The papers assembled here share the dual conviction that (1) understanding the lineaments of Japanese modernity entails an appreciation of the specific forms of distinctions, discriminations and exclusions constitutive of it; (2) that the socio-economic-political fractures increasingly visible under conditions of late modernity reveal the precarious nature of the making of modernity in Japan. Bringing together a group of critical intellectuals, mostly based in Japan with long-standing political commitments to groups emblematic of modern Japan’s constitutive outside - inorities, migrants, foreigners, victims of the Fukushima disaster, welfare recipients among others this collection of essays aims to draw attention to processes of ‘making and unmaking’ that constellate Japanese modernity. Unlike previous attempts, however, devoted to destabilizing positivist/culturalist approaches to a post-war ‘miracle’ Japan via a critical post-structural theoretical vocabulary and episteme, the essays gathered here aim principally to examine traces of the making of modern Japan in the fissures and displacements visible at sites of modernity’s unmaking. Deploying a range of theoretical approaches, rather than a commitment to any single framework, the essays that follow aim to locate contemporary Japan and the ravages of its modernity within a wider critical discourse of modernity.
In the last fifteen years, Japan's economy has gone from model of success to object lesson in failure. William W. Grimes offers a richly detailed, insider's view of the key macroeconomic policies and events in contemporary Japan, as well as a close examination of the causes and effects of these upheavals. It is difficult to believe that the "Bubble Economy" of the late 1980s and the failed attempts at economic stimulation in the following decade both arose from the same policies. In Unmaking the Japanese Miracle, Grimes shows that this is precisely what happened. Focusing less on what went wrong than on why it went wrong, Grimes finds that mistaken macroeconomic policies—loose money in the late 1980s, excessively tight money until 1992, and only grudging use of expansionary fiscal policy until 1998—largely caused Japan's economic problems. Based on scores of interviews with Japanese policymakers, his is the first political explanation of why these catastrophic policies were carried out by the Ministry of Finance, the Bank of Japan, and the Diet. Various economic shocks were met, Grimes says, with a consistent and often inappropriate pattern of responses. This pattern has fundamentally altered because of changes within the three policymaking institutions since 1998.
The papers collected in this volume all discuss the ways and extent to which the determinants of meaning must be public. In the philosophy of language there are currently two main traditions concerning the relationship between meaning and public phenomena. According to one tradition language is public in principle, so that there can be nothing to the meaning of linguistic expressions that cannot be accounted for in terms of the behaviour in context of linguistic subjects. According to the other tradition linguistic meaning is determined by the content of the mental representations that are expressed in overt speech acts. On such views, the properties of the mental are prior to language and linguistic meaning should be explained by appeal to mental concepts. There divergent traditions leave us with a question: Is linguistic meaning to be explained on the basis of a pre-linguistic biological or mental capacity which "goes public " in overt speech, or is it to be explained on the basis of pubic behaviour in context which "goes private "in thought, and which determines the contents of the mental?
The history of the medical and scientific debate about the etiology of the disease as it played out between diet theorists and contagionists from 1880 to 1940. In modern Japan, beriberi (or thiamin deficiency) became a public health problem that cut across all social boundaries, afflicting even the Meiji Emperor. During an age of empire building for the Japanese nation, incidence rates in the military ranged from 30 percent in peacetime to 90 percent during war. Doctors and public health officials called beriberi a "national disease" because it festered within the bodies of the people and threatened the health ofthe empire. Nevertheless, they could not agree over what caused the disease, attributing it to a diet deficiency or a microbe. In Beriberi in Modern Japan, Alexander R. Bay examines the debates over the etiologyof this "national disease" during the late nineteenth and early twentieth centuries. Etiological consensus came after World War I, but the struggle at the national level to direct beriberi prevention continued, peaking during wartime mobilization. War served as the context within which scientific knowledge of beriberi and its prevention was made. The story of beriberi research is not simply about the march toward the inevitable discovery of "the beriberi vitamin," but rather the history of the role of medicine in state-making and empire-building in modern Japan. Through an ethnographic study inside Japan’s Buddhist goods industry, this book establishes a method for understanding change in death ritual through attention to the dynamic lifecourse of necromaterials. Deep in the Fukuyama mountainside, “the grave of the graves” (o-haka no haka) houses acres of unwanted headstones—the material remains of Japan’s discarded death rites. In the past, the Japanese dead became venerated ancestors through sustained ritual offerings at graves and at butsudan, Buddhist altars installed inside the home. But in twenty-first-century Japan, this intergenerational system of care is rapidly collapsing. In noisy carpentry studios, flashy funeral-goods showrooms, neglected cemeteries, and cramped kitchens where women prepare memorial feasts, Hannah Gould analyzes the lifecycle of butsudan, illuminating how they are made, circulate through religious and funerary economies, mediate intimate exchanges between the living and the dead, and—as the population ages, families disperse, and fewer homes have space for large lacquer cabinets—eventually fall into disuse. What happens, she asks, when a funerary technology becomes obsolete? And what will take its place? Gould examines new products better suited to urban apartments: miniature urns and sleek altars inspired by Scandinavian design, even reliquary jewelry. She visits an automated columbarium and considers new ritual practices that embrace impermanence. At an industry expo, she takes on the role of “demonstration corpse.” Throughout, Gould invites us to rethink memorialization and describes a distinct form of Japanese necrosociality, one based on material exchanges that seek to both nurture the dead and disentangle them from the world of the living.
With an aging population, declining marriage and childbirth rates, and a rise in single households, more Japanese are living and dying alone. Many dead are no longer buried in traditional ancestral graves where descendants would tend their spirits, and individuals are increasingly taking on mortuary preparation for themselves. In Being Dead Otherwise Anne Allison examines the emergence of new death practices in Japan as the old customs of mortuary care are coming undone. She outlines the proliferation of new industries, services, initiatives, and businesses that offer alternative means---ranging from automated graves, collective grave sites, and crematoria to one-stop mortuary complexes and robotic priests---for tending to the dead. These new burial and ritual practices provide alternatives to long-standing traditions of burial and commemoration of the dead. In charting this shifting ecology of death, Allison outlines the potential of these solutions to radically reorient sociality in Japan in ways that will impact how we think about the end of life, identity, tradition, and culture in Japan and beyond.
