With the arrival of the ‘Internet of Things’ (IoT), smartphones, real-time payments systems, plus FinTech activity, Financial Inclusion services can now be integrated into a country’s National Payment System (NPS), which means there should be no systemic barriers to transitioning the socio-economic pyramid, as actors build their financial status. This, however, is not the case. This book is a comprehensive guide to understanding the transition of financial services from cash-based to digital-based systems, with a focus on Financial Inclusion. It explores the success of Financial Inclusion programs in promoting economic activity and lifting people out of poverty. It does not concentrate on a single deployment or approach, rather, it takes a broader view. The book surveys the technology and infrastructure required to build digital payment systems, as well as the regulatory and governance frameworks that enable their operation, however, the major focus is on the incorporation of these financial services within communities in order to deliver social outcomes. The book opens the conversation, proposing a new method of measuring Financial Inclusion. It takes a critical but constructive look at the field over the last 20+ years and discusses the key learnings. The 2015 Brookings Financial and Digital Inclusion Project (FDIP) Report and Scorecard evaluate access to and usage of affordable financial services across 21 geographically and economically diverse countries. The 2015 FDIP Report and Scorecard seek to answer a set of fundamental questions about today's global financial inclusion efforts, including: 1) Do country commitments make a difference in progress toward financial inclusion?; 2) To what extent do mobile and other digital technologies advance financial inclusion?; and 3) What legal, policy, and regulatory approaches promote financial inclusion? John D. Villasenor, Darrell M. West, and Robin J. Lewis analyzed the financial inclusion landscape in Afghanistan, Bangladesh, Brazil, Chile, Colombia, Ethiopia, India, Indonesia, Kenya, Malawi, Mexico, Nigeria, Pakistan, Peru, the Philippines, Rwanda, South Africa, Tanzania, Turkey, Uganda, and Zambia. Countries received scores and rankings based on 33 indicators spanning four dimensions: country commitment, mobile capacity, regulatory environment, and adoption of traditional and digital financial services. The authors' analysis provides several takeaways with respect to expanding financial inclusion across diverse cultural, economic, and political contexts: · Country commitment is fundamental. · Movement toward digital financial services will accelerate financial inclusion. · Geography generally matters less than policy, legal, and regulatory changes, although some regional trends in terms of financial services provision are evident. · Central banks, ministries of finance, ministries of communications, banks, nonbank financial providers, and mobile network operators play major roles in achieving greater financial inclusion. · Full financial inclusion cannot be achieved without addressing the financial inclusion gender gap. This year's Report and Scorecard are the first of a series of publications intended to provide policymakers, the private sector, nongovernmental organizations, and the general public with information that can help improve financial inclusion in these countries and around the world.
The aim of this paper is to provide a comprehensive assessment of the current state of financial inclusion of the rural youth in Uganda, with a specific focus on their engagement in the agricultural sector and the financial services that are available to them to pursue their business ventures in this area. The study seeks to illustrate and bring to light the core constraints and opportunities associated with the provision of tailored financial services to young agricultural entrepreneurs in the country, while showcasing the essential role that key support actors (such as the Government, Central Bank, international development institutions, NGOs, foundations and many others) can play in fostering the provision and uptake of such services.
Information and communication technology (ICT) has always mattered in agriculture. Ever since people have grown crops, raised livestock, and caught fish, they have sought information from one another. Today, ICT represents a tremendous opportunity for rural populations to improve productivity, to enhance food and nutrition security, to access markets, and to find employment opportunities in a revitalized sector. ICT has unleashed incredible potential to improve agriculture, and it has found a foothold even in poor smallholder farms. ICT in Agriculture, Updated Edition is the revised version of the popular ICT in Agriculture e-Sourcebook, first launched in 2011 and designed to support practitioners, decision makers, and development partners who work at the intersection of ICT and agriculture. Our hope is that this updated Sourcebook will be a practical guide to understanding current trends, implementing appropriate interventions, and evaluating the impact of ICT interventions in agricultural programs.
Sub-Saharan Africa is uniquely positioned significantly increase its current agricultural productivity to lift the region’s more than 400 million people out of extreme poverty and improve the livelihood of approximately 250 million smallholder farmers and pastoralists in the region. To achieve that, substantive digital transformation of the agriculture sector is required through improved infrastructure and increased access to and use of digital technologies for agriculture. To improve the current understanding of sub-Saharan Africa’s digital agriculture landscape, the Food and Agriculture Organization of the United Nations (FAO) and the International Telecommunication Union (ITU) undertook this study in 47 countries. The report is composed of 47 desk-based country case studies against six thematic focal areas, the aim of which is to present a snapshot of the status of digital agriculture in each country. This is followed by highlights of the main findings of the analysis of the country profiles with suggested steps for future action. The findings of the study are presented to FAO and ITU Member States, as well as all relevant stakeholders with the purpose of advancing and supporting investment in digital transformation of the agricultural sector in sub-Saharan Africa.
