As Thomas Sterner points out, the economic 'toolkit' for dealing with environmental problems has become formidable. It includes taxes, charges, permits, deposit-refund systems, labeling, and other information disclosure mechanisms. Though not all these devices are widely used, empirical application has started within some sectors, and we are beginning to see the first systematic efforts at an advanced policy design that takes due account of market-based incentives. Sterner‘s book encourages more widespread and careful use of economic policy instruments. Intended primarily for application in developing and transitional countries, the book compares the accumulated experiences of the use of economic policy instruments in the U.S. and Europe, as well as in select rich and poor countries in Asia, Africa, and Latin America. Ambitious in scope, the book discusses the design of instruments that can be employed in a wide range of contexts, including transportation, industrial pollution, water pricing, waste, fisheries, forests, and agriculture. Policy Instruments for Environmental and Natural Resource Management is deeply rooted in economics but also informed by perspectives drawn from political, legal, ecological, and psychological research. Sterner notes that, in addition to meeting requirements for efficiency, the selection and design of policy instruments must satisfy criteria involving equity and political acceptability. He is careful to distinguish between the well-designed plans of policymakers and the resulting behavior of society. The specific objective of these Voluntary Guidelines is to promote the sustainable management of public production natural forests in tropical countries through forest concessions, thereby fulfilling their potential contribution to the achievement of Agenda 2030. Forest concession regimes are treated here as forest policy instruments, and should be aligned with the sustainable forest management objectives agreed by countries in the UNFF. The current Guidelines intend to serve as guidance for making forest concessions an effective economic instrument of forest policy in the context of the 2030 Agenda, transforming them into an instrument capable of delivering sustainable forest management in all its dimensions, and generating socio-economic benefits to relevant stakeholders.
This report forms part of a review aimed at providing advice on improving forest concession systems in tropical forests. The review was carried out by FAO in cooperation with the International Tropical Timber Organization, the Brazilian Forest Service, the Center for International Forestry Research and Centre de Coopération Internationale en Recherche Agronomique pour le Développement. Provides an assessment of the international forest regime, in reponse to calls from many quarters, including the UN Intergovernmental Forum on Forests (IFF) and the World Commission on Forests and Sustainable Development, as well as several NGOs. The focus is mainly on action taken by countries at the global level, in the framework of legally binding instruments and institutions. It builds on previous analyses of the international forest regime by looking beyond the legal mandates to begin exploring the actual performance of the components against their mandates. With the Intergovernmental Panel on Forests (IPF) Proposals for Action as the point for departure, the effectiveness and impact of individual legal instruments and global instutions are analyzed, as is the potential for synergy between them.
At the meeting of the International Tropical Timber Organization held in Bali in 1990, ITTO adopted the target of ensuring that all tropical timber marketed internationally should, by the year 2000, come from forests that are managed sustainably. This study is an attempt to determine whether the member countries of the ITTO have a legal and administrative basis for managing their production forests in ways which will allow these forests to contribute to biological diversity conservation. It also attempts to assess the extent to which such management is already applied on the ground through member country studies. A set of guidelines on ways in which management of production forests could be improved is included.
The report offers a simple framework for policy analysis by identifying three forest types: frontiers and disputed lands; lands beyond the agricultural frontier; and, mosaic lands where forests and agriculture coexist. It collates geographic and economic information for each type that will help formulate poverty-reducing forest policy.
