Elliot, M.D., the only one through whom the Nursery and Child's Hospital has had-a chance to appear before the scientific public. I have, while serving the Institution, attempted to let the medical public profit by my opportunities. Occasional ar ticles, by myself and by house physicians, in scientific journals, prove that I was aware of my duties to the pro fession as well as to the Institution. In the eyes of the profession a gentleman connected with a public institution, and not serving the common cause of study and progress, neglects his opportunity to prove his ability for observa tion and teaching, and for serving the patients entrusted to his care. Thus, also, all over the world, the public in stitutions crave clinical instruction as a preference, both managers and patients feeling more confidence in the thoroughness of the medical officers and the completeness of individual observation when the opportunities of teach ing are made available. In accordance with this universal custom and want, I have established at your Institution a clinic accessible to the profession and to the students of all the colleges of the city, both male and female, with the result of invariably punctual attendance by the very same persons. I have further given the Institution the benefit of the results of modern science, the attainments of this country and Europe, and have practised what the good men of the profession all over the world admit as valuable, and what I have been teaching, by writing and lecturing, for, ten years and more. Excerpt from Miscellaneous Addresses The collected addresses and state papers of Elihu Root, of which this is one of several volumes, cover the period of his service as Secretary of War, as Secretary of State, and as Senator of the United States, during which time, to use his own expression, his only client was his country. The many formal and occasional addresses and speeches, which will be found to be of a remarkably wide range, are followed by his state papers, such as the instructions to the American delegates to the Second Hague Peace Confer ence and other diplomatic notes and documents, prepared by him as Secretary of State in the performance of his duties as an executive officer of the United States. Although the official documents have been kept separate from the other papers, this plan has been slightly modified in the Volume devoted to the military and colonial policy of the United States, which includes those portions of his official reports as Secretary of War throwing light upon his public addresses and his general military policy. The addresses and speeches selected for publication are not arranged chronologically, but are classified in such a way that each volume contains addresses and speeches relating to a general subject and a common purpose. The addresses as president of the American Society of International Law show his treatment of international questions from the theoretical standpoint, and in the light of his experience as Secretary of War and as Secretary of State, unrestrained and uncontrolled by the limitations of official position, whereas his addresses on foreign affairs, delivered while Secretary of State or as United States Senator, discuss these questions under the reserve of official responsibility. The one relating to the rights, duties and penalties of citizenship was delivered before the Supreme Court soon after the war, and as the legal point at issue was a new one before the courts of either State or nation, and as it affected the right of franchise in very large circles in this and other States, popular interest in the dispute was very general and earnest. It is entirely. Safe to say that this argument is the most exhaustive presentation of the mutual relations between our free government and its subjects that has ever been presented in any of our American courts.
