in the past 25 years have led to enduring peace, as well as some degree of improvement in the other dimensions assessed. The findings suggest the importance of setting realistic expectations -- neither expecting nation-building operations to quickly lift countries out of poverty and create liberal democracies, nor being swayed by a negative stereotype of nation-building that does not recognize its signal achievements in the great majority of cases."--Page 4 of cover.
Local Peacebuilding and National Peace is a collection of essays that examines the effects of local peacebuilding efforts on national peace initiatives. The book looks at violent and protracted struggles in which local people have sought to make their own peace with local combatants in a variety of ways, and how such initiatives have affected and have been affected by national level strategies. Chapters on theories of local and national peacemaking are combined with chapters on recent efforts to carry out such processes in warn torn societies such as Africa, Asia, and South America, with essays contributed by experts who were actually actively involved in the peacemaking process. With its unique focus on the interaction of peacemaking at local and national levels, the book will fill a gap in the literature. It will be of interest to students and researchers in such fields as peace studies, conflict resolution, international relations, postwar recovery and development.
Making War and Building Peace examines how well United Nations peacekeeping missions work after civil war. Statistically analyzing all civil wars since 1945, the book compares peace processes that had UN involvement to those that didn't. Michael Doyle and Nicholas Sambanis argue that each mission must be designed to fit the conflict, with the right authority and adequate resources. UN missions can be effective by supporting new actors committed to the peace, building governing institutions, and monitoring and policing implementation of peace settlements. But the UN is not good at intervening in ongoing wars. If the conflict is controlled by spoilers or if the parties are not ready to make peace, the UN cannot play an effective enforcement role. It can, however, offer its technical expertise in multidimensional peacekeeping operations that follow enforcement missions undertaken by states or regional organizations such as NATO. Finding that UN missions are most effective in the first few years after the end of war, and that economic development is the best way to decrease the risk of new fighting in the long run, the authors also argue that the UN's role in launching development projects after civil war should be expanded.
