The world is flat? Maybe not, says this paradigm-shifting study of globalism's impact on a region legendarily resistant to change. The U.S. South, long defined in terms of its differences with the U.S. North, is moving out of this national and oppositional frame of reference into one that is more international and integrative. Likewise, as the South (home to UPS, CNN, KFC, and other international brands) goes global, people are emigrating there from countries like India, Mexico, and Vietnam--and becoming southerners. Much has been made of the demographic and economic aspects of this shift. Until now, though, no one has systematically shown what globalism means to the southern sense of self. Anthropologist James L. Peacock looks at the South of both the present and the past to develop the idea of "grounded globalism," in which global forces and local cultures rooted in history, tradition, and place reverberate against each other in mutually sustaining and energizing ways. Peacock's focus is on a particular part of the world; however, his model is widely relevant: "Some kind of grounding in locale is necessary to human beings." Grounded Globalism draws on perspectives from fields as diverse as ecology, anthropology, religion, and history to move us beyond the model, advanced by such scholars as C. Vann Woodward, that depicts the South as a region paralyzed by the burden of its past. Peacock notes that, while globalism may lift old burdens, it may at the same time impose new ones. He also maintains that earlier regional identities have not been replaced by the rootless cosmopolitanism of cyberspace or other abstracted systems. Attachments to place remain, even as worldwide markets erase boundaries and flatten out differences and distinctions among nations. Those attachments exert their own pressures back on globalism, says Peacock, with subtle strengths we should not discount.
Up to now the study of cold war history has been fully engaged in stressing the international character and broad themes of the story. This volume turns such diplomatic history upside down by studying how actions of international relations affected local popular life. Each chapter has its origins in a major international issue, and then unfolds the consequences of that issue for some region or city. Thus the starting points for the various contributions are great unifying questions regarding postwar occupation, militarization, industrialization, and decolonization. Now more than ever, we need to understand the social, political, and economic shifts that have driven the United States to triple its prison construction in just over three decades. John Eason goes a very considerable distance here in fulfilling this need, not by detailing the aftereffects of building huge numbers of prisons, but by vividly showing the process by which a community seeks to get a prison built in their area. What prompted him to embark on this inquiry was the insistent question of why the rapid expansion of prisons in America, why now, and why so many. He quickly learned that the prison boom is best understood from the perspective of the rural, southern towns where they tend to be placed (North Carolina has twice as many prisons as New Jersey, though both states have the same number of prisoners). And so he sets up shop, as it were, in Forrest City, Arkansas, where he moved with his family to begin the splendid fieldwork that led to this book. A major part of his story deals with the emergence of the rural ghetto, abetted by white flight, de-industrialization, the emergence of public housing, and higher proportions of blacks and Latinos. How did Forrest City become a site for its prison? Eason takes us behind the decision-making scenes, tracking the impact of stigma (a prison in my backyard-not a likely desideratum), economic development, poverty, and race, while showing power-sharing among opposed groups of elite whites vs. black race leaders. Eason situates the prison within the dynamic shifts rural economies are undergoing, and shows how racially diverse communities can achieve the siting and building of prisons in their rural ghetto.
