This volume of the series "Translation and Multilingual Natural Language Processing" includes most of the papers presented at the Workshop "Language Technology for a Multilingual Europe", held at the University of Hamburg on September 27, 2011 in the framework of the conference GSCL 2011 with the topic "Multilingual Resources and Multilingual Applications", along with several additional contributions. In addition to an overview article on Machine Translation and two contributions on the European initiatives META-NET and Multilingual Web, the volume includes six full research articles. Our intention with this workshop was to bring together various groups concerned with the umbrella topics of multilingualism and language technology, especially multilingual technologies. This encompassed, on the one hand, representatives from research and development in the field of language technologies, and, on the other hand, users from diverse areas such as, among others, industry, administration and funding agencies. Many NLP tasks have at their core a subtask of extracting the dependencies—who did what to whom—from natural language sentences. This task can be understood as the inverse of the problem solved in different ways by diverse human languages, namely, how to indicate the relationship between different parts of a sentence. Understanding how languages solve the problem can be extremely useful in both feature design and error analysis in the application of machine learning to NLP. Likewise, understanding cross-linguistic variation can be important for the design of MT systems and other multilingual applications. Embeddings have undoubtedly been one of the most influential research areas in Natural Language Processing (NLP). Encoding information into a low-dimensional vector representation, which is easily integrable in modern machine learning models, has played a central role in the development of NLP. Embedding techniques initially focused on words, but the attention soon started to shift to other forms: from graph structures, such as knowledge bases, to other types of textual content, such as sentences and documents. This book provides a high-level synthesis of the main embedding techniques in NLP, in the broad sense. The book starts by explaining conventional word vector space models and word embeddings (e.g., Word2Vec and GloVe) and then moves to other types of embeddings, such as word sense, sentence and document, and graph embeddings. The book also provides an overview of recent developments in contextualized representations (e.g., ELMo and BERT) and explains their potential in NLP. Throughout the book, the reader can find both essential information for understanding a certain topic from scratch and a broad overview of the most successful techniques developed in the literature.
