If the right policies are in place, labour migration can help countries respond to shifts in labour supply and demand, stimulate innovation and sustainable development, and transfer and update skills. However, a lack of international standards regarding concepts, definitions and methodologies for measuring labour migration data still needs to be addressed. This report gives global and regional estimates, broken down by income group, gender and age. It also describes the data, sources and methodology used, as well as the corresponding limitations. The report seeks to contribute to the 2018 Global Compact for Safe, Orderly and Regular Migration and to achieving SDG targets 8.8 and 10.7
This book offers a critical examination of the way in which the nature and governance of international labour migration is changing within a globalizing environment. It examines how labour mobility and the governance of labour migration are changing by exploring the links between political economy and differentiated forms of labour migration. Additionally, it considers the effects of new social models of inclusion and exclusion on labour migration. Therefore, the book troubles the conventional dichotomies and categorizations - permanent vs. temporary; skilled vs. unskilled; legal vs. illegal -- that have informed migration studies and regulatory frameworks. Theoretically, this volume contributes to an ongoing project of reframing the study of migration within politics and international relations. Bringing together an interdisciplinary group of scholars, drawing on examples from the European Union, North America and Asia, Governing International Labour Migration will be of interest to students and scholars of migration studies, IPE, international relations, and economics.

Public debates about the terms of membership and inclusion have intensified as developed economies increasingly rely on temporary migrant labour. While most agree that temporary migrant workers are entitled to the general protection of employment laws, temporary migrants have, by definition, restricted rights to residence, full social protections and often to occupational and geographic mobility. This book raises important ethical questions about the differential treatment of temporary and unauthorised migrant workers, and permanent residents, and where the line should be drawn between exploitation and legitimate employment. Taking the regulatory reforms of Australia as a key case study, Laurie Berg explores how the influence of immigration law extends beyond its functions in regulating admission to and exclusion from a country. Berg examines the ways in which immigration law and enforcement reconfigure the relationships between migrant workers and employers, producing uncertain and coercive working conditions. In presenting an analytical approach to issues of temporary labour migration, the book develops a unique theoretical framework, contending that the concept of precariousness is a more fruitful way than equality or vulnerability to evaluate and address issues of temporary migrant labour. The book will be of great interest to scholars and practitioners of immigration law and employment law and policy.
This book focuses on the neglected yet critical issue of how the global migration of millions of parents as low-waged migrant workers impacts the rights of their children under international human rights law. The work provides a systematic analysis and critique of how the restrictive features of policies governing temporary labour migration interfere with provisions of the Convention on the Rights of the Child that protect the child-parent relationship and parental role in children’s lives. Combining social and legal research, it identifies both potential harms to children’s well-being caused by prolonged child-parent separation and State duties to protect this relationship, which is deliberately disrupted by temporary labour migration policies. The book boldly argues that States benefitting from the labour of migrant workers share responsibility under international human rights law to mitigate harms to the children of these workers, including by supporting effective measures to maintain transnational child-parent relationships. It identifies measures to incorporate children’s best interests into temporary labour migration policies, offering ways to reduce interferences with children’s family rights. This book fills a gap that emerges at the intersection of child rights studies, migration research and existing literature on the purported nexus between labour migration and international development. In some countries of the Persian Gulf as much as 85 to 90 per cent of the population is made-up of expatriate workers.Unsurprisingly, all of the concerned states spend inordinate amounts of their political energies managing the armies of migrant labourers employed in their countries, and there are equally fundamental social, cultural, and economic consequences involved as well. Despite the pervasive and farreaching nature of the phenomenon, to date there have not been any comprehensive, easily accessible studies of labour migration in the Persian Gulf. Migrant Labour in the Persian Gulf is a multi-disciplinary examination of the manifold causes, nature, processes, and consequences of labour migration into the Persian Gulf. It critically analyses the effects of migration for native communities, looking at the types and functions of informal - and at times formal - bi-national and multinational networks that emerge from and in turn sustain migration patterns over time, the role and functions of recruitment agencies, and the values, behaviours, and plans of migrants workers prior to and after setting off for the Persian Gulf.

Migration presents a stark policy dilemma. Research repeatedly confirms that migrants, their families back home, and the countries that welcome them experience large economic and social gains. Easing immigration restrictions is one of the most effective tools for ending poverty and sharing prosperity across the globe. Yet, we see widespread opposition in destination countries, where migrants are depicted as the primary cause of many of their economic problems, from high unemployment to declining social services. Moving for Prosperity: Global Migration and Labor Markets addresses this dilemma. In addition to providing comprehensive data and empirical analysis of migration patterns and their impact, the report argues for a series of policies that work with, rather than against, labor market forces. Policy makers should aim to ease short-run dislocations and adjustment costs so that the substantial long-term benefits are shared more evenly.
