This book goes beyond traditional minimum wage research to investigate the interplay between different country and sectoral institutional settings and actors’ strategies in the field of minimum wage policies. It asks which strategies and motives, namely free collective bargaining, fair pay and/or minimum income protection, are emphasised by social actors with respect to the regulation and adaptation of (statutory) minimum wages. Taking an actor-centered institutionalist approach, and employing cross-country comparative studies, sector studies and single country accounts of change, the book relates institutional and labour market settings, actors’ strategies and power resources with policy and practice outcomes. Looking at the key pay equity indicators of low wage development and women’s over-representation among the low paid, it illuminates our understandings about the importance of historical junctures, specific constellations of social actors, and sector- and country-specific actor strategies. Finally, it underlines the important role of social dialogue in shaping an effective minimum wage policy. Around the world, minimum wage controls have excluded low cost competitors from labour markets, hampered firms in reducing wage costs during trade downturns, and caused various industrial economic inefficiencies as well as unemployment, poverty, and price rises. This study analyses national minimum wage fixing as a special form of political economic protectionism the equivalent of tariff barriers to low cost imports. It sees it as violating Treaty of Rome and other basic guarantees of free trade and markets in labour services in Europe. This volume seeks to go beyond the microeconomic view of wages as a cost having negative consequences on a given firm, to consider the positive macroeconomic dynamics associated with wages as a major component of aggregate demand.
A holistic assessment of the labor market effects of minimum wage regulation requires understanding employer compliance. We investigate how minimum wage increases and the strength of enforcement regimes affect the prevalence of subminimum wage payment. Using the Current Population Survey (CPS), we find strong evidence that higher minimum wages lead to a greater prevalence of subminimum wage payment. We estimate that increases in measured underpayment following minimum wage increases average between 14 and 22 percent of realized wage gains. Furthermore, we provide evidence that these estimates are unlikely to be driven by measurement error in the CPS’s wage data, which are self-reported. Taken together, we interpret these findings as evidence that minimum wage noncompliance is an important reality in the low-wage labor market. We find some evidence that enforcement regimes mediate both baseline rates of subminimum wage payment and the response of subminimum wage payment to increases in minimum wages.
This book focuses on the core problems of occupational health, safety and well-being of workers in the informal sector in developing countries, where it accounts for most of the rural labour force and a substantial percentage of the urban labour force. The sector is characterised by low incomes, unstable employment and lack of protection in the form of legislation/policies or trade unions. Though some health and problem-solving measures have been introduced, a focused academic effort to address the problems confronting workers in the unorganised sector, or informal economy, is lacking. The book evaluates workers’ physical and mental health in the context of labour migration, social inclusion of minorities and the differently abled, provisions for women workers, demonetisation, occupational safety for hazardous work, and in connection with various areas of informal work, e.g. agriculture, construction, transportation, sanitation, tanning, the tobacco industry, powerloom industry, surrogacy, and self-employment. It provides a well-rounded description of an analytical reflection on the challenges these workers face and focuses on social policy changes to help alleviate them. Accordingly, it offers a valuable asset for researchers and students interested in development studies, the sociology of work, health and labour economics, public health, and social work.

This book examines the movement for living wages at the local level and what it tells us about urban politics. Oren M. Levin-Waldman studies the role that living wage campaigns may have had in recent years in altering the political landscape in four cities where they have been adopted: Los Angeles, Detroit, Baltimore, and New Orleans. It is the author's belief that the living wage movements are a result of policy failure at the local level. They are the by-product of the failure to adequately address the changes that were occurring, mainly the changing urban economic base and growing income inequality. The author undertakes a scholarly analysis of the issue through the disciplinary lenses of political science while also employing some of the economists' tools.
