Modernizing Learning: Building the Future Learning Ecosystem is an implementation blueprint for connecting learning experiences across time and space. This co-created plan represents an advancement of how and where learning will occur in the future. Extensive learning and technological research has been conducted across the myriad disciplines and communities needed to develop this holistic maturation of the learning continuum. These advancements have created the opportunity for formal and informal learning experiences to be accessible anywhere, anytime, and to be personalized to individual needs. However, for full implementation and maximal benefits for learners of all ages and within all communities to be achieved, it is necessary to centralize and coordinate the required connections across technology, learning science, and the greater supporting structures. Accordingly, the ADL Initiative has taken the lead in this coordination process, connecting Government, Military, Academia, Industry, and K-12 teachers, instructors, technologists, researchers, and implementers to create and execute a coordinated transition process. Input was included from stakeholders, communities, and supporting entities which will be involved in this advancement of the life-long learning ecosystem.
Governments have been using technology to modernize the public sector for decades. The World Bank Group (WBG) has been a partner in this process, providing both financing and technical assistance to facilitate countries’ digital transformation journeys since the 1980s. The WBG launched the GovTech Initiative in 2019 to support the latest generation of these reforms. Over the past five years, developing countries have increasingly requested WBG support to design even more advanced digital transformation programs. These programs will help to increase government efficiency and improve the access to and the quality of service delivery, provide more government-to-citizen and government-to-business communications, enhance transparency and reduce corruption, improve governance and oversight, and modernize core government operations. The GovTech Initiative appropriately responds to this growing demand. The GovTech Maturity Index (GTMI) measures the key aspects of four GovTech focus areas—supporting core government systems, enhancing service delivery, mainstreaming citizen engagement, and fostering GovTech enablers—and assists advisers and practitioners in the design of new digital transformation projects. Constructed for 198 economies using consistent data sources, the GTMI is the most comprehensive measure of digital transformation in the public sector. Several similar indices and indicators are available in the public domain to measure aspects of digital government—including the United Nations e-Government Development Index, the WBG’s Digital Adoption Index, and the Organisation for Economic Co-operation and Development (OECD) Digital Government Index. These indices, however, do not fully capture the aspects of emphasis in the GovTech approach—the whole-of-government approach and citizen centricity—as key when assessing the use of digital solutions for public sector modernization. The GTMI is not intended to be an assessment of readiness or performance; rather, it is intended to complement the existing tools and diagnostics by providing a baseline and a benchmark for GovTech maturity and by offering insights to those areas that have room for improvement. The GTMI is designed to be used by practitioners, policy makers, and task teams involved in the design of digital transformation strategies and individual projects, as well as by those who seek to understand their own practices and learn from those of others.

Although state executive branch reorganization has been surrounded by controversy and expense for more than sixty years and has been occurring at an unprecedented rate during the last thirteen, much of our knowledge of it has been anecdotal, fragmentary, conceptually imprecise, and untested, asserts Dr. Garnett. His book contributes conceptual and empirical order to the study of reorganization by analyzing competing and complementary models, evaluating research methodologies, stating hypotheses, and testing those hypotheses with data drawn from more than 150 of the state reorganizations that have taken place in this century. Dr. Garnett addresses three basic questions: Why do state reorganizations occur? How are they conducted? What forms do the reorganized executive branches take? What would separate Union and Confederate countries look like if the South had won the Civil War? In fact, this was something that southern secessionists actively debated. Imagining themselves as nation builders, they understood the importance of a plan for the economic structure of the Confederacy. The traditional view assumes that Confederate slave-based agrarianism went hand in hand with a natural hostility toward industry and commerce. Turning conventional wisdom on its head, John Majewski's analysis finds that secessionists strongly believed in industrial development and state-led modernization. They blamed the South's lack of development on Union policies of discriminatory taxes on southern commerce and unfair subsidies for northern industry. Majewski argues that Confederates' opposition to a strong central government was politically tied to their struggle against northern legislative dominance. Once the Confederacy was formed, those who had advocated states' rights in the national legislature in order to defend against northern political dominance quickly came to support centralized power and a strong executive for war making and nation building.

More than two millennia ago, Aristotle is said to have compiled a collection of ancient constitutions that informed his studies of politics. For Aristotle, constitutions largely distilled and described the varied and distinctive patterns of political life established over time. What constitutionalism has come to mean in the modern era, on the other hand, originates chiefly in the late eighteenth century and primarily with the U.S. Constitution—written in 1787 and made effective in 1789—and the various French constitutions that first appeared in 1791. In the last half century, more than 130 nations have adopted new constitutions, half of those within the last twenty years. These new constitutions are devoted to many of the same goals found in the U.S. Constitution: the rule of law, representative self-government, and protection of rights. But by canvassing constitutional developments at the national and state level in the United States alongside modern constitutions in Eastern and Western Europe, Africa, and Asia, the contributors to Modern Constitutions—all leading scholars of constitutionalism—show that modern constitutions often seek to protect social rights and to establish representative institutions, forms of federalism, and courts charged with constitutional review that depart from or go far beyond the seminal U.S. example. Partly because of their innovations, however, many modern constitutional systems now confront mounting authoritarian pressures that put fundamental commitments to the rule of law in jeopardy. The Ends of Modernization studies the relations between Nicaragua and the United States in the crucial years during and after the Cold War. David Johnson Lee charts the transformation of the ideals of modernization, national autonomy, and planned development as they gave way to human rights protection, neoliberalism, and sustainability. Using archival material, newspapers, literature, and interviews with historical actors in countries across Latin America, the United States, and Europe, Lee demonstrates how conflict between the United States and Nicaragua shaped larger international development policy and transformed the Cold War. In Nicaragua, the backlash to modernization took the form of the Sandinista Revolution which ousted President Anastasio Somoza Debayle in July 1979. In the wake of the earlier reconstruction of Managua after the devastating 1972 earthquake and instigated by the revolutionary shift of power in the city, the Sandinista Revolution incited radical changes that challenged the frankly ideological and economic motivations of modernization. In response to threats to its ideological dominance regionally and globally, the United States began to promote new paradigms of development built around human rights, entrepreneurial internationalism, indigenous rights, and sustainable development. Lee traces the ways Nicaraguans made their country central to the contest over development ideals beginning in the 1960s, transforming how political and economic development were imagined worldwide. By illustrating how ideas about ecology and sustainable development became linked to geopolitical conflict during and after the Cold War, The Ends of Modernization provides a history of the late Cold War that connects the contest between the two then-prevailing superpowers to trends that shape our present, globalized, multipolar world.
