An important part of the vision of the Association of Southeast Asian Nations (ASEAN) is to ensure that the benefits of development and economic integration are equitably shared by all member states and their citizens. ASEAN’s work therefore aims to narrow the development gap between ASEAN member states (Indonesia, Malaysia, the Philippines, Singapore, Thailand, Brunei Darussalam, Myanmar, Cambodia, Laos and Vietnam) and between sub-regions within ASEAN. Written by a team of internationally recognised experts in development economics, this book communicates the latest findings on narrowing the development gap in a practical, policy-relevant way, in a format that can influence decision makers within ASEAN member states and international donors. There have been significant development achievements in many ASEAN countries over the last 20 years, but the ASEAN region continues to be characterised by significant development gaps, particularly in income. Gaps in development achievement are also seen at the regional and sub-national levels. This book offers a better understanding of development gaps, as they exist in 2012, and provides important context that can inform the strategic needs of decision makers in the ASEAN region. Due to improvements in conceptualising and measuring well-being, including through the use of multidimensional indicators, this book gives policy makers and scholars in development economics, development policy and Asian studies well-grounded insights into the nature of the development gaps within and between ASEAN countries as well as high-level policy advice on those interventions that can contribute to a narrowing of the development gap.
This book investigates long-term development issues for members of the Association of Southeast Asian Nations (ASEAN). It finds that with the proper policy mix—including domestic structural reforms and bold initiatives for regional integration—ASEAN has the potential to reach by 2030 the average quality of life enjoyed today in advanced economies and to fulfill its aspirations to become a resilient, inclusive, competitive, and harmonious (RICH) region. Key challenges moving forward are to enhance macroeconomic and financial stability, support equitable growth, promote competitiveness and innovation, and protect the environment. Overcoming these challenges to build a truly borderless economic region implies eliminating remaining barriers to the flow of goods, services, and production factors; strengthening competitiveness and the institutional framework; and updating some governing principles. But ASEAN should not merely copy the European Union. It must maintain its flexibility and pragmatism without creating a bloated regional bureaucracy. The study’s main message is that through closer integration, ASEAN can form a partnership for achieving shared prosperity in the region and around the globe.
On 28 July 2008, the ASEAN Studies Centre and the Regional Economic Studies Programme, both of the Institute of Southeast Asian Studies, and the Konrad Adenauer Stiftung organized a roundtable on The ASEAN Economic Community Blueprint. The brainstorming session gathered Southeast Asian experts from the region to discuss the AEC Blueprint, which ASEANs leaders had adopted at their summit meeting in November 2007, and the prospects of any obstacles to its implementation by the target year, 2015. The roundtable started with a progress report on the AEC Blueprint given by S. Pushpanathan, Principal Director of Economic Integration and Finance, ASEAN Secretariat, Jakarta. Thereafter, the sessions examined the various aspects of the Blueprint tackling the non-tariff barriers, designing a comprehensive ASEAN Investment Agreement, a regional framework for competition policy, the role of infrastructure development in economic integration, the importance of international production networks in economic integration, etc.
The international community has come together to pursue certain fundamental, common goals over the coming period to 2030 to make progress toward ending poverty and hunger, improving social and economic well-being, preserving the environment and combating climate change, and maintaining peace. The Sustainable Development Goals (SDGs) have been agreed to by states, which have in turn adopted national targets and action plans. This volume studies the governance and implementation of these goals in Southeast Asia, in particular the difficulties in the shift from the international to the national, the multi-level challenges of implementation, and the involvement of stakeholders, civil society, and citizens in the process. Contributors to this volume are scholars from across Southeast Asia who research these issues in developing (Cambodia, Laos, Myanmar), middle-income (Indonesia, Malaysia, Philippines, Thailand, Vietnam), and developed countries (Brunei, Singapore) in the region. The perspectives on governance and the SDGs emerge from the fields of political science, international relations, geography, economics, law, health, and the natural sciences.
Over the past decades ASEAN countries have experienced rapid economic growth accompanied by a dramatic fall in poverty rates, but income inequality has not retreated. This research aims at identifying factors which could contribute to more equally distributed growth in ASEAN. To measure inclusive growth, we use a variable integrating per capita income growth and an equity index. A cross-country panel analysis of the impact of macro-structural factors on inclusive growth and its two components suggests that fiscal redistribution, female labor force participation, productivity growth, FDI inflows, digitalization, and savings significantly drive inclusive growth. A scenario analysis based on our econometric results suggests that the implementation of fiscal redistribution and labor market-oriented structural reforms could help significantly accelerate inclusive growth in ASEAN.

After a disappointing 2019, growth prospects in developing Asia have worsened under the impact of the current health crisis. Signs of incipient recovery near the turn of this year were quickly overthrown as COVID-19 broke out in January 2020 in the region’s largest economy and subsequently expanded into a global pandemic. Disruption to regional and global supply chains, trade, and tourism, and the continued spread of the outbreak, leave the region reeling under massive economic shocks and financial turmoil. Across Asia, the authorities are responding with policies to contain the outbreak, facilitate medical interventions, and support vulnerable businesses and households. Assuming that the outbreak is contained this year, growth is expected to recover in 2021. Especially to face down fundamental threats such as the current medical emergency, innovation is critical to growth and development. As some economies in developing Asia challenge the innovation frontier, many others lag. More and better innovation is needed in the region to sustain growth that is more inclusive and environmentally sustainable. Five key drivers of innovation are sound education, productive entrepreneurship, high-quality institutions, efficient financial systems, and dynamic cities that excite knowledge exchange. The journey to creating an innovative society takes long-term commitment and hard work.
The year 2015 has special significance for regional economic integration. The ASEAN Community, integrating the political, economic and social aspects of regional cooperation, will complete its first milestone by December 2015. Expectations of tangible benefits under an ASEAN Economic Community have attracted much attention though many of the initiatives will be realized post-2015.Following the policy of open regionalism, ASEAN has also signed free trade agreements with Australia, New Zealand, China, India, Japan and South Korea. It has launched negotiations for the Regional Comprehensive Economic Partnership (RCEP) agreement in 2013, with expected breakthrough by end-2015.The Southeast Asian economies are also involved in two other regional initiatives. First is the Trans-Pacific Partnership (TPP), initiated by the United States. As part of the U.S. "e;pivot to Asia"e;, the TPP is envisioned as a "e;comprehensive and high-quality"e; agreement and has concluded its negotiation in October 2015. Second, the discussions on regional connectivity have broadened; China has emerged as a recent lead proponent with its proposals for "e;One Belt, One Road"e; and the Asian Infrastructure Investment Bank.All these together have implications not only for individual Southeast Asian countries but also for regional trading architecture. To aid in understanding the beginnings, development, and potential of these grand plans, this collection of 22 essays offers a rich analysis of ASEAN's own economic integration and other related initiatives proliferating in the broader Asia-Pacific region.
This study examines major challenges and issues associated with developing regional infrastructure through the fostering of regional cooperation in Asia, and provides a framework for pan-Asian infrastructure cooperation. The study's long-term vision is the creation of a seamless Asia (an integrated region connected by world-class, environmentally friendly infrastructure) in terms of both "hard" (physical) and "soft" (facilitating) infrastructure. The soft part supports the development and operation of the hard component. Findings indicate that the benefits of upgrading and extending Asia's infrastructure networks are substantial, and that all countries in the region would benefit. A logistics network is only as good as its weakest link; each country in a regional supply chain gains from infrastructure improvements made in others. Improving connectivity in the region would bring Asia large welfare gains through increased market access, reduced trade costs, and more efficient energy production and use. According to the study, to achieve this Asia needs to invest approximately $8 trillion in overall national infrastructure between 2010 and 2020. In addition, Asia needs to spend approximately $290 billion on specific regional infrastructure projects in transport and energy that are already in the pipeline
