Security sector reform (SSR) and mine action share a strong common conceptual basis, which draws from a shared understanding of security. They both reflect a conceptualization of security that is not limited to the level of the state, but takes into account security threats and needs at societal and individual levels. This common basis provides opportunities for synergies between SSR and mine action. This volume presents a variety of perspectives on UN support to SSR, past and present, with attention to policy and operational practice. Drawing from the experience of UN practitioners combined with external experts on SSR, this volume offers an in-depth exploration of the UN approach to SSR from a global perspective.
Most of the papers in this book were presented during the 9th International South Sudan and Sudan Studies Conference of the Sudan Studies Association USA and the Sudan Studies Society UK. 150 scholars from numerous academic disciplines, experts in conflict transformation and development, staff of non-governmental organisations (NGOs), former and current senior officers from ministries and military institutions from Sudan, South Sudan, and seventeen further countries participated in the conference. They engaged in vivid discussions on historical and recent cleavages in the societies of Sudan and South Sudan, inequality and exclusion in numerous variations, and on rapid social change accompanied by urbanisation and land conflicts. The severe economic crisis following the separation and the importance of creating political solutions instead of using technical approaches to work on the multitude of challenges affecting each of the two countries and the interrelations between them were also scrutinised. The participants intensely exchanged views and experiences on the difficulties and successes in taking responsibility rather than being dependent on foreign assistance. Discussions revealed strong potentials in both societies to overcome such problems; to initiate processes of reconciliation, and to consolidate peace. They shed light on the complex processes of nation-building and the creation of meaningful constitutions. This book attempts to capture at least some of this multitude of insights and aspects that had shaped the conference.
Human security is about everyday realities of violent conflict and poverty, humanitarian crises, epidemic diseases, injustice and inequality. It is about freedom from fear and freedom from want. It is much different from state-related security with its emphasis on military force, territory and sovereignty. Timely and pathbreaking, Securing the Peace is the first book to explore the complete spectrum of civil war terminations, including negotiated settlements, military victories by governments and rebels, and stalemates and ceasefires. Examining the outcomes of all civil war terminations since 1940, Monica Toft develops a general theory of postwar stability, showing how third-party guarantees may not be the best option. She demonstrates that thorough security-sector reform plays a critical role in establishing peace over the long term. Much of the thinking in this area has centered on third parties presiding over the maintenance of negotiated settlements, but the problem with this focus is that fewer than a quarter of recent civil wars have ended this way. Furthermore, these settlements have been precarious, often resulting in a recurrence of war. Toft finds that military victory, especially victory by rebels, lends itself to a more durable peace. She argues for the importance of the security sector--the police and military--and explains that victories are more stable when governments can maintain order. Toft presents statistical evaluations and in-depth case studies that include El Salvador, Sudan, and Uganda to reveal that where the security sector remains robust, stability and democracy are likely to follow. An original and thoughtful reassessment of civil war terminations, Securing the Peace will interest all those concerned about resolving our world's most pressing conflicts.
There is a clear need to better understand the relationship between two concepts at the heart of peacebuilding: the Rule of Law (RoL), and Security Sector Reform (SSR). If it is acknowledged in principle that they are interdependent, in practice enduring conceptual ambiguities and contradictions undermine latent synergies. As a consequence, international donor agencies are under increasing pressure to demonstrate the benefits of their RoL and SSR assistance. This SSR Paper moves the RoL-SSR debate forward through examining these activities jointly within a peacebuilding context. It proposes a heuristic framework that helps to rationalize this relationship on a conceptual level, demonstrating that RoL and SSR are interdependent and mutually reinforcing. The resulting framework provides a basis for the development of coherent policies that can support the development of coordinated, complementary programmes on the ground.
