The Routledge Handbook of Defence Studies provides a comprehensive collection of essays on contemporary defence studies by leading international scholars. Defence studies is a multi-disciplinary study of how agents, predominantly states, prepare for and go to war. Whereas security studies has been broadened and stretched to cover at times the near totality of international and domestic affairs, and war studies has come to mean not just operations and tactics but also experiences and outcomes, defence studies remains a coherent area of study primarily aimed at how defence policy changes over time and in relation to stimulating factors such as alterations in power, strategy and technology. This new Handbook offers a complete landscape of this area of study and contributes to a review of defence studies in terms of policy, security and war, but also looks forward to new challenges to existing conceptions of defence and how this is changing as states and their militaries also change. The volume is divided into four thematic sections: Defence as Policy; Defence Practice; Operations and Tactics; and Contemporary Defence Issues. The ability to review the field while also looking forward to further research is an important element of a sustainable text on defence studies. In as much as this volume is able to highlight the main themes of defence studies, it also offers an in-depth look into how defence issues can be examined and compared in a contemporary setting. The Defence Reform was launched in August 2010 as a fundamental review of how Defence is structured and managed. Many of the issues are not new and have been noted by similar reviews. The Steering Group believes an effective MOD is one which builds on the strengths of the individual Services and the Civil Service and does so within a single Defence framework that ensures the whole is more than the sum of its parts. A key driver for this review has been the Department's over-extended programme, to which the existing departmental management structure and management structure and behaviours contributed. Many of the Steering Group's proposals are designed to help prevent the Department from getting into such a poor financial position in the future and to put it in the position to make real savings. There are 53 recommendations the key ones of which are: to create a new and smaller Defence Board chaired by the Defence Secretary to strengthen top level decision making; to clarify the responsibilities of senior leaders, including the Permanent Secretary and the Chief of the Defence Staff; make the Head Office smaller and more strategic, to make high level balance of investment decisions, set strategic direction and a strong corporate framework; focus the Service Chiefs on running their Services and empower them to perform their role effectively with greater freedom to manage; strengthen financial and performance management throughout the Department to ensure future plans are affordable; create a 4 star led Joint Forces Command; create single, coherent Defence Infrastructure and Defence Business Services organisations; manage and use less senior military and civil personnel more effectively, people staying in post longer, more transparent and joint career management.

Devoted to information security, this volume begins with a short course on cryptography, mainly based on lectures given by Rudolf Ahlswede at the University of Bielefeld in the mid 1990s. It was the second of his cycle of lectures on information theory which opened with an introductory course on basic coding theorems, as covered in Volume 1 of this series. In this third volume, Shannon’s historical work on secrecy systems is detailed, followed by an introduction to an information-theoretic model of wiretap channels, and such important concepts as homophonic coding and authentication. Once the theoretical arguments have been presented, comprehensive technical details of AES are given. Furthermore, a short introduction to the history of public-key cryptology, RSA and El Gamal cryptosystems is provided, followed by a look at the basic theory of elliptic curves, and algorithms for efficient addition in elliptic curves. Lastly, the important topic of “oblivious transfer” is discussed, which is strongly connected to the privacy problem in communication. Today, the importance of this problem is rapidly increasing, and further research and practical realizations are greatly anticipated. This is the third of several volumes serving as the collected documentation of Rudolf Ahlswede’s lectures on information theory. Each volume includes comments from an invited well-known expert. In the supplement to the present volume, Rüdiger Reischuk contributes his insights. Classical information processing concerns the main tasks of gaining knowledge and the storage, transmission and hiding of data. The first task is the prime goal of Statistics. For transmission and hiding data, Shannon developed an impressive mathematical theory called Information Theory, which he based on probabilistic models.
