The water–food–energy nexus is emerging as a critical issue in Asia and the Pacific. It is clear that solutions must be found to assure water security, thereby eliminating the immediate---and increasing---risk to food security, energy security, and economic growth and stability: water must be recognized as an economic as well as a social good. Governments need to be encouraged to think differently about water, take the longer-term view, and be mindful of the strategic and economic value of this limited resource. This publication is the result of a scoping study initiated by the Asian Development Bank to better understand the issues associated with the water–food–energy nexus in Asia and the Pacific. It provides high-level guidance on the choices available to address the region's water security issues.
In the Asia–Pacific region, water resources form the basis of agrarian prosperity and economic development. However, increasing water demand due to population growth, rapid industrialisation and urbanisation, and a changing climate undermine those water resources. Like many parts of the world, Asia–Pacific faces increasing water scarcity, with varying characteristics, causes and trends across a diverse range of countries at different stages of development. Understanding of the spatial and temporal differences in water scarcity across the region is, however, limited, and while policies and management strategies are under development in all countries, their effectiveness varies significantly. Responses to water scarcity are often reacting to acute issues such as drought or conflicts between competing water users; while regional and national level policies exist in most cases, they often lack subsidiary legislation, program development or the resources needed for successful implementation.The main objective of the present study was to develop an understanding of the dynamics of water scarcity across Asia–Pacific and how countries manage that scarcity—ultimately informing more effective management approaches that can be scaled across the region.
The Asian Water Development Outlook charts progress in water security in Asia and the Pacific over the past 5 years. This 2016 edition of the report uses the latest available data to assess water security in five key dimensions: household access to piped potable water and improved sanitation, economic water security, providing better urban water services to build more livable cities, restoring healthy rivers and ecosystems, and resilience to water disasters. The region shows a positive trend in strengthening water security since the 2013 edition of the report, when 38 out of 49 countries were assessed as water-insecure. In 2016, that number dropped to 29 out of 48 countries. This study was supported by ADB’s Water Financing Partnership Facility.
Recognizing that safe and adequate water supplies are an essential component of fighting poverty and disease, the ADB Water for All Publication series focuses on understanding the water issues facing poor people in developing countries in Asia and the Pacific region. This document summarizes both a comprehensive study on water in 18 Asian cities and a regional workshop held to present the findings of the study to representatives of civil society and the media and examine the role these groups play in finding solutions to improve access and quality of water for the urban poor.
The report aims to provide a conceptual framework to address food security under conditions of water scarcity in agriculture. It has been prepared by a team of FAO staff and consultants in the framework of the project "Coping with water scarcity - the role of agriculture", and has been discussed at an Expert Consultation meeting organized in FAO, Rome, during the period 14-16 December 2009 on the same subject. It was subsequently edited and revised, taking account of discussions in the Expert Consultation and materials presented to the meeting. The purpose of the Expert Consultation was to assist FAO to better design its water scarcity programme. In particular, the experts were requested to provide recommendations on the range of technical and policy options and associated principles that FAO should promote as part of an agricultural response to water scarcity in member countries. The document offers views on the conceptual framework on which FAO's water scarcity programme should be based, proposes a set of definitions associated with the concept of water scarcity, and indicates the main principles on which FAO should base its action in support to its member countries. At the meeting, experts were requested to review the draft document and provide feedback and recommendations for its finalization. Issues that were addressed in discussions included: 3⁄4 Water scarcity: agreement on key definitions. 3⁄4 The conceptualisation of water scarcity in ways that are meaningful for policy development and decision-making. 3⁄4 The quantification of water scarcity. . 3⁄4 Policy and technical response options available to ensure food security in conditions of water scarcity. . 3⁄4 Criteria and principles that should be used to establish priorities for action in response to water scarcity in agriculture and ensure effective and efficient water scarcity coping strategies.
This publication is the first Asia-Pacific report that comprehensively maps out the intersections between gender and environment at the levels of household, work, community and policy. It examines gender concerns in the spheres of food security, agriculture, energy, water, fisheries and forestry, and identifies strategic entry points for policy interventions. Based on a grounded study of the reality in the Asia-Pacific region, this report puts together good practices and policy lessons that could be capitalized by policymakers to advance the agenda of sustainable development in Asia and the Pacific.
Scientific evidence shows that most glaciers in South Asia's Hindu Kush Himalayan region are retreating, but the consequences for the region's water supply are unclear, this report finds. The Hindu Kush Himalayan region is the location of several of Asia's great river systems, which provide water for drinking, irrigation, and other uses for about 1.5 billion people. Recent studies show that at lower elevations, glacial retreat is unlikely to cause significant changes in water availability over the next several decades, but other factors, including groundwater depletion and increasing human water use, could have a greater impact. Higher elevation areas could experience altered water flow in some river basins if current rates of glacial retreat continue, but shifts in the location, intensity, and variability of rain and snow due to climate change will likely have a greater impact on regional water supplies. Himalayan Glaciers: Climate Change, Water Resources, and Water Security makes recommendations and sets guidelines for the future of climate change and water security in the Himalayan Region. This report emphasizes that social changes, such as changing patterns of water use and water management decisions, are likely to have at least as much of an impact on water demand as environmental factors do on water supply. Water scarcity will likely affect the rural and urban poor most severely, as these groups have the least capacity to move to new locations as needed. It is predicted that the region will become increasingly urbanized as cities expand to absorb migrants in search of economic opportunities. As living standards and populations rise, water use will likely increase-for example, as more people have diets rich in meat, more water will be needed for agricultural use. The effects of future climate change could further exacerbate water stress. Himalayan Glaciers: Climate Change, Water Resources, and Water Security explains that changes in the availability of water resources could play an increasing role in political tensions, especially if existing water management institutions do not better account for the social, economic, and ecological complexities of the region. To effectively respond to the effects of climate change, water management systems will need to take into account the social, economic, and ecological complexities of the region. This means it will be important to expand research and monitoring programs to gather more detailed, consistent, and accurate data on demographics, water supply, demand, and scarcity.
This book assesses the current water-security situation in Asia. The thematic areas of the book discuss the United Nation’s sustainable development goals with a particular focus on Goal 6 (“Ensure availability and sustainable management of water and sanitation”) and Goal 13 (“Take urgent action to combat climate change and its impacts”). Asia has been facing a number of water-related challenges for decades due to multiple factors such as increasing population, socio-economic development, urbanization and migration, and climate change now poses an additional threat. While significant efforts have been made by governments in Asia, much more work is needed to make Asian societies water-secure. Given its multi-disciplinary approach, the book is a valuable resource for researchers involved in the further development of water-security concepts, approaches, and methodologies. In addition, it helps policymakers, planners, and practitioners to formulate sustainable water- security enhancement strategies grounded in sound scientific evidence to protect human well-being.
The United Nations World Water Assessment Programme (WWAP) is hosted and led by UNESCO. WWAP brings together the work of 31 UN-Water Members as well as 37 Partners to publish the United Nations World Water Development Report (WWDR) series. Under the theme Water for Sustainable Development, the WWDR 2015 has been prepared as a contribution from UN-Water to the discussions surrounding the post-2015 framework for global sustainable development. Highlighting water's unique and often complex role in achieving various sustainable development objectives, the WWDR 2015 is addressed to policy- and decision-makers inside and outside the water community, as well as to anyone with an interest in freshwater and its many life-giving benefits. The report sets an aspirational yet achievable vision for the future of water towards 2050 by describing how water supports healthy and prosperous human communities, maintains well functioning ecosystems and ecological services, and provides a cornerstone for short and long-term economic development. It provides an overview of the challenges, issues and trends in terms of water resources, their use and water-related services like water supply and sanitation. The report also offers, in a rigorous yet accessible manner, guidance about how to address these challenges and to seize the opportunities that sound water management provides in order to achieve and maintain economic, social and environmental sustainability.
One of the main problems confronting the world of the 21st Century is a shortage of water. There is already severe scarcity in many regions of the world, causing tremendous problems for local populations and indeed entire societies. There is insufficient water available for the production of food to alleviate poverty and starvation; the lack of water hampers industrial, urban and tourism development, forcing restrictions on other sectors, especially agriculture; health problems arise as the deterioration of ground and surface waters favours water-borne diseases, which flourish in the absence of decent water distribution and sewerage systems. Water conflicts still arise in areas under stress, while water for nature has become a vanishing priority in such zones. This book is a guide to the establishment of regional and/or local guidelines for developing and implementing new ideas for coping with water scarcity. The basic premise underlying the book is that water scarcity will persist, so personal, human and society-wide skills will be needed to cope with it while living in harmony with the necessary environmental constraints. The book provides basic information to assist decision makers, water managers, engineers, agronomists, social scientists and other professions (and their students) in formulating coherent, hopefully harmonious and consolidated views on the issue. Guidelines are also given for introducing the general public to the concept of water scarcity and how to deal with it.
