This book offers an overview of the legal, political, and broad intergovernmental environment in which relations between local and state units of government take place, the historical roots of the conflict among them, and an analysis of contemporary problems concerning local authority, local revenues, state interventions and takeovers, and the restructuring of local governments. The author pays special attention to local governmental autonomy and the goals and activities of local officials as they seek to secure resources, fend off regulations and interventions, and fight for survival as independent units. He looks at the intergovernmental struggle from the bottom up, but in the process examines a variety of political activities at the state level and the development and effects of several state policies. Berman finds considerable reason to be concerned about the viability and future of meaningful local government.

This book considers local autonomy, measured as a multidimensional concept, from a cross-country comparative perspective, and examines how variations can be explained and what their consequences are. It fills a gap in the literature by providing a comprehensive study of the different components of local autonomy across a large number of countries, over time. It offers a theoretically saturated concept to measure local autonomy and applies it to 39 countries, including all 28 EU member states together with Albania, Georgia, Iceland, Liechtenstein, Macedonia, Moldova, Norway, Serbia, Switzerland Turkey and Ukraine, over a period of 25 years (1990-2014).
Local Autonomy as a Human Right contends that local communities struggle to preserve their territorial autonomy over time despite changes to the broader political and geographic contexts within which they are embedded. Forrest argues that this both reflects and is evidence of a worldwide embrace of local control as a key political and social value, indeed, of such importance that it should be embraced and codified as a human right. This study weaves together evidence grounded in a variety of disciplines - history, geography, comparative politics, sociology, public policy, anthropology, international jurisprudence, rural studies, urban studies -- to make clear that a presumed, inherent moral right to local self-determination has been manifested in many different historical and social contexts. This book constructs a compelling argument favoring a human right to local autonomy. It identifies practical factors that help to account for the relative success of communities that are able to assert local control over time. Here, particular attention is paid to whether localities are able to generate policy and organizational capacity. Forrest suggests that a focus on local policy and organizational capacity can help to explain why some communities attempting to assert greater local control are more successful than others. Local Autonomy as a Human Right contributes to scholarly debates regarding the varied impacts of globalization, with the place-based perspective and moral emphasis on territorial-centered rights put forth herein offering a necessary counter-narrative to the often-presumed predominance of global forces.
While local government is found in all federal countries, its place and role in the governance of these countries varies considerably. In some countries, local government is considered an essential part of the federal nature of the state and recognized in the constitution as such, whereas in others it is simply a creature of the subnational states/provinces. When referring to local government it is more correct to refer to local governments (plural), as these institutions come in all shapes and sizes, performing widely divergent functions. They range from metropolitan municipalities of mega-cities to counties, small town councils, and villages. Their focus is either multi-purpose in the case of municipalities or single purpose in the case of special districts and school districts. What unites these institutions of state is that there is no level of government below them. The book explores the claim that English local government exists in one of the most centralised relationships with national government. Such a position fundamentally undermines any notion of local self-government and makes the term ‘government’ in local government a misnomer. The book will examine how the erosion of the autonomy, powers, roles, functions and responsibilities of English local government came about, the arguments of centralisers and localisers to support their view of the constitutional status of local government, and its overall role in the government of England. The book offers an antidote to the onward march of centralisation by offering a new vision of local government which emphasises both ‘local’ and ‘government’.
This book offers a general introduction to and analysis of the history, theory and public policy of Australian local government systems. Conceived in an international comparative context and primarily from within the discipline of political studies, it also incorporates elements of economics and public administration. Existing research tends to conceptualise Australian local government as an element of public policy grounded in an 'administrative science' approach. A feature of this approach is that generally normative considerations form only a latent element of the discussions, which is invariably anchored in debates about institutional design rather than the normative defensibility of local government. The book addresses this point by providing an account of the terrain of theoretical debate alongside salient themes in public policy.
