Demographic projections make it easy now to imagine a future majority population of color in the United States. Minority Relations: Intergroup Conflict and Cooperation sets forth some of the issues involved in the interplay among members of various racial, ethnic, and sexual minorities. Robert S. Chang initiated the Intergroup Conflict and Cooperation Project and invited historian Greg Robinson to collaborate. The two brought together scholars from different backgrounds and disciplines to engage a set of interrelated questions confronting groups generally considered minorities. This collection strives to stimulate further thinking and writing by social scientists, legal scholars, and policymakers on inter-minority connections. Particularly, scholars test the limits of intergroup cooperation and coalition building. For marginalized groups, coalition building seems to offer a pathway to addressing economic discrimination and reaching some measure of justice with regard to opportunities. The need for coalitions also acknowledges a democratic process in which racialized groups face significant difficulty gaining real political power, despite such legislation as the Voting Rights Act.

Until now, most of our knowledge about largescale responses to demographic change has been based on studies of individual people's reactions, which tend to be instinctively defensive and intolerant. We know little about why and how these habits are sometimes tempered to promote more successful coexistence. To anticipate and inform future responses to demographic change, Justin Gest looks to the past. In Majority Minority, Gest wields historical analysis and interview-based fieldwork inside six of the world's few societies that have already experienced a majority minority transition to understand what factors produce different social outcomes. Gest concludes that, rather than yield to people's prejudices, states hold great power to shape public responses and perceptions of demographic change through political institutions and the rhetoric of leaders. Through subsequent survey research, Gest also identifies novel ways that leaders can leverage nationalist sentiment to reduce the appeal of nativism--by framing immigration and demographic change in terms of the national interest. Amidst discontent over America's growing diversity, many white Americans now view the political world through the lens of a racial identity. Whiteness was once thought to be invisible because of whites' dominant position and ability to claim the mainstream, but today a large portion of whites actively identify with their racial group and support policies and candidates that they view as protecting whites' power and status. Conflicts between different racial, ethnic, national and other social groups are becoming more and more salient. One of the main sources of these internal conflicts is social and economic inequality, in particular the increasing disparities between majority and minority groups. Even societies that had been successful in dealing with external conflicts and making the transition from war to peace have realized that this does not automatically resolve internal conflicts. On the contrary, the resolution of external conflicts may even sharpen the internal ones. This volume, a joint publication of the University of Haifa and the International Center for Graduate Studies (ICGS) at the University of Hamburg, addresses questions of how to deal with internal issues of social inequality and cultural diversity and, at the same time, how to build a shared civility among their different national, ethnic, religious and social groups.
Minority Rights, Majority Rule seeks to explain a phenomenon evident to most observers of the US Congress. In the House of Representatives, majority parties rule and minorities are seldom able to influence national policy making. In the Senate, minorities quite often call the shots, empowered by the filibuster to frustrate the majority. Why did the two chambers develop such distinctive legislative styles? Conventional wisdom suggests that differences in the size and workload of the House and Senate led the two chambers to develop very different rules of procedure. Sarah Binder offers an alternative, partisan theory to explain the creation and suppression of minority rights, showing that contests between partisan coalitions have throughout congressional history altered the distribution of procedural rights. Most importantly, new majorities inherit procedural choices made in the past. This institutional dynamic has fuelled the power of partisan majorities in the House but stopped them in their tracks in the Senate.
We need scarcely note that the topic of this book is the stuff of headlines. Around the world, political, economic, educational, military, religious, and social relations of every variety have a racial or ethnic component. One cannot begin to understand the history or contemporary situation of the United States, the Soviet Union, China, Zimbabwe, South Africa, Great Britain, Lebanon, Mexico, Canada-indeed, almost any land-without careful attention to the influence of cultural and racial divisions. Preparation of this new edition has brought a strong sense of deja vu, with regard both to the persistence of old patterns of discrimination, even if in new guises, and also to the persistence of limited and constraining explanations. We have also found, however, rich new empirical studies, new theoretical perspectives, and greatly expanded activity and analyses from members of minority groups. Although this edition is an extensive revision, with reference both to the data used and the theoretical approaches examined, we have not shifted from our basically analytical perspective. We strongly support efforts to reduce discrimination and prejudice; but these can be successful only if we try to understand where we are and what forces are creating the existing situation. We hope to reduce the tendency to use declarations and condem nations of other persons' actions as substitutes for an investigation of their causes and consequences.
