In the wake of the Mexican Revolution, citizens in many parts of Mexico experienced turbulent and uncertain times. This book tells the story of how the people of the Sierra Norte de Puebla emerged from those traumatic years and came to terms with the many challenges facing them in the decade that followed. It also examines the phenomenon of caciquismo in the postrevolutionary period as seen in the career of one powerful individual. Gabriel Barrios Cabrera, leader of the Brigada Serrana, rose from rural obscurity in the tiny village of Cuacuila to a position of unprecedented military strength during the Revolution, and throughout the 1920s he and his brother Demetrio came to enjoy the confidence of the nation's presidents. This work provides an in-depth look at how a local political boss held on to power. Keith Brewster reveals how the story of the Sierra is inextricably linked to that of the Barrios Cabrera family, and he investigates the ways in which this interconnection developed. When Mexico first became a nation, its military and militias were two of the country’s few major institutions besides the Catholic Church. The army and local provincial militias functioned both as political pillars, providing institutional stability of a crude sort, and as springboards for the ambitions of individual officers. Military service provided upward social mobility, and it taught a variety of useful skills, such as mathematics and bookkeeping. In the postcolonial era, however, militia units devoured state budgets, spending most of the national revenue and encouraging locales to incur debts to support them. Men with rifles provided the principal means for maintaining law and order, but they also constituted a breeding-ground for rowdiness and discontent. As these chapters make clear, understanding the history of state-making in Mexico requires coming to terms with its military past.
Mexico City’s staging of the 1968 Olympic Games should have been a pinnacle in Mexico’s post-revolutionary development: a moment when a nation at ease with itself played proud host to a global celebration of youthful vigour. Representing the Nation argues, however, that from the moment that the city won the bid, the Mexican elite displayed an innate lack of trust in their countrymen. Beautification of the capital city went beyond that expected of a host. It included the removal of undesirables from sight and the sponsorship of public information campaigns designed to teach citizens basic standards of civility and decency. The book’s contention is that these and other measures exposed a chasm between what decades of post-revolutionary socio-cultural reforms had sought to produce, and what members of the elite believed their nation to be. While members of the Organising Committee deeply resented international scepticism of Mexico’s ability to stage the Games, they shared a fear that, with the eyes of the world upon them, their compatriots would reveal Mexico’s aspirations to first world status to be a fraud. Using a detailed analysis of Mexico City’s preparations for the Olympic Games, we show how these tensions manifested themselves in the actions of the Organizing Committee and government authorities. On October 15, 1983, a young mother of six was murdered while walking across her village of Huitzilan de Serdn, Mexico, with her infant son and one of her daughters. This woman, Victoria Bonilla, was among more than one hundred villagers who perished in violence that broke out in 1978 soon after the Mexican army chopped down a cornfield that had been planted on an unused cattle pasture by forty Nahuat villagers. In this anthropological account, based on years of fieldwork in Huitzilan, James M. Taggart turns to Victoria's husband, Nacho Angel Hernndez, to try to understand how a community based on respect and cooperation descended into horrific violence and fratricide. When the army chopped down the cornfield at Talcuaco, the war that broke out resulted in the complete breakdown of the social and moral order of the community. At its heart, this is a tragic love story, chronicling Nacho's feelings for Victoria spanning their courtship, marriage, family life, and her death. Nacho delivered his testimonio to the author in Nahuat, making it one of the few autobiographical love stories told in an Amerindian language, and a very rare account of love among the indigenous people of Mesoamerica. There is almost nothing in the literature on how a man develops and changes his feelings for his wife over his lifetime. This study contributes to the anthropology of emotion by focusing on how the Nahuat attempt to express love through language and ritual.
Maximino Avila Camacho and the One-Party State: The Taming of Caudillismo and Caciquismo in Post-Revolutionary Mexico is a political biography of General Maximino Avila Camacho (1891D1945), one of the most powerful regional politicians in Mexico from 1935 to 1945. He was a member of an officially sponsored party, known today as the Institutional Revolutionary Party (PRI), which claimed to represent the goals of the Mexican Revolution (1910D1921) and which managed to win most federal and regional elections from 1929 until its first presidential defeat in 2000. Maximino (as he is commonly known) became a powerful politician at the time when the official party effectively transformed the Mexican political system from one based on the personal power of regional strongmen and political bosses relying on clientelistic networks (popularly known as 'caudillos' and 'caciques') to a modern one based on a centralized civilian administration supported by institutions. The story of Maximino, the powerful cacique of the state of Puebla, demonstrates that the emergence of the one-party-dominated Mexican state did not destroy caudillos and caciques but simply controlled them. Specifically, it shows how the official party incorporated these leaders and their authoritarian practices into the state's political machinery. The result was 71 years of one-party political domination based on a political culture that emphasized patronage, favoritism, corruption, coercion and co-optation. By tracing Maximino's career, from revolutionary soldier to powerful political leader, we learn how and why the goals that had originally inspired the 'party of the revolution'—primarily democracy and social justice—were sacrificed in order to empower it.
Waged between 1926 and 1929, The Cristero War (also known as The Cristero Rebellion or La Cristiada) resulted from a religious insurrectionary movement, which formed in protest of the Mexican Revolution's anticlerical constitution of 1917. It was arguably the most violent and divisive episode in Mexican history between the 1910 Revolution itself and the ongoing 'Narco Wars'. Filling in major gaps in our understanding of the conflict, Mark Lawrence explores both combatant and civilian experiences in the centre-west Mexican state of Zacatecas and its borderlands. Lawrence shows that, despite the centrality of this key region, it has received little scholarly attention compared with other states, such as Jalisco or Michoacán, which saw similar levels of conflict. In providing a greater understanding of Zacatecas during The Cristero War, Lawrence not only works to even out a major historiographical bias, but he also sheds greater light on the contours of religious conflict and political dissent in early 20th-century Mexican history. In particular, he illustrates how the dynamics of local politics had fundamentally affected the way that a broader movement was embraced (and rejected) at a sub-national level. As such, he offers all historians, irrespective of geographic or temporal specialization, a reminder not to make sweeping assumptions about the everyday nature of compliance and resistance at the local level.
