Central Asia is a region singularly marked by attempts to transform social life by transforming place. Drawing together established scholars and a new generation of historians, geographers and anthropologists, this volume brings empirical specificity and theoretical depth to debates about the politics of place-making in this diverse region, making an important contribution to Central Asian studies and a distinctive regional comparison to the ‘spatial turn’ in social analysis. Case studies draw on archival research and oral history to explore the workings—and unintended consequences—of policies aimed at sedentarizing, collectivizing and resettling populations as a means to fix and territorialize space. In Central Asia’s Ferghana Valley, where Kyrgyzstan, Uzbekistan, and Tajikistan meet, state territoriality has taken on new significance in these states’ second decade of independence, reshaping landscapes and transforming livelihoods in a densely populated, irrigation-dependent region. Through an innovative ethnography of social and spatial practice at the limits of the state, Border Work explores the contested work of producing and policing “territorial integrity” when significant stretches of new international borders remain to be conclusively demarcated or effectively policed. Drawing on extensive ethnographic fieldwork, Madeleine Reeves follows traders, farmers, water engineers, conflict analysts, and border guards as they negotiate the practical responsibilities and social consequences of producing, policing, and deriving a livelihood across new international borders that are often encountered locally as “chessboards” rather than lines. She shows how the negotiation of state spatiality is bound up with concerns about legitimate rule and legitimate movement, and explores how new attempts to secure the border, materially and militarily, serve to generate new sources of lived insecurity in a context of enduring social and economic inter-dependence. A significant contribution to Central Asian studies, border studies, and the contemporary anthropology of the state, Border Work moves beyond traditional ethnographies of the borderland community to foreground the effortful and intensely political work of producing state space.
The essays in Globalization on the Margins explore the continuities and changes in Central Asian education development since the collapse of the Soviet Union in 1991. Reflecting on two decades of post-socialist transformations, they reveal that education systems in Central Asia responded to the rapidly changing political, economic, and social environment in profoundly new and unique ways. Some countries moved towards Western models, others went backwards, and still others followed entirely new trajectories. Yet, elements of the “old” system remain. Rather than viewing these post-Soviet transformations in isolation, Globalization on the Margins places its analyses within the global context by reflecting on the interaction between Soviet legacies and global education reform pressures in the Central Asian countries of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. Instead of portraying the transition process as the influx of Western ideas into the region, the authors provide new lenses to critically examine the multidirectional flow of ideas, concepts, and reform models within Central Asia. Notwithstanding the variety of theoretical perspectives, methodological approaches, and conceptual lenses, the authors have one thing in common: both individually and collectively, they reveal the complexity and uncertainty of the post-Soviet transformations. By highlighting the political nature of the transformation processes and the uniqueness of historical, political, social, and cultural contexts of each particular country, Globalization on the Margins portrays post-Soviet education transformations as complex, multidimensional, and uncertain processes.
The perception of Central Asia and its place in the world has come to be shaped by its large oil and gas reserves. Literature on energy in the region has thus largely focused on related geopolitical issues and national policies. However, little is known about citizens’ needs within this broader context of commodities that connect the energy networks of China, Russia and the West. This multidisciplinary special issue brings together anthropologists, economists, geographers and political scientists to examine the role of all forms of energy (here: oil, gas, hydropower and solar power) and their products (especially electricity) in people’s daily lives throughout Central Asia and the Caucasus. The papers in this issue ask how energy is understood as an everyday resource, as a necessity and a source of opportunity, a challenge or even as an indicator of exclusionary practices. We enquire into the role and views of energy sector workers, rural consumers and urban communities, and their experiences of energy companies’ and national policies. We further examine the legacy of Soviet and more recent domestic energy policies, the environmental impact of energy use as well as the political impact of citizens’ energy grievances. While security concerns have assumed salience across the globe, Afghanistan’s proximity to Central Asia has meant that security or perceptions of insecurity dominate the strategic discourse in the region. Issues that stand out include the challenges that the Central Asian states will face in terms of stability, ethnic tensions, radicalization of youth, destabilization of commodity flows and energy security and the impact that these could have on Central Asian society. However, security cannot just be defined in terms of security at the borders. It needs to be defined in ‘cosmopolitan’ terms through an array of issues like movements across borders, radicalism within states, the sharing of water, and various multilateral attempts at combating insecurity. This volume is an attempt to focus on some of these issues that reflect on perceptions of security principally from Indian and Uzbek positions. It examines shifts over the last two decades, from debates on the geopolitical importance of the region from a great game perspective to the salience of new engagements within the international arena.
Kyrgyzstan is probably the best known of any central Asian country, the one that has elicited the most academic publications, reports by NGOs or advocacy groups, and op-eds in the media. The country opened up massively to Western influence through development aid for civil society and for economic reforms, faced two revolutions in 2005 and 2010, and experienced bloody interethnic conflict in 2010. Kyrgyzstan is therefore commonly studied as a twin case: that of having been, for more than two decades, both an “island of democracy” in Central Asia—and the only country of the region to have made the transition to a parliamentary regime—and the archetypical example of a “failing state,” one marked by endemic corruption, criminalization of the state apparatus, and collapse of public services. This volume goes beyond these two clichés and provides a research-based and unideological narrative on the country. It identifies political dynamics, their powerbrokers, and the role of international organizations; investigates the profound social transformations of both the rural and the urban worlds; and examines the broad feeling, by local actors, that Kyrgyzstan’s fragile state identity should be consolidated. This book gives the floor to the new generation of scholars whose long-term vernacular-language field research made it possible to provide new interpretative prisms for the complex evolution of Kyrgyzstan.
Much scholarship of any region focuses on the perceived problems that hold back a population. Central Asia is no exception, as it is a region with political, economic, and environmental problems that seem to keep Central Asians from a "better" future. Alongside all the struggles of life, however, are relationships of meaning and wellness that contribute to a "life worth living." Recognizing the struggles of everyday life, contributors to this book explore how people navigate relationships to find meaning, how elders attempt to re-establish morality, and how development workers pursue new futures. Such futures centre around the role of family, friends, and meaningful employment in yielding contentment; and the influence of Islam, ethnicity, and hospitality on community. The first regional collection to take well-being as a frame of analysis, the contributors show how visions, spaces, and cosmologies of well-being inform everyday life in Central Asia. This volume will appeal not only to those interested in Central Asia, but more broadly to anyone concerned with how taking well-being into account better captures the complex realities of life in any region.
