The organisation of this report aims to heighten our understanding of the myriad ways in which armed conflict affects children - and how children regard their participation not only in war but in programmes aimed at preventing violence against them and in promoting their recovery and reintegration. The central message of this 10-year strategic review is that "war violates every right of the child". The report thus frames its findings within three categories: political and diplomatic actions and responsibilities; system-wide international policies, standards and architectures; and prevention and response.
In armed conflicts around the world, children are being killed, raped, abducted and recruited to fight at a shocking scale. In light of this continuing general failure to protect children in conflict, it is questionable whether existing international law norms and institutions provide sufficient protection and accountability. Consideration needs to be given to whether international law can do more – practically and effectively – when moral lines are crossed. That is the purpose of this book. It reviews the position of children in armed conflict by reference to the 'six grave violations' as identified by the UN Security Council. It analyses the protection offered by international humanitarian law, international criminal law and international human rights law, and also assesses the related adjudicative accountability mechanisms. The analysis concludes with a number of recommendations and proposals for reform, with a view to enhancing accountability and deterring future violations. The book has been written by a team of lawyers, headed by Shaheed Fatima QC, and has drawn on the input of an expert advisory panel comprising leading academics, policy-makers and activists. It has been written as part of the Inquiry on Protecting Children in Conflict. The Inquiry has been sponsored by Save the Children and Theirworld and chaired by former UK Prime Minister, Gordon Brown.

Child soldiers are generally perceived as faultless, passive victims. This ignores that the roles of child soldiers vary, from innocent abductee to wilful perpetrator. This book argues that child soldiers should be judged on their actions and that treating them like a homogenous group prevents them from taking responsibility for their acts.
In Children and the Responsibility to Protect, Bina D’Costa and Luke Glanville bring together more than a dozen academics and practitioners from around the world to examine the intersections of the Responsibility to Protect (R2P) principle and the theory and practice of child protection. Donna Seto investigates why children born of wartime sexual violence are rarely included in post-conflict processes of reconciliation and recovery. The focus on children born of wartime sexual violence questions the framework of understanding war and recognizes that certain individuals are often forgotten or neglected. This book considers how children are neglected sites for the reproduction of global norms. It approaches this topic through an interdisciplinary perspective that questions how silence surrounding the issue of wartime sexual violence has prevented justice for children born of war from being achieved. In considering this, Seto examines how the theories and practices of mainstream International Relations (IR) can silence the experiences of war rape survivors and children born of wartime sexual violence and explores the theoretical frameworks within IR and the institutional structures that uphold protection regimes for children and women.
Children's diverse experiences during periods of conflict, post-conflict and peacetime reveal that their roles in society and political communities are complex. Based on this premise, this book suggests that understanding children's roles involves a critical analysis of where the child is situated within her/his family, within socio-political networks and within the state. Through examining various case studies in South Asia, a region that is marked as much by its homogeneity as by its immense diversity, the book observes that significant tensions exist between universal and local approaches to childhood. It reflects how the development of international and national discourses on children's rights and protection is relevant to children's everyday lives in situations of conflict.
