Excerpt from Message From the President of the United States Transmitting the First Report of the United States High Commissioner to the Philippine Islands Covering the Period From November 15, 1935, to December 31, 1936 Sir: Pursuant to the provisions of section 7 (4) of the act of Congress of March 24, 1934, providing that the United States High Commissioner Shall annually render an Official report to the Presi dent and Congress of the United States, I have the honor to sub mit herewith a report covering the period from November 15, 1935, to December 31, 1936. At the time of writing this report, complete information as of December 31, 1936, was not available. This state ment relates particularly to the section on Public Finance. This fact has been duly noted in the specific sections to which it applies. Later reports will be submitted to supplement these incomplete sec tions. It will be noted that this report covers a period of more than a year. Because the Commonwealth Government's reports are on a calendar year basis, it seems desirable to place the annual reports Of the High Commissioner on the same basis.
