Sustainable and inclusive growth in emerging Asian economies requires high levels of public investment in areas such as infrastructure, education, health, and social services. The increasing complexity and regional diversity of these investment needs, together with the trend of democratization, has led to fiscal decentralization being implemented in many Asian economies. This book takes stock of some major issues regarding fiscal decentralization, including expenditure and revenue assignments, transfer programs, and sustainability of local government finances, and develops important findings and policy recommendations.
This book analyzes the practice of local-level participatory planning and budgeting and its impact on gender responsive budgeting (GRB) in Bangladesh. The book offers a conceptual framework that brings into focus the contribution of successful participatory budgeting practice to ensure GRB – the examination of whether men and women fall under existing income and expenditure patterns differently. It suggests that the ideas of participatory budgeting and GRB should be evolving together to provide a concrete idea to address gender needs. The book provides a theoretical explanation that contributes to the consolidation of the practice of GRB at the local government level through participatory budgeting. Conceptualizing the process of participatory budgeting and GRB in the context of Bangladesh, the book will be of interest to researchers in the field of Development Studies, Political Science, Public Administration, and Gender, as well as Asian Studies, in particular, South Asian Studies.

This edited volume examines policies aimed at increasing the representation of women in governing institutions in six South Asian countries. Divided into three parts, it addresses the implications of uniformity and diversity for the substantive representation of women in parliament, civil service and local government. The contributing authors explore the scope and limits of ‘positive discriminatory policies’ within distinct country contexts, and the implications of the lack of such policies in other countries. Their findings shed new light on the extent to which the higher presence of women in different governing institutions matters, particularly in respect of promoting women’s issues; and also on the way men and women in different governing institutions look upon each other’s roles and adopt strategies for mutual adjustment. This innovative collection will appeal to students and scholars of gender studies, public policy and administration, international relations, law and political science.
This book is an in-depth empirical study of four Asian and African attempts to create democratic, decentralised local governments in the late 1980s and 1990s. The case studies of Ghana, Cote d'Ivoire, Karnataka (India) and Bangladesh focus upon the enhancement of participation; accountability between people, politicians and bureaucrats; and, most importantly, on whether governmental performance actually improved in comparison with previous forms of administration. The book is systematically comparative, and based upon extensive popular surveys and local field work. It makes an important contribution to current debates in the development literature on whether 'good governance' and decentralisation can provide more responsive and effective services for the mass of the population - the poor and disadvantaged who live in the rural areas.
Pathways to Power introduces the domestic politics of South Asia in their broadest possible context, studying ongoing transformative social processes grounded in cultural forms. Countries in Southeast Asia need to build - individually and collectively - the capacity of their cities and towns to promote economic growth and development, to make urban development more sustainable, to mitigate and adapt to climate change, and to ensure that all groups in society share in the development. This book is a result of a series of regional discussions by experts and practitioners involved in the urban and planning of their countries. It highlights urbanization issues that have implications for regional - including ASEAN - cooperation, and provides practical recommendations for policymakers.
