This Element explores the history of urban planning, city building, and city life in the socialist world. It follows the global trajectories of architects, planners, and ideas about socialist urbanism developed during the twentieth century, while also highlighting features of everyday life in socialist cities. The Element opens with a section on the socialist city as it took shape first in the Soviet Union. Subsequent sections take a comparative and transnational approach to the history of socialist urbanism, tracing socialist city development in the Union of Soviet Socialist Republics (USSR), Eastern Europe, Asia, Africa, and Latin America.

This prize-winning study of post-WWII Romania examines the fraught relationship between national heritage and Socialist statecraft. In Socialist Heritage, ethnographer and historian Emanuela Grama explores the socialist state’s attempt to create its own heritage, as well as the ongoing legacy of that project. While many argue that the socialist regimes of Central and Eastern Europe aimed to erase the pre-war history of the socialist cities, Grama shows that the communist state in Romania sought to exploit the past for its own benefit. The book traces the transformation of Bucharest’s Old Town district from the early twentieth century into the twenty-first. Under socialism, politicians and professionals used the district’s historic buildings—especially the ruins of a medieval palace—to emphasize the city’s Romanian past and erase its ethnically diverse history. Since the collapse of socialism, the cultural and economic value of the Old Town has become highly contested. Its poor residents decry their semi-decrepit homes, while entrepreneurs see it as a source of easy money. Such arguments point to recent negotiations about the meanings of class, political participation, and ethnic and economic belonging in today’s Romania. Grama’s rich historical and ethnographic research reveals the fundamentally dual nature of heritage: every search for an idealized past relies on strategies of differentiation that can lead to further marginalization and exclusion. The devastation of World War II left the Yugoslavian capital of Belgrade in ruins. Communist Party leader Josip Broz Tito saw this as a golden opportunity to recreate the city through his own vision of socialism. In Designing Tito's Capital, Brigitte Le Normand analyzes the unprecedented planning process called for by the new leader, and the determination of planners to create an urban environment that would benefit all citizens. Led first by architect Nikola Dobrovic and later by Milos Somborski, planners blended the predominant school of European modernism and the socialist principles of efficient construction and space usage to produce a model for housing, green space, and working environments for the masses. A major influence was modernist Le Corbusier and his Athens Charter published in 1943, which called for the total reconstruction of European cities, transforming them into compact and verdant vertical cities unfettered by slumlords, private interests, and traffic congestion. As Yugoslavia transitioned toward self-management and market socialism, the functionalist district of New Belgrade and its modern living were lauded as the model city of socialist man. The glow of the utopian ideal would fade by the 1960s, when market socialism had raised expectations for living standards and the government was eager for inhabitants to finance their own housing. By 1972, a new master plan emerged under Aleksandar Dordevic, fashioned with the assistance of American experts. Espousing current theories about systems and rational process planning and using cutting edge computer technology, the new plan left behind the dream for a functionalist Belgrade and instead focused on managing growth trends. While the public resisted aspects of the new planning approach that seemed contrary to socialist values, it embraced the idea of a decentralized city connected by mass transit. Through extensive archival research and personal interviews with participants in the planning process, Le Normand's comprehensive study documents the evolution of 'New Belgrade' and its adoption and ultimate rejection of modernist principles, while also situating it within larger continental and global contexts of politics, economics, and urban planning.
Spatial Revolution is the first comparative parallel study of Soviet architecture and planning to create a narrative arc across a vast geography. The narrative binds together three critical industrial-residential projects in Baku, Magnitogorsk, and Kharkiv, built during the first fifteen years of the Soviet project and followed attentively worldwide after the collapse of capitalist markets in 1929. Among the revelations provided by Christina E. Crawford is the degree to which outside experts participated in the construction of the Soviet industrial complex, while facing difficult topographies, near-impossible deadlines, and inchoate theories of socialist space-making. Crawford describes how early Soviet architecture and planning activities were kinetic and negotiated and how questions about the proper distribution of people and industry under socialism were posed and refined through the construction of brick and mortar, steel and concrete projects, living laboratories that tested alternative spatial models. As a result, Spatial Revolution answers important questions of how the first Soviet industrialization drive was a catalyst for construction of thousands of new enterprises on remote sites across the Eurasian continent, an effort that spread to far-flung sites in other socialist states—and capitalist welfare states—for decades to follow. The Buryats are a Mongolian population in Siberian Russia, the largest indigenous minority. The Socialist Way of Life in Siberia presents the dramatic transformation in their everyday lives during the late twentieth century. The book challenges the common notion that the process of modernization during the later Soviet period created a Buryat national assertiveness rather than assimilation or support for the state.
In the midst of China’s post-Mao market reforms, the old status hierarchy is collapsing. Who will determine what will take its place? In Creating Market Socialism, the sociologist Carolyn L. Hsu demonstrates the central role of ordinary people—rather than state or market elites—in creating new institutions for determining status in China. Hsu explores the emerging hierarchy, which is based on the concept of suzhi, or quality. In suzhi ideology, human capital and educational credentials are the most important measures of status and class position. Hsu reveals how, through their words and actions, ordinary citizens decide what jobs or roles within society mark individuals with suzhi, designating them “quality people.” Hsu’s ethnographic research, conducted in the city of Harbin in northwestern China, included participant observation at twenty workplaces and interviews with working adults from a range of professions. By analyzing the shared stories about status and class, jobs and careers, and aspirations and hopes that circulate among Harbiners from all walks of life, Hsu reveals the logic underlying the emerging stratification system. In the post-socialist era, Harbiners must confront a fast-changing and bewildering institutional landscape. Their collective narratives serve to create meaning and order in the midst of this confusion. Harbiners collectively agree that “intellectuals” (scientists, educators, and professionals) are the most respected within the new social order, because they contribute the most to Chinese society, whether that contribution is understood in terms of traditional morality, socialist service, or technological and economic progress. Harbiners understand human capital as an accurate measure of a person’s status. Their collective narratives about suzhi shape their career choices, judgments, and child-rearing practices, and therefore the new practices and institutions developing in post-socialist China.
Linchpin of the Soviet system and exemplar of its ideology, Moscow was nonetheless instrumental in the Soviet Union's demise. It was in this metropolis of nine million people that Boris Yeltsin, during two frustrating years as the city's party boss, began his move away from Communist orthodoxy. Colton charts the general course of events that led to this move, tracing the political and social developments that have given the city its modern character. He shows how the monolith of Soviet power broke down in the process of metropolitan governance, where the constraints of censorship and party oversight could not keep up with proliferating points of view, haphazard integration, and recurrent deviation from approved rules and goals. Everything that goes into making a city - from town planning, housing, and retail services to environmental and architectural concernsfigures in Colton's account of what makes Moscow unique. He shows us how these aspects of the city's organization, and the actions of leaders and elite groups within them, coordinated or conflicted with the overall power structure and policy imperatives of the Soviet Union. Against this background, Colton explores the growth of the anti-Communist revolution in Moscow politics, as well as fledgling attempts to establish democratic institutions and a market economy.

Post-Socialist Urban Infrastructures critically elaborates on often forgotten, but some of the most essential, aspects of contemporary urban life, namely infrastructures, and links them to a discussion of post-socialist transformation. As the skeletons of cities, infrastructures capture the ways in which urban environments are assembled and urban lives unfold. Focusing on post-socialist cities, marked by neoliberalisation, polarisation and hybridity, this book offers new and enriching perspectives on urban infrastructures by centering on the often marginalised aspects of urban research—transport, green spaces, and water and heating provision.
