Mongolia entered a new security environment with the end of the Cold War. The demise of the Soviet Union and withdrawal of Soviet troops from its territory have presented opportunities and challenges for Mongolia. On the positive side, Mongolia has broken free from its narrow geostrategic framework and is now charting its own future by pursuing a more balanced policy toward Russia and China and exploring the opportunities for closer ties with the outside world. On the negative side, the end of Moscow's security umbrella heightened Ulaanbaatar's vulnerability. Now Mongolia must address on its own the entire spectrum of threats to its security. This thesis examines the dilemmas and opportunities facing Mongolia in the post-Cold War, post-Soviet Union world. Analyzing its changing relations with Russia and China, this study focuses on Mongolia's search for a 'third option' - reliable security and economic partners. The best strategy for Ulaanbaatar, while pursuing a balanced and neutral policy toward its neighbors, to maintain independence and economic survival is establishing counterweights to Moscow and Beijing's influence. Cooperation with the international community, active participation in regional and international arrangements, and creating a security regime in Northeast Asia comprise the 'third option'. Mongolia sees maximum benefits through multilateralism.
Mongolia, land-locked between two politically, economically, and militarily powerful nations 0́4 Russia and China 0́4 often must balance its foreign and security policies with its two neighbors and countries beyond. When discussing Mongolia0́9s foreign policy and security apparatus, historians and scholars look at the international relations of East Asia as a whole. This is the case not because Mongolia0́9s foreign policy is insignificant but because greater powers impose greater influence on smaller states. Mongolia0́9s partial involvement in World War II (WWII), and the Cold War introduced new challenges as well as opportunities for Mongolia to modernize its foreign policy principles and security policies. In turn, this research paper offers ways to enhance and strengthen Mongolia0́9s foreign and security policies by carefully looking at historical turning points, addressing existing issues, and providing a solution-based analysis for policymakers. Moreover, while there is a burgeoning discussion on cybersecurity, as a non-traditional security threat, Mongolia0́9s cybersecurity apparatus is a new contribution to the existing literature. The research essay concludes that Mongolia0́9s foreign and security policies are effective, timely efficient in facing both the traditional and non-traditional threats. This book assesses Mongolia's position in the security calculus of Northeast Asia and presents the policy outlooks of major powers vis-a-vis the region, including the United States, Japan, China, Russia and India. Ground-breaking and modernistic in its approach, the book treats the often marginalised and landlocked small power state of Mongolia as a critical regional actor, particularly with regards to managing ties with encircling major powers Russia and China and assist in engaging the nuclear state of North Korea through dialogue mechanisms. Through a compilation of chapters by distinguished scholars, the volume explores Mongolia in the Northeast Asian geographical space within the context of three major themes: nuclear proliferation, environmental security, and socio-economic and civilisational conflicts. The book provides a multidisciplinary and multinational approach to Mongolia's role in the region's strategic landscape. Despite its impressive size and population, economic vitality, and drive to upgrade its military, China remains a vulnerable nation surrounded by powerful rivals and potential foes. Understanding ChinaÕs foreign policy means fully appreciating these geostrategic challenges, which persist even as the country gains increasing influence over its neighbors. Andrew J. Nathan and Andrew Scobell analyze ChinaÕs security concerns on four fronts: at home, with its immediate neighbors, in surrounding regional systems, and in the world beyond Asia. By illuminating the issues driving Chinese policy, they offer a new perspective on the countryÕs rise and a strategy for balancing Chinese and American interests in Asia. Though rooted in the present, Nathan and ScobellÕs study makes ample use of the past, reaching back into history to illuminate the people and institutions shaping Chinese strategy today. They also examine Chinese views of the United States; explain why China is so concerned about Japan; and uncover ChinaÕs interests in such problematic countries as North Korea, Iran, and the Sudan. The authors probe recent troubles in Tibet and Xinjiang and explore their links to forces beyond ChinaÕs borders. This publication evaluates water security in Mongolia and provides analyses based from other documents and studies for a multidimensional overview of the country's water resources system and management. It recommends a path forward based on integrated water resources management as well as national and local institutional development, through a targeted investment program. The assessment is adapted from the analytical framework introduced in the Asian Water Development Outlook, a series of reports produced by the Asian Development Bank and the Asia–Pacific Water Forum.
This book analyses the adequacy of Mongolia’s legal system for foreign investment protection by conducting a multi-level assessment of international investment treaties, domestic legislation of the host State, and investor-State contracts from an international comparative perspective. The investigation distinguishes between three legal dimensions, each of which offers both substantive legal guarantees for the protection of investments in the host State and provisions for the settlement of investment disputes by arbitration. In the first dimension of Public International Law (PIL), Mongolia is bound by international investment treaties, which offer investors an international law setting. In the second dimension, a special domestic investment law defines the domestic framework for the establishment, promotion and protection of investments, but also for the conclusion of investor-State contracts. These contracts in turn open a third legal dimension, which represents a cross-section through the PIL and domestic-law dimensions of investment protection. Following the development of a multi-level system with legal dimensions that are not isolated but rather interrelated and mutually reinforcing, the book examines whether Mongolia’s international investment treaties and domestic investment law reflect globally shared international and domestic standards of treatment and protection of foreign investments. Lastly, the author inquires whether the domestic laws applicable to investor-State contracts in Mongolia allow investors and the Mongolian Government to agree on protective terms according to the (not uncontroversial) standards of international contract practice.
Sinophobia is a timely and groundbreaking study of the anti-Chinese sentiments currently widespread in Mongolia. Graffiti calling for the removal of Chinese dot the urban landscape, songs about killing the Chinese are played in public spaces, and rumors concerning Chinese plans to take over the country and exterminate the Mongols are rife. Such violent anti-Chinese feelings are frequently explained as a consequence of China’s meteoric economic development, a cause of much anxiety for her immediate neighbors and particularly for Mongolia, a large but sparsely populated country that is rich in mineral resources. Other analysts point to deeply entrenched antagonisms and to centuries of hostility between the two groups, implying unbridgeable cultural differences. Franck Billé challenges these reductive explanations. Drawing on extended fieldwork, interviews, and a wide range of sources in Mongolian, Chinese, and Russian, he argues that anti-Chinese sentiments are not a new phenomenon but go back to the late socialist period (1960–1990) when Mongolia’s political and cultural life was deeply intertwined with Russia’s. Through an in-depth analysis of media discourses, Billé shows how stereotypes of the Chinese emerged through an internalization of Russian ideas of Asia, and how they can easily extend to other Asian groups such as Koreans or Vietnamese. He argues that the anti-Chinese attitudes of Mongols reflect an essential desire to distance themselves from Asia overall and to reject their own Asianness. The spectral presence of China, imagined to be everywhere and potentially in everyone, thus produces a pervasive climate of mistrust, suspicion, and paranoia. Through its detailed ethnography and innovative approach, Sinophobia makes a critical intervention in racial and ethnic studies by foregrounding Sinophobic narratives and by integrating psychoanalytical insights into its analysis. In addition to making a useful contribution to the study of Mongolia, it will be essential reading for anthropologists, sociologists, and historians interested in ethnicity, nationalism, and xenophobia.

Land-locked between its giant neighbors, Russia and China, Mongolia was the first Asian country to adopt communism and the first to abandon it. When the Soviet Union collapsed in the early 1990s, Mongolia turned to international financial agencies—including the International Monetary Fund, the World Bank, and the Asian Development Bank—for help in compensating for the economic changes caused by disruptions in the communist world. Modern Mongolia is the best-informed and most thorough account to date of the political economy of Mongolia during the past decade. In it, Morris Rossabi explores the effects of the withdrawal of Soviet assistance, the role of international financial agencies in supporting a pure market economy, and the ways that new policies have led to greater political freedom but also to unemployment, poverty, increasingly inequitable distribution of income, and deterioration in the education, health, and well-being of Mongolian society. Rossabi demonstrates that the agencies providing grants and loans insisted on Mongolia's adherence to a set of policies that did not generally take into account the country's unique heritage and society. Though the sale of state assets, minimalist government, liberalization of trade and prices, a balanced budget, and austerity were supposed to yield marked economic growth, Mongolia—the world's fifth-largest per capita recipient of foreign aid—did not recover as expected. As he details this painful transition from a collective to a capitalist economy, Rossabi also analyzes the cultural effects of the sudden opening of Mongolia to democracy. He looks at the broader implications of Mongolia's international situation and considers its future, particularly in relation to China.
