Updated as of May 29, 2018 To minimize the risk of serious adverse health consequences or death from consumption of contaminated produce, the Food and Drug Administration (FDA or we) is establishing science-based minimum standards for the safe growing, harvesting, packing, and holding of produce, meaning fruits and vegetables grown for human consumption. FDA is establishing these standards as part of our implementation of the FDA Food Safety and Modernization Act. These standards do not apply to produce that is rarely consumed raw, produce for personal or on-farm consumption, or produce that is not a raw agricultural commodity. In addition, produce that receives commercial processing that adequately reduces the presence of microorganisms of public health significance is eligible for exemption from the requirements of this rule. The rule sets forth procedures, processes, and practices that minimize the risk of serious adverse health consequences or death, including those reasonably necessary to prevent the introduction of known or reasonably foreseeable biological hazards into or onto produce and to provide reasonable assurances that the produce is not adulterated on account of such hazards. We expect the rule to reduce foodborne illness associated with the consumption of contaminated produce. Time-frequency analysis is a modern branch of harmonic analysis. It com prises all those parts of mathematics and its applications that use the struc ture of translations and modulations (or time-frequency shifts) for the anal ysis of functions and operators. Time-frequency analysis is a form of local Fourier analysis that treats time and frequency simultaneously and sym metrically. My goal is a systematic exposition of the foundations of time-frequency analysis, whence the title of the book. The topics range from the elemen tary theory of the short-time Fourier transform and classical results about the Wigner distribution via the recent theory of Gabor frames to quantita tive methods in time-frequency analysis and the theory of pseudodifferential operators. This book is motivated by applications in signal analysis and quantum mechanics, but it is not about these applications. The main ori entation is toward the detailed mathematical investigation of the rich and elegant structures underlying time-frequency analysis. Time-frequency analysis originates in the early development of quantum mechanics by H. Weyl, E.
