Technological revolutions have increased the world’s wealth unevenly and in ways that have accelerated climate change. This report argues that achieving The Paris Agreement’s objectives would require a massive transfer of existing and commercially proven low-carbon technologies (LCT) from high-income to developing countries where the bulk of future emissions is expected to occur. This mass deployment is not only a necessity but also an opportunity: Policies to deploy LCT can help countries achieve economic and other development objectives, like improving human health, in addition to reducing greenhouse gases (GHGs). Additionally, LCT deployment offers an opportunity for countries with sufficient capabilities to benefit from participation in global value chains and produce and export LCTs. Finally, the report calls for a greater international involvement in supporting the poorest countries, which have the least access to LCT and finance and the most underdeveloped physical, technological, and institutional capabilities that are essential to benefit from technology.
Low carbon technology transfer to developing countries has been both a lynchpin of, and a key stumbling block to a global deal on climate change. This book brings together for the first time in one place the work of some of the world's leading contemporary researchers in this field. It provides a practical, empirically grounded guide for policy makers and practitioners, while at the same time making new theoretical advances in combining insights from the literature on technology transfer and the literature on low carbon innovation. The book begins by summarizing the nature of low carbon technology transfer and its contemporary relevance in the context of climate change, before introducing a new theoretical framework through which effective policy mechanisms can be analyzed. The north-south, developed-developing country differences and synergies are then introduced together with the relevant international policy context. Uniquely, the book also introduces questions around the extent to which current approaches to technology transfer under the international policy regime might be considered to be 'pro-poor'. Throughout, the book draws on cutting edge empirical work to illustrate the insights it affords. As the greatest coal-producing and consuming nation in the world, China would seem an unlikely haven for wind power. Yet the country now boasts a world-class industry that promises to make low-carbon technology more affordable and available to all. Conducting an empirical study of China's remarkable transition and the possibility of replicating their model elsewhere, Joanna I. Lewis adds greater depth to a theoretical understanding of China's technological innovation systems and its current and future role in a globalized economy. Lewis focuses on China's specific methods of international technology transfer, its forms of international cooperation and competition, and its implementation of effective policies promoting the development of a home-grown industry. Just a decade ago, China maintained only a handful of operating wind turbines—all imported from Europe and the United States. Today, the country is the largest wind power market in the world, with turbines made almost exclusively in its own factories. Following this shift reveals how China's political leaders have responded to domestic energy challenges and how they may confront encroaching climate change. The nation's escalation of its wind power use also demonstrates China's ability to leapfrog to cleaner energy technologies—an option equally viable for other developing countries hoping to bypass gradual industrialization and the "technological lock-in" of hydrocarbon-intensive energy infrastructure. Though setbacks are possible, China could one day come to dominate global wind turbine sales, becoming a hub of technological innovation and a major instigator of low-carbon economic change.

This book explores the social implications and challenges of low-carbon development. The argument of the book is that a broad understanding of low-carbon development is essential for mitigating climate change and enabling development in a carbon-constrained world, but there are risks that low-carbon development might come at a price that is both social and economic. These risks need to be carefully assessed and reduced. The main aim of the book is to explore, critically analyse and propose different ways of understanding low-carbon development from a social perspective in both developed and developing countries. The author uses concepts such as low-carbon development, social policy, sustainable development and environmental justice to understand the social implications of low-carbon development projects. The book first elaborates the need to understand the social issues and challenges of low-carbon development in both developed and developing countries. It then discusses five contemporary challenges of low-carbon development: the social consequences of Chinese hydropower dams in the Mekong region; the cost of the transition to renewable energies such as wind energy in Germany; the challenges of carbon offsetting in Brazil; the nexus of fuel-inefficient housing and fuel poverty in England; solar power for refugees in Africa. The book fills a crucial gap for researchers, postgraduates, practitioners and policy-makers in the fields of climate change, development and social policy. The Federal Government of Nigeria has adopted an ambitious strategy to make Nigeria the world’s 20th largest economy by 2020. Sustaining such a pace of growth will entail rapid expansion of the level of activity in key carbon-emitting sectors, such as power, oil and gas, agriculture and transport. In the absence of policies to accompany economic growth with a reduced carbon foot-print, emissions of greenhouse gases could more than double in the next two decades. This study finds that there are several options for Nigeria to achieve the development objectives of vision 20:2020 and beyond, but stabilizing emissions at 2010 levels, and with domestic benefits in the order of 2 percent of GDP. These benefits include cheaper and more diversified electricity sources; more efficient operation of the oil and gas industry; more productive and climate –resilient agriculture; and better transport services, resulting in fuel economies, better air quality, and reduced congestion. The study outlines several actions that the Federal Government could undertake to facilitate the transition towards a low carbon economy, including enhanced governance for climate action, integration of climate consideration in the Agriculture Transformation Agenda, promotion of energy efficiency programs, scale-up of low carbon technologies in power generation (such as renewables an combined cycle gas turbines), and enhance vehicle fuel efficiency.

In the quest to mitigate the buildup of greenhouse gases in Earth's atmosphere, researchers and policymakers have increasingly turned their attention to techniques for capturing greenhouse gases such as carbon dioxide and methane, either from the locations where they are emitted or directly from the atmosphere. Once captured, these gases can be stored or put to use. While both carbon storage and carbon utilization have costs, utilization offers the opportunity to recover some of the cost and even generate economic value. While current carbon utilization projects operate at a relatively small scale, some estimates suggest the market for waste carbon-derived products could grow to hundreds of billions of dollars within a few decades, utilizing several thousand teragrams of waste carbon gases per year. Gaseous Carbon Waste Streams Utilization: Status and Research Needs assesses research and development needs relevant to understanding and improving the commercial viability of waste carbon utilization technologies and defines a research agenda to address key challenges. The report is intended to help inform decision making surrounding the development and deployment of waste carbon utilization technologies under a variety of circumstances, whether motivated by a goal to improve processes for making carbon-based products, to generate revenue, or to achieve environmental goals.
The science is unequivocal: stabilizing climate change implies bringing net carbon emissions to zero. This must be done by 2100 if we are to keep climate change anywhere near the 2oC warming that world leaders have set as the maximum acceptable limit. Decarbonizing Development: Three Steps to a Zero-Carbon Future looks at what it would take to decarbonize the world economy by 2100 in a way that is compatible with countries' broader development goals. Here is what needs to be done: -Act early with an eye on the end-goal. To best achieve a given reduction in emissions in 2030 depends on whether this is the final target or a step towards zero net emissions. -Go beyond prices with a policy package that triggers changes in investment patterns, technologies and behaviors. Carbon pricing is necessary for an efficient transition toward decarbonization. It is an efficient way to raise revenue, which can be used to support poverty reduction or reduce other taxes. Policymakers need to adopt measures that trigger the required changes in investment patterns, behaviors, and technologies - and if carbon pricing is temporarily impossible, use these measures as a substitute. -Mind the political economy and smooth the transition for those who stand to be most affected. Reforms live or die based on the political economy. A climate policy package must be attractive to a majority of voters and avoid impacts that appear unfair or are concentrated on a region, sector or community. Reforms have to smooth the transition for those who stand to be affected, by protecting vulnerable people but also sometimes compensating powerful lobbies.
Climate change resulting from CO2 and other greenhouse gas emissions poses a huge threat to human welfare. To contain that threat, the world needs to cut emissions by about 50 per cent by 2050, and to start cutting emissions now. A global agreement to take action is vital. A fair global deal will require the UK to cut emissions by at least 80 per cent below 1990 levels by 2050. In this report, the Committee on Climate Change explains why the UK should aim for an 80 per cent reduction by 2050 and how that is attainable, and then recommends the first three budgets that will define the path to 2022. But the path is attainable at manageable cost, and following it is essential if the UK is to play its fair part in avoiding the far higher costs of harmful climate change. Part 1 of the report addresses the 2050 target. The 80 per cent target should apply to the sum of all sectors of the UK economy, including international aviation and shipping. The costs to the UK from this level of emissions reduction can be made affordable - estimated at between 1-2 per cent of GDP in 2050. In part 2, the Committee sets out the first three carbon budgets covering the period 2008-22, and examines the feasible reductions possible in various sectors: decarbonising the power sector; energy use in buildings and industry; reducing domestic transport emissions; reducing emissions of non-CO2 greenhouse gases; economy wide emissions reductions to meet budgets. The third part of the report examines wider economic and social impacts from budgets including competitiveness, fuel poverty, security of supply, and differences in circumstances between the regions of the UK.
