This guide is designed to help local elected officials become better intergovernmental advocates for their city's children and families. The book is based on the experiences of selected policy researchers, collected via a questionnaire sent to some 50 local officials. It advocates developing and using intergovernmental collaboration and partnerships in which officials from all levels and the private sector come together as equals to find joint solutions to community problems. Chapter 1, "The Dual Crises of the 1990s," provides the context within which local officials must work (children, families, and systems that are supposed to be serving them are in crisis). Chapter 2, "Who Does What To Whom," gives a brief overview of the various government structures that affect children and families and points out opportunities for advocacy in each. Chapter 3, "How the Intergovernmental Pieces Fit Together," describes the ways that intergovernmental efforts provide services to children and highlights points of flexibility where local advocacy can be particularly effective. Chapter 4, "Local Government: Catalyst for Collaboration," covers how local efforts can rationalize and coordinate the maze of services and programs and gives specific examples, resources, and sources for technical assistance. Chapter 5, "Seven Steps to Becoming a More Powerful Partner," outlines seven key steps to becoming a stronger advocate for the city's children. Included are two figures and selected supplementary discussions. Three appendixes contain lists of state advocacy organizations; national advocacy, research, and professional organizations; and 37 references. (JB)

In this book, Barrett and Greene present evolving theories of performance management, the practices necessary for a good performance-based government, and the pitfalls that can easily be encountered along the way—andhow to avoid them. As performance management has evolved, it has encompassed many different tools and approaches including measurement, data analysis, evidence-based management, process improvement, research and evaluation. In the past, many of the efforts to improve performance in government have been fragmented, separated into silos and labeled with a variety of different names including performance-based budgeting, performance-informed management, managing for results and so on. Making Government Work: The Promises and Pitfalls of Performance-Informed Management by Katherine Barrett and Rich Greene is loaded with dozens of stories of what practitioners are currently working on—what’s working and what’s not. This report, published in its entirety (OTA-TCT-578) and in a summary form (OTA-TCT-579) containing only the first chapter of the complete report, focuses on key topics and issues that are central to the successful use of electronic delivery by government. The review conducted by the Office of Technology Assessment concludes that the movement toward electronic delivery of government services is accelerating, but that many factors must be considered. The greatest risks of electronic delivery are overlooking the human element and users' needs, which would further widen the gap between the technologically literate and the technologically illiterate, and failing to capitalize on all the opportunities that partnerships among government agencies and the private sector could provide. Changes that will be required in federal management are outlined, and options for successful implementation of electronic delivery are sketched. Many rely on the amplification of existing structures. Five appendixes complement the complete report, including a list of the 11 boxes, 5 figures, and 22 tables that illustrate the discussion; and lists of acronyms and terms, contributors, field study participants, and contractor reports.
