Communities around the world rely on forests for their livelihoods, and the sustainable development of small-scale, often family-run enterprises is increasingly recognised as a key to poverty reduction. This publication examines the needs of such small-scale enterprises for access to microfinance services, given the seasonal and often unpredictable nature of forest-based activities. It looks at different types of financial institutions (such as banks, non-governmental organisations, co-operatives and credit unions) as well as group lending, leasing, insurance and cash transfers. The strengths and weaknesses of different approaches are considered through four case studies which draw on experiences in Nepal, Guatemala, the Sudan and Peru.
During the last three decades many countries in the world improved forest tenure by offering greater recognition of indigenous and community rights to manage forests. In many Latin American countries, the community and smallholder forest enterprises are increasing in number, with some developing strong associations and alliances to promote and sustain their growth. Their potential, however, has yet to be fully realized as significant obstacles to their expansion and growth still exist in a number of countries. The publication aims to support forest policy decision makers in understanding the status and dynamics of small scale forest enterprises in Latin America, their needs and challenges in order to help them set up appropriated enabling environment (policy, legal, institutional) that are conducive to scale up the sustainable development of SSFE. This publication discusses the concept, evolution, and requirements of forest management planning, focusing on multiple-use forest management and small and medium forest enterprises (SMFEs). Forest management planning is a document that translates forest policies into a coordinated programme for managing forests over a set period of time, integrating environmental, economic, and social dimensions. It serves various purposes, such as legal documents, concession agreements, and tools for sustainable forest management. Multiple-use forest management recognizes the diverse values and benefits that forests provide beyond timber, such as water regulation, climate change mitigation, biodiversity conservation, and cultural values. Despite its challenges, forest management planning can contribute to sustainability and optimize the value derived from forests. SMFEs play a crucial role in supporting livelihoods and forest-based economies. However, barriers such as policy environments, lack of support tools, and management challenges need to be addressed. Forest management planning can help overcome these barriers by ensuring legal compliance, mitigating risks, promoting sustainability, and supporting marketing and value chain development. It is also a valuable tool for empowering local forest users, involving stakeholders, and negotiating benefit-sharing arrangements.The process of forest management planning involves gathering information, defining objectives, developing silvicultural and ecosystem services plans, creating a business plan, planning for unusual events, and establishing a monitoring system. It is an adaptive learning process that continuously evaluates and adapts plans based on the results of forest management activities. Stakeholder engagement is key to developing a socially acceptable forest management plan, starting with identifying stakeholders, creating awareness, informed discussions, and monitoring to keep stakeholders accountable for their agreed responsibilities. Negotiating expectations and building consensus helps identify conflicts and integrate qualitative data to improve decision-making in multiple-use forest management.In conclusion, forest management planning is essential for sustainable forest management, contributing to the well-being of communities, the environment, and the economy. This guide provides a framework for forest management planning, guiding forest managers through the planning process stepwise and providing advice on information sources needed during the planning process. The framework can be adapted to national and local contexts in line with relevant regulatory requirements.
This guide suggests ways to design and implement forest-based interventions that have the greatest potential to reduce poverty. Areas for action include timber production in both natural and planted forests, non-wood forest products, woodfuel, bushmeat, agroforestry and payment for environmental services. For each topic, the guide outlines key issues, summarizes successful case studies and identifies sources of additional information. The document highlights the importance of using participatory approaches and of tailoring activities to local circumstances. Emphasis is on making changes that will improve the livelihoods of people living in or near forests, and on helping users to gain a better understanding of the forms of rural poverty and of how decisions made at the local level affect segments of poor rural communities in different ways - women, children and the elderly being the most vulnerable. Forest rights devolution in Nepal from the late 1980s created different types of community-based forest management institutions, in particular community forestry user groups. Effective forest regeneration led to a new focus on entrepreneurial opportunities for improving livelihoods and social equity, resulting in considerable if unstable enterprise growth. Employing the concept of enabling and asset investments, the study examines how user groups have established and managed forest-based enterprises, taking account of regulatory and non-regulatory factors. The study is based on primary data from interviews with 12 community-managed forest enterprises as well as secondary data from the published, government and grey literature. In light of the high export demand for non-timber forest products from India and elsewhere, there has been gradual policy support for enterprise development from the government. Enabling investments by the government, donors and non-governmental organizations have built momentum and contributed to success. Forest-based enterprises have the potential to change the face of Nepal’s rural economy. However, complex and poorly harmonized regulatory requirements have kept many community-managed forest enterprises in a state of informality and unable to attract asset investment. An emerging second generation of community-managed forest enterprises can benefit from reductions in regulatory burdens and attract asset investments capable of overcoming current obstacles to growth.

The 'Sourcebook was developed in partnership with members of the Collaborative Partnership on Forests, including the Food and Agriculture Organization. The 'Sourcebook' provides background on key issues, lessons learned, and recommendations for practitioners on a number of topics including private sector engagement, forest governance, sustainable plantation and commercial harvesting, and forest information management systems. Giving insight into the complex interplay between different realms of development work that effect or are affected by forests, the 'Forests Sourcebook' is a valuable tool for any stakeholder involved in development or business projects that could have impact on forests.
This book provides an overview of the complex challenges and opportunities related to forest-based rural development in the tropics and subtropics. Applying a socio-ecological perspective, the book traces the changing paradigms of forestry in rural development throughout history, summarizes the major aspects of the rural development challenge in forest areas and documents innovative approaches in fields such as land utilization, technology and organizational development, rural advisory services, financing mechanisms, participative planning and forest governance. It brings together scholars and practitioners dealing with the topics from various theoretical and practical angles. Calling for an approach that carefully balances market forces with government intervention, the book shows that forests in rural areas have the potential to provide a solid foundation for a green global economy.
Forest landscapes are inhabited by approximately 1.5 billion people. The aggregate gross annual value of these smallholder producers approaches US$1.3 trillion. Adding value to that production, through financial investment, will be key to delivering the Sustainable Development Goals (SDGs). Therefore, access to finance is an important issue. The Forest and Farm Facility (FFF) commissioned this scoping paper to assess what might be done to improve access to finance. Organisation of forest and farm producers allows finance to be channelled toward valueadded investments. But the motivation to form forest and farm producer organisations (FFPOs) varies with context, from the desire to secure resource rights for Indigenous peoples in the forest core, to the desire to strengthen economic scale efficiencies in periurban forest product processing industries. The scale and type of finance needs vary and span enabling investments (grants or concessional loans)through to asset investments (market-rate capital that requires a return). Access to finance for FFPOs requires tailored approaches. For FFPOs, enabling investments in four key areas are needed to create the conditions and necessary track record to attract asset investment: (i) secure commercial rights; (ii) strong organisation for scale; (iii) appropriate technical extension; and (iv) fair market access and business incubation. Enabling investments of this sort make FFPO businesses bankable and affords them access to finance.
Since the 1970s and 1980s, community-based forestry has grown in popularity, based on the concept that local communities, when granted suffi­cient property rights over local forest commons, can organize autonomously and develop local institutions to regulate the use of natural resources and manage them sustainably. Over time, various forms of community-based forestry have evolved in different countries, but all have at their heart the notion of some level of participation by smallholders and community groups in planning and implementation. This publication is FAO’s fi­rst comprehensive look at the impact of community-based forestry since previous reviews in 1991 and 2001. It considers both collaborative regimes (forestry practised on land with formal communal tenure requiring collective action) and smallholder forestry (on land that is generally privately owned). The publication examines the extent of community-based forestry globally and regionally and assesses its effectiveness in delivering on key biophysical and socioeconomic outcomes, i.e. moving towards sustainable forest management and improving local livelihoods. The report is targeted at policy-makers, practitioners, researchers, communities and civil society.
Forests are receiving unprecedented world-wide attention for their crucial role in the mitigation of climate change; conservation of biodiversity; regulation of water cycle and maintenance of livelihoods. That includes the social and economic benefits from timber; fuelwood; non-wood forest products and wildlife; among other items. Apart from gainful employment and income generation potential for rural communities and self-reliant subsistence of forest dwellers; forests provide a range of environmental services fundamental for human wellbeing; they help protect land and water resources; conserve and improve soils; store carbon and provide significant intrinsic and aesthetic values for people. Yet the continuing deforestation and forest degradation; especially in the poverty afflicted developing countries; threaten the very future of their civilization; while escalating the food insecurity and vulnerability of world’s forest-dependent poorest people. Given the global prospects and problems of the planet’s welfare associated with forests; an effective international response is warranted without further procrastination to ensure sustainable management and conservation of the earth’s forest resource assets. In this context; awareness-raising by launching the International year of Forests 2011 (IYF) is timely. This book on ‘Forests for Sustainability’ is dedicated to the mission of the IYF and the Indian Forest Congress. It is oriented to highlighting the opportunities and challenges for enhancing forestry related livelihoods & sustainability. The book conveys key messages of coordinated effort needed worldwide to use the right mix of regulatory; market based and informational instruments for promoting the improvement of state of forests and related dimensions of the environment and livelihoods.
