After the financial collapse of 2008 and the bailing out of banks in the US and the UK, the long-term viability of the neoliberal doctrine has come under new scrutiny. The elimination of regulatory control, the financialization of the economy including the growth of increasingly complex financial innovations, and the dominance of a rentier class have all been subject to thorough criticism. Despite the unexpected meltdown of the financial system and the substantial costs for restoring the finance industry, critics contend that the same decision-makers remain in place and few substantial changes to regulatory control have been made. Even though neoliberal thinking strongly stresses the role of the market and market-based transactions, the organization theory and management literature has been marginally concerned with neoliberalism as a political agenda and economic policy. This book examines the consequences of neoliberalism for management thinking and management practice. Managerial practices in organizations are fundamentally affected by a political agenda emphasizing competition and innovation. Concepts such as auditing, corporate social responsibility, shareholder value, and boundariless careers are some examples of managerial terms and frameworks that are inextricably entangled with the neoliberal agenda. Just one generation ago, lawyers dominated Mexico's political elite, and Mexican economists were a relatively powerless group of mostly leftist nationalists. Today, in contrast, the country is famous, or perhaps infamous, for being run by American-trained neoclassical economists. In 1993, the Economist suggested that Mexico had the most economically literate government in the world--a trend that has continued since Mexico's transition to multi-party democracy. To the accompanying fanfare of U.S. politicians and foreign investors, these technocrats embarked on the ambitious program of privatization, deregulation, budget-cutting, and opening to free trade--all in keeping with the prescriptions of mainstream American economics. This book chronicles the evolution of economic expertise in Mexico over the course of the twentieth century, showing how internationally credentialed experts came to set the agenda for the Mexican economics profession and to dominate Mexican economic policymaking. It also reveals how the familiar language of Mexico's new experts overlays a professional structure that is still alien to most American economists. Sarah Babb mines diverse sources--including Mexican undergraduate theses, historical documents, and personal interviews--to address issues relevant not only to Latin American studies, but also to the sociology of professions, political sociology, economic sociology, and neoinstitutionalist sociology. She demonstrates with skill how peculiarly national circumstances shape what economic experts think and do. At the same time, Babb shows how globalization can erode national systems of economic expertise in developing countries, creating a new class of ''global experts.''
Neoliberalism - the doctrine that market exchange is an ethic in itself, capable of acting as a guide for all human action - has become dominant in both thought and practice throughout much of the world since 1970 or so. Its spread has depended upon a reconstitution of state powers such that privatization, finance, and market processes are emphasized. State interventions in the economy are minimized, while the obligations of the state to provide for the welfare of its citizens are diminished. David Harvey, author of 'The New Imperialism' and 'The Condition of Postmodernity', here tells the political-economic story of where neoliberalization came from and how it proliferated on the world stage. While Thatcher and Reagan are often cited as primary authors of this neoliberal turn, Harvey shows how a complex of forces, from Chile to China and from New York City to Mexico City, have also played their part. In addition he explores the continuities and contrasts between neoliberalism of the Clinton sort and the recent turn towards neoconservative imperialism of George W. Bush. Finally, through critical engagement with this history, Harvey constructs a framework not only for analyzing the political and economic dangers that now surround us, but also for assessing the prospects for the more socially just alternatives being advocated by many oppositional movements.
This book argues that the concepts of ‘neoliberalism’ and ‘neoliberalisation,’ while in common use across the whole range of social sciences, have thus far been generally overlooked in planning theory and the analysis of planning practice. Offering insights from papers presented during a conference session at a meeting of the Association of American Geographers in Boston in 2008 and a number of commissioned chapters, this book fills this significant hiatus in the study of planning. What the case studies from Africa, Asia, North-America and Europe included in this volume have in common is that they all reveal the uneasy cohabitation of ‘planning’ – some kind of state intervention for the betterment of our built and natural environment – and ‘neoliberalism’ – a belief in the superiority of market mechanisms to organize land use and the inferiority of its opposite, state intervention. Planning, if anything, may be seen as being in direct contrast to neoliberalism, as something that should be rolled back or even annihilated through neoliberal practice. To combine ‘neoliberal’ and ‘planning’ in one phrase then seems awkward at best, and an outright oxymoron at worst. To admit to the very existence or epistemological possibility of ‘neoliberal planning’ may appear to be a total surrender of state planning to market superiority, or in other words, the simple acceptance that the management of buildings, transport infrastructure, parks, conservation areas etc. beyond the profit principle has reached its limits in the 21st century. Planning in this case would be reduced to a mere facilitator of ‘market forces’ in the city, be it gentle or authoritarian. Yet in spite of these contradictions and outright impossibilities, planners operate within, contribute to, resist or temper an increasingly neoliberal mode of producing spaces and places, or the revival of profit-driven changes in land use. It is this contradiction between the serving of private profit-seeking interests while actually seeking the public betterment of cities that this volume has sought to describe, explore, analyze and make sense of through a set of case studies covering a wide range of planning issues in various countries. This book lays bare just how spatial planning functions in an age of market triumphalism, how planners respond to the overruling profit principle in land allocation and what is left of non-profit driven developments.

Despite the severity of the global economic crisis and the widespread aversion towards austerity policies, neoliberalism remains the dominant mode of economic governance in the world. What makes neoliberalism such a resilient mode of economic and political governance? How does neoliberalism effectively reproduce itself in the face of popular opposition?
