In a lecture entitled ’Scotland’s shame’, delivered at the Edinburgh Festival in August 1999, Scotland’s leading musical composer James MacMillan sought in an explosive way to expose the continuing pervasiveness of anti-Irish and anti-Catholic sectarianism and bigotry in contemporary Scotland. A decade of heated public debate has followed. Drawing upon post-colonial critiques of the provincial nature of metropolitan theory, this book approaches the Scotland's shame debate as, in many ways, itself a classic metrocentric cultural struggle over the true and essential telos of a once colonised population. It argues that the most interesting question the debate has provoked, a question which thus far has failed to generate a worthy answer, is: is the Irish Catholic encounter with Scotland intelligible and if so, what is the nature of this intelligibility? The purpose of this book is to harness the complex and rich theory of colonialism which French philosopher, political activist and novelist Jean-Paul Sartre developed and struggled over, to venture a qualified and partial interpretation of the Irish Catholic experience of Scotland. Nevertheless, in so doing, the book takes seriously the charge of metrocentricism as it bears on the search for the meaning of the Irish Catholic adventure in Scotland and refuses to permit any simplistic interpretation of this adventure. Presenting findings from a new oral history archive consisting of 67 interviews with members of the Irish Catholic community in Scotland, attention is given to the themes of national identity, estrangement and belonging; diasporic imaginings of Ireland; anti-imperial activism, agitation and advocacy; culture, faith and family; and poverty, work education and equality.
Focusing on late nineteenth- and twentieth-century stories of detection, policing, and espionage by British and South Asian writers, Yumna Siddiqi presents an original and compelling exploration of the cultural anxieties created by imperialism. She suggests that while colonial writers use narratives of intrigue to endorse imperial rule, postcolonial writers turn the generic conventions and topography of the fiction of intrigue on its head, launching a critique of imperial power that makes the repressive and emancipatory impulses of postcolonial modernity visible. Siddiqi devotes the first part of her book to the colonial fiction of Arthur Conan Doyle and John Buchan, in which the British regime's preoccupation with maintaining power found its voice. The rationalization of difference, pronouncedly expressed through the genre's strategies of representation and narrative resolution, helped to reinforce domination and, in some cases, allay fears concerning the loss of colonial power. In the second part, Siddiqi argues that late twentieth-century South Asian writers also underscore the state's insecurities, but unlike British imperial writers, they take a critical view of the state's authoritarian tendencies. Such writers as Amitav Ghosh, Michael Ondaatje, Arundhati Roy, and Salman Rushdie use the conventions of detective and spy fiction in creative ways to explore the coercive actions of the postcolonial state and the power dynamics of a postcolonial New Empire. Drawing on the work of leading theorists of imperialism such as Edward Said, Frantz Fanon, and the Subaltern Studies historians, Siddiqi reveals how British writers express the anxious workings of a will to maintain imperial power in their writing. She also illuminates the ways South Asian writers portray the paradoxes of postcolonial modernity and trace the ruses and uses of reason in a world where the modern marks a horizon not only of hope but also of economic, military, and ecological disaster.

Following the Indian Rebellion of 1857, fear of Indigenous uprisings spread across the British Empire and nibbled at the edges of settler societies. Publicly admitting to this anxiety, however, would have gone counter to Victorian notions of racial superiority. In Settler Anxiety at the Outposts of Empire Kenton Storey opens a window on this time by comparing newspaper coverage in the 1850s and 1860s in the colonies of New Zealand and Vancouver Island. Challenging the idea that there was a decline in the popularity of humanitarianism across the British Empire in the mid-nineteenth century, he demonstrates how government officials and newspaper editors appropriated humanitarian rhetoric as a flexible political language. Whereas humanitarianism had previously been used by Christian evangelists to promote Indigenous rights, during this period it became a popular means to justify the expansion of settlers’ access to land and to promote racial segregation, all while insisting on the “protection” of Indigenous peoples.
In 1806 General Thomas Picton, Britain's first governor of Trinidad, was brought to trial for the torture of a free mulatto named Louisa Calderon and for overseeing a regime of terror over the island's slave population. James Epstein offers a fascinating account of the unfolding of this colonial drama. He shows the ways in which the trial and its investigation brought empire 'home' and exposed the disjuncture between a national self-image of humane governance and the brutal realities of colonial rule. He uses the trial to open up a range of issues, including colonial violence and norms of justice, the status of the British subject, imperial careering, visions of development after slavery, slave conspiracy and the colonial archive. He reveals how Britain's imperial regime became more authoritarian, hierarchical and militarised but also how unease about abuses of power and of the rights of colonial subjects began to grow.
While the need for a history of liberalism that goes beyond its conventional European limits is well recognized, the agrarian backwaters of the British Empire might seem an unlikely place to start. Yet specifically liberal preoccupations with property and freedom evolved as central to agrarian policy and politics in colonial Bengal. Liberalism in Empire explores the generative crisis in understanding property’s role in the constitution of a liberal polity, which intersected in Bengal with a new politics of peasant independence based on practices of commodity exchange. Thus the conditions for a new kind of vernacular liberalism were created. Andrew Sartori’s examination shows the workings of a section of liberal policy makers and agrarian leaders who insisted that norms governing agrarian social relations be premised on the property-constituting powers of labor, which opened a new conceptual space for appeals to both political economy and the normative significance of property. It is conventional to see liberalism as traveling through the space of empire with the extension of colonial institutions and intellectual networks. Sartori’s focus on the Lockeanism of agrarian discourses of property, however, allows readers to grasp how liberalism could serve as a normative framework for both a triumphant colonial capitalism and a critique of capitalism from the standpoint of peasant property.
Sarah C. Dunstan constructs a narrative of black struggles for rights and citizenship that spans most of the twentieth century, encompassing a wide range of people and movements from France and the United States, the French Caribbean and African colonies. She explores how black scholars and activists grappled with the connections between culture, race and citizenship and access to rights, mapping African American and Francophone black intellectual collaborations from the Paris Peace Conference in 1919 to the March on Washington in 1963. Connecting the independent archives of black activist organizations within America and France with those of international institutions such as the League of Nations, the United Nations and the Comintern, Dunstan situates key black intellectuals in a transnational framework. She reveals how questions of race and nation intersected across national and imperial borders and illuminates the ways in which black intellectuals simultaneously constituted and reconfigured notions of Western civilization.
