Legal, security and safety aspects of worship are not only important but also indispensable to the management of worship centres. Clergymen, church officials and worshippers are becoming increasingly aware of legal, safety and secured environment in places of worship. Incessant criminal and terrorist attacks against places of worship underlie the necessity of the book in knowledge of law, security and safety programmes to help worship centres officials and management. The compelling reasons for writing this book is to provide knowledge of the basic principles of legal, security and safety as they apply to the religious context and how they become a necessity for the future survival and existence of religion in Nigeria. This textbook is designed specifically to provide the much needed knowledge of law, security and safety directly related to religious organisations in Nigeria. It covers the basic principles of law, security and safety to problems of religion and worship centres. This book aims at exposing church administrators, worshippers and general public to the effective and efficient implementation of legal, security and safety policies, procedures and programmes in places of worship. It provides a general framework to the study of law, security and safety of worship facilities. The book is unique in many ways: it is not a mere catalogue of legal, security and safety policies, procedures, and programmes, but consists of their applications to practice of religion.
“Nel focuses on grievous religious persecution as one manifestation of crimes against humanity. In spite of shocking reports in recent years about mass-scale atrocities, the issue of religious persecution so far has received comparatively limited attention in academic literature. By meticulously putting together the various elements that jointly define religious persecution, Nel’s dissertation fills a frequently felt gap. Moreover, he reminds us that humanity cannot remain silent about manifestations of grievous religious persecution, which after all are crimes against humanity as a whole. International criminal law must be applied to overcome the gloating triumph of perpetrators over their victims.” From the foreword by Prof. Dr. Heiner Bielefeldt, former U.N. Special Rapporteur on freedom of religion or belief
From Executive summary: This report focuses on the government's efforts to enforce federal civil rights laws prohibiting religious discrimination in the administration and management of federal and state prisons. Prisoners in federal and state institutions retain certain religious exercise rights under the Constitution and statutes including the Religious Land Use and Institutionalized Persons Act (RLUPIPA), the Religious Freedom Restoration Act (RFRA), and the Civil rights of Institutionalized Persons Act (CRIPA). Many states have similar provisions in their state constitutions and in state law modeled on RFRA. These rights must be balanced with the legitimate concerns of prisons officials, including cost, staffing, and most importantly, prison safety and security. Reconciling these rights and concerns can be a significant challenge for penal institutions, as well as courts.
